HomeMy WebLinkAboutResolution 35-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 35-24 Resolution No. Passed , ACCEPTING THE LOWEST AND BEST BID FOR THE WATERLINE REPLACEMENT - PHASE 7 PROJECT (23-016-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Waterline Replacement - Phase 7 Project (23-016-CIP); and WHEREAS, the current Community Plan identifies the objective to perform preventative maintenance and improvements to the existing public water distribution system as it ages; and WHEREAS, Council has determined that the bid submitted by The Ruhlin Company on June 13, 2024, constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio (p _ of its elected members concurring, that: Section 1. The bid submitted by The Ruhlin Company in the total amount of $920,708.19 is hereby accepted. Section 2. That the City Manager is hereby authorized to enter into contracts with The Ruhlin Company for the performance and completion of the Waterline Replacements — Phase 7 Project (23-016-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Groves, P.E., Civil Engineer II Re: Resolution 35-24 – Accepting the Lowest and Best Bid for the Waterline Replacement - Phase 7 Project (23-016-CIP) Summary On June 13, 2024, five (5) bids were received and publicly opened for the Waterline Replacement – Phase 7 Project (Project), 23-016-CIP. The scope of work for this Project includes the replacement of aging 2-inch and 3-inch public waterlines with 6-inch waterline and associated hydrants and appurtenances. As part of the work for this Project, the portion of the impacted roadways will be resurfaced once the waterline installations are complete. The areas identified for waterline replacement are areas having smaller diameter public waterlines and have a higher frequency of or potential for waterline breaks. The budgeted funds for the 2024 Waterline Replacements - Phase 7 in the 2024-2028 Capital Improvements Program (CIP) are $860,000 from account AW101, Waterline Replacement. Ordinance 03-24 provided an additional $290,000 for this Project. The Project was selected by the Ohio Department of Development to receive $725,000 in grant funding through the Ohio Broadband, Utilities, and Infrastructure for Local Development Success (BUILDS) Water and Wastewater Infrastructure Grant Program (Program). The Program’s initiative aligns with the purpose of the Project, which is to provide a better level of water service to the impacted areas and increase reliability of the public water distribution system. The Project bid included waterline replacements in six (6) separate locations: Preswick Court, Haddington Court, Avemore Court, Liberton Court, Zetland Court, and Culross Court. The engineer’s estimate for the Project is $1,150,000. The Ruhlin Company submitted the lowest and best bid of $920,708.19. Staff has reviewed all bids and a summary of the bids received is listed below. The final completion date for the Project is May 16, 2025 to allow additional time for the completion of the roadway paving and other project work that may not be reasonably completed before the winter. Resident Communication A public information meeting was conducted on May 8, 2024, for this Project, and no residents attended. Once the selected contractor has established and submitted a detailed construction schedule for this Project, it will be communicated to the adjacent residents. The typical and customary communication methods will be used to convey construction information to residents and the general public throughout the duration of this work. All efforts will be made to maintain access to resident homes during construction. The City will have a designated Engineering Project Inspector assigned to this Project, who will be available to answer questions and manage access needs at adjacent residences throughout the Project. Recommendation Staff has thoroughly reviewed the bid submitted by The Ruhlin Company. This contractor has not previously performed work with the City of Dublin for several years, and staff made inquiries to the references provided by the contractor. Additionally, staff reviewed the list of past and current projects submitted with The Ruhlin Company’s bid. City staff is confident that The Ruhlin Company has the capability and experience to perform this Project, and will do well performing the work for this Project. Staff recommends Council approve Resolution 35-24 accepting as lowest and best the bid of The Ruhlin Company in the amount of $920,708.19 and authorizing the City Manager to enter into a contract with The Ruhlin Company for this Project.
