Richardson, PE, PS, Senior Civil Engineer Re: Resolution 29-21 – Accepting the Lowest and Best Bid for the 2021 Guardrail Replacement and Maintenance Program (21-005-CIP) Summary On May 6, 2021, one (1) bid was received, publicly opened and read by Engineering staff for the 2021 Guardrail Replacement and Maintenance Program (21-005-CIP). This project involves repairing and replacing several specialized areas of guardrail and guardrail parapet connections. Specifically, the replacement of the wood guardrail with painted galvanized steel guardrail on Bristol Parkway (North Fork Indian Run Bridge) and the removal of 20 ft. of bridge parapet and replacement of bridge parapet with steel-backed timber guardrail on the east end of the Bridge Street bridge. For Council’s reference, a copy of the construction drawings for this work has been provided for review in the BoardPaq packet for the May 24, 2021 Council meeting, or a hard copy is available for review upon request. The Engineer’s estimate for this project is $170,000. The budgeted funds in 2021 for the annual Guardrail Replacement and Maintenance Program in the 2021-2025 Capital Improvements Program (CIP) are $190,000 in account AT21A - Annual Guardrail Replacement & Maintenance. Paul Peterson Company, Inc. submitted the lowest and best bid of $186,997.00. Staff has reviewed the bid and a summary of the bid received is listed below. Bidder Bid as Read Bid as Read Corrected Bid Over (+) or Under (-) Engineer’s Estimate Paul Peterson Company, Inc. $186,997.00 +10.0% n/a The bid received is greater than the Engineer’s estimate and likely reflects the result of recent cost increases in guardrail material costs and costs related to the specialized work. The project as a whole is slightly over budget when the bid amount and design costs are tallied together. Staff anticipates being able to cover the shortage using other unencumbered budgeted funds. The work for this project is expected to commence in late summer and the completion date is November 20, 2021. In terms of traffic effects of the project, Bristol Parkway will remain open to traffic for the duration of the construction. On the east end of the Bridge Street bridge over the Scioto River, the dedicated right turn lane may be closed for up to eight consecutive days during the construction. The outside eastbound through lane may also be closed to traffic as needed, but for shorter periods during the performance of the work. Both westbound lanes on Bridge Street will remain open to traffic at all times. Recommendation Staff has thoroughly reviewed the bid submitted by Paul Peterson Company, Inc. Previous experience with Paul Peterson Company, Inc. has been favorable, including these recent programs: 2018 Guardrail Replacement and Maintenance and 2019 Guardrail Replacement and Maintenance. Staff is confident Paul Peterson Company, Inc. will perform well on this Program. Staff recommends Council approval of Resolution 29-21 accepting as lowest and best the bid of Paul Peterson Company, Inc. in the amount of $186,997.00 and authorizing the City Manager to enter into a contract with Paul Peterson Company, Inc. for this Program.
