ACCEPTING THE LOWEST AND BEST BID FOR THE
GLICK ROAD FOUNTAIN RESTORATION PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Glick Road
Fountain Restoration Project
WHEREAS, Council has determined the base bid in the amount of
$364,860.00 submitted by Janco, LLC to be the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, Ly of the elected members concurring, that:
Section 1. The bid submitted by Janco, LLC in the total amount of |
$364,860.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Janco, LLC for the performance and completion of the Glick Road
Fountain Restoration Project pursuant to the Advertisement, Proposal and
Contract Documents for said Project on file in the Department of Parks and
Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution 36-24 – Accepting the Lowest and Best Bid for the Glick Road
Fountain Restoration Project
Summary
On Thursday, June 6, 2024, one (1) bid was opened for the Glick Road Fountain Restoration
Project. The scope of work for this project includes the restoration of the existing fountain and
repair of the mechanical, electrical and plumbing equipment to include the following: water
supply pipes (below basin), drain pipes (below basin), the basin bottom, tiles along the
maintained water level, lights, lighting controller and fountain nozzles. The overall design of the
fountain will be unchanged and will remain consistent with the existing concept.
This project was initially funded in the 2021-2025 Capital Improvements Program and has been
included in project carry over funds. The estimate for this project is $350,000.00.
This project was first bid in April 2024. Having received a single bid of $370,600, staff decided
to reject the bid and rebid the project. Staff engaged the contracting community, rebid the
project, and again received (1) bid. Janco LLC submitted the lowest and best bid in the amount
of $364,860.00, which is 4% percent higher than the estimate. Should Council accept this bid,
an appropriation from the Capital Improvements Fund for this contract will be included in the
third quarter supplemental Ordinance.

The majority of the scope of this maintenance project is to address continual water leaking from
the fountain. Staff researched the water usage at the fountain and found that approximately
$10,000 was being expended annually due to the water leakage.
Recommendation
Staff has thoroughly reviewed the bid submitted by Janco LLC. This contractor has performed
favorably for previous construction projects for the City and staff is confident in the contractor’s
ability to successfully fulfill the scope of this project.
Staff recommends approval of Resolution 36-24 – Accepting the lowest and best bid for the
Glick Road Fountain Restoration Project in the amount of $364,860.00 and authorizing the City
Manager to enter into contract with Janco LLC.
