ACCEPTING THE LOWEST AND BEST BID FOR THE
DUBLIN CENTER DRIVE SHARED USE PATH
PROJECT (22-023-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for the Dublin Center Drive Shared Use Path
Project (22-023-CIP); and
WHEREAS, Council has determined that the bid submitted by George J. Igel
& Co., Inc. on July 24, 2024, constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio / of its elected
members concurring, that:
Section 1. The bid submitted by George J. Igel & Co., Inc. in the total amount
of $217,419.85 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with George J. Igel & Co. for the performance and completion of the Dublin
Center Drive Shared Use Path Project (22-023-CIP) pursuant to the
Advertisement, Proposal and Contract Documents for said Project on file in the
office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Dublin Charter.

Re: Resolution 39-24 – Accepting the Lowest and Best Bid for the Dublin Center
Drive Shared Use Path Project (22-023-CIP)
Summary
On July 24, 2024, three (3) bids were received and publicly opened for the Dublin Center Drive
Shared Use Path Project, 22-023-CIP (Project). The scope of work for this Project constructs 618
feet of shared use path from the northwest corner of Stoneridge Lane north to the existing path on
Dublin Granville Road. The Project will provide a valuable connection between existing shared use
paths and greatly improve the shared use path network connectivity in the area. The Project will
also construct Americans with Disabilities Act (ADA) compliant curb ramps at Dublin Center Drive
and Stoneridge Lane. Please see the attached Project Location Map for reference.
The budgeted funds for the Dublin Center Drive Shared Use Path Project in the 2024-2028 Capital
Improvements Program (CIP) are $225,000 from account ET175-2022. The engineer’s estimate for
this Project is $200,000. The cost of acquisitions for this Project were $92,556.08 and will also be
encumbered in 2024. Engineering has consulted with Finance, and staff anticipates being able to
cover the additional Project cost using other unencumbered budgeted funds in the CIP.
George J. Igel & Co., Inc. submitted the lowest and best bid of $217,418.85. Staff has reviewed all
bids and a summary of the bids received is listed below.

The work for this Project is expected to commence in September, with construction to be
substantially complete by November, and final restoration/landscaping will occur in spring 2025.
The City has been in regular communication with the property owners adjacent to the work on this
Project. The typical and customary communication methods will be used to convey construction
information with these property owners and residents throughout the duration of this work. The
City will have a designated Engineering Project Inspector assigned to the work for this Project who
will provide coordination, be available to answer any questions and manage access needs
throughout the performance of the work.

Recommendation
Staff has thoroughly reviewed the bid submitted by George J. Igel & Co., Inc. Previous experience
with this contractor has been favorable, including these recent projects: Brandonway Bridge
Replacement Project (22-033-CIP) and Sanitary Extension 1C (20-024-CIP). Staff is confident that
George J. Igel & Co., Inc. will do well performing the work for this Project.
Staff recommends Council approve Resolution 39-24 accepting as lowest and best the bid of
George J. Igel & Co., Inc. in the amount of $217,419.85 and authorizing the City Manager to enter
into a contract with George J. Igel & Co., Inc. for this Project.
