HomeMy WebLinkAboutResolution 37-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.__31-24 Passed ’ ACCEPTING THE LOWEST AND BEST BID FOR THE MONTEREY PARK TENNIS COURT RENOVATION PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Monterey Park Tennis Court Renovation Project WHEREAS, Council has determined the base bid in the amount of $235,686.00 submitted by Janco, LLC to be the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _L of the elected members concurring, that: Section 1. The bid submitted by Janco, LLC in the total amount of $235,686.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Janco, LLC for the performance and completion of the Monterey Park Tennis Court Renovation Project pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the Department of Parks and Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. If awarded, the project will renovate existing tennis courts by installing underdrainage, rework of the subgrade and base as required, resurface the court and play surfacing. Additionally, there will need to be some regrading and sidewalk revisions to meet the new court elevations. The budget for this project is $200,000.00. Staff received (2) bids, with the lowest and best bid received from Janco LLC in the amount of $235,686.00, which is 15 percent above the budget. The increased cost associated with the project is directly related to post-budgeting site evidence that the subgrade of the existing tennis courts is saturated with water, due to poor drainage. Additional costs are directly associated with the installation of underdrains and repair the subgrade instead of simply milling the top and resurfacing the courts. If these additional drainage measures are not installed, the repairs are highly likely to fail. Bidder Bid as Read Bid as Read Over (+) or Under (-) Budget Amount Janco LLC $235,686.00 (+) 15% FT USA $548,241.00 (+) 64% The pricing gap between the two bidders is due to the high bidder only bidding the alternate for using a post tension concrete slab, versus the base bid of asphalt. This resulted in what appears to be a bid gap. However, adding the bid alternate to Janco LLC’s bid for the post tension concrete, the bids are very similarly aligned. This contractor has performed favorably for previous construction projects for the City and staff is confident in the contractor’s ability to successfully fulfill the scope of this project. Staff recommends approval of Resolution 37-24 – Accepting the lowest and best bid for the Monterey Park Tennis Courts Renovation Project and authorizing the City Manager to enter into contract for the project with Janco LLC in the amount of $235,686.00.
