A RESOLUTION AMENDING SECTIONS 4.01 ("COUNCIL
MEETINGS") AND 7.01 ("NEWSPAPER PUBLICATION")
OF THE COUNCIL RULES OF ORDER
WHEREAS, the existing Council Rules of Order, as approved by Council with Resolution
09-96, require publication of alternate meeting dates or locations and Council meeting
agendas in a newspaper of general circulation in the City; and
WHEREAS, the advertising expense for such publication is significant and has increased
substantially over the past 12 years; and
WHEREAS, due to new technology available and increased Internet use by the public,
the City's website is the preferred medium for access to City information, including the
City Council agendas and meeting notices/locations; and
WHEREAS, Council desires to amend their Rules of Orderto designate that the Council
agendas and notices of meeting date or location changes shall be published on the City's
website or other media designated by Council in the future in order to best serve the
needs and desires of the citizenry for this information.
NOW,~FORE, BE IT RESOLVED by the Council of the City of Dublin, State of
Ohio, of the elected members concurring, that:
Section 1. Section 4.01 ("Council Meetings") of the Council Rules of Order is hereby
amended as follows:
Regular meetings shall be held on the first and third Mondays of each month.
Meetings shall be convened in the Council Chamber of the City of Dublin at
7:00 p.m., or in an alternate public place within the City of Dublin corporate
limits, provided that a public notice shall be posted on the entrance doors of
the Municipal Building 24 hours prior to the meeting time. In the event that a
regular meeting date of the Council coincides with a legal holiday, or presents
a conflict for a majority of members, Council may establish an alternate date, or
cancel the regular meeting. The Clerk shall ensure that any cancellation,
alternate date or alternate location is published ' on the
City's website orothergenerallyaccepted medium, as designated by Council.
Section 2. Section 7.01("Newspaper Publication") of the Council Rules of Order is
hereby amended as follows:
The Clerk shall make arrangements to have the "tentative" agenda for any
regular, alternate or special meeting published
on the City's website orothergenerallyaccepted
medium as designated by Council. The "tentative" agenda shall be that
agenda which is prepared and distributed to the press/media on the Tuesday
preceding a regular or an alternate meeting, or that agenda which is prepared
in advance of a special meeting.
Section 3. These amendments shall be submitted and read to Council at the December
8, 2008 Council meeting and acted upon by Council at the January 5, 2009 Council
meeting, in accordance with the Section 2.04 of the Council Rules of Order.
Section 4. This Resolution shall be effective upon passage, in accordance with Section
4.04(a) of the Revised Charter.

Summary
RE: Resolution 87-08, Amending Council Rules of Order regarding publication
During the budget workshops, discussion took place regarding newspaper publication of Council
agendas and meeting notices, as required by the Council Rules of Order, last updated in 1997. The legal
classified advertising costs related to this publication have increased substantially over the past 11 years.
Increasingly, citizens look to the City's website for easy and immediate access to up-to-date information
about Council agendas, City events, road closings, recreation programming, tax filing, etc. The
availability and use of high speed Internet has enabled this information access. At this time, all meeting
notices, Council agendas and packets are published on the City's website.
In view of the technology changes, staff recommends that Council amend their Rules of Order -
specifically to permit the publication of Council agendas and meeting notices on the City's website and
to eliminate the requirement for newspaper publication. This amendment requires a simple modification
to Sections 4.01 and 7.01 of the Rules of Order.
Eliminating the classified advertising will result in a substantial cost savings for the City, while the
citizens' need for information will continue to be well served through the website, e-news and other
future media as it becomes available to the general public.
Recommendation
Staff is recommending introduction of Resolution 87-08 at the December 8, 2008 Council meeting, with
adoption at the January 5, 2009 Council meeting, in accordance with Section 2.04 of the Council Rules
of Order.
