THE CITY MANAGER TO ENTER INTO A CONTRACT FOR
THE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the 2024
Street Tree Pruning Contract.
WHEREAS, Council has determined that the base bid in the amount of
$328,320.00 submitted by Joseph Tree Service is the lowest and best bid; and
WHEREAS, this project was programmed in the 2024 Operating Budget; and
WHEREAS, funding will be available in the Operating budget fund.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, /__ of the elected members concurring, that:
Section 1. The base bid in the amount of $328,320.00 submitted by Joseph
Tree Service is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract for
said project as specified within the bid proposal and the City’s bid documents
on file in the Division of Public Service.
Section 3. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Pruning Contract and Authorizing the City Manager to Enter into a Contract for the
Project
Summary
On Wednesday, February 21, 2024, nine (9) bids were opened for the 2024 Street Tree Pruning
Contract. The contract was sub-divided into four areas with approximately 1,300 street trees per
zone. This project is intended to aid in the maintenance of the City’s street tree population by
removing potentially hazardous (dead, diseased, broken) branches, providing appropriate roadway
and sidewalk clearance, improving the structural integrity of the trees, and increasing the aesthetic
value of the trees. This maintenance helps the City maintain its large size tree population. A goal
of the program is to increase the City-wide pruning cycle from its current cycle of every five years
to a pruning cycle of every three years.
This year’s contract was divided into four pruning “zones” in an attempt to increase potential
vendors and provide more of a balanced workload for each area. Contractual language was
bolstered to require a Certified Arborist on site during all pruning operations, requiring notification
and prior approval before removal of any large (10”) scaffold branches and added language to
emphasize the importance of overall final aesthetic appearance.
Joseph Tree Service submitted the lowest and best bid on Zones 1, 2, 3 & 4 in the amount of
$328,320.00. The bid results for each zone are provided below.

In order to sustain the high level of maintenance expected in Dublin and to achieve program
pruning goals, an increased budget for this service was approved in the 2024 operating budget.
The 2024 budget for street tree pruning services is $540,000 compared to $75,000 in 2022. We

cannot be sure that this year’s recommended bid is indicative of a change in overall market trend.
However, given the favorable bids received this year, the remaining budgeted funds will be
reallocated to support additional in-house pruning operations originally scheduled for 2025.
Staff met with Joseph Tree Service to ensure their bids were complete and align with contract
expectations. Joseph Tree Service confirmed their commitment to this project. Joseph Tree Service
has worked recently with other local municipalities and is seeking to secure relationships with
municipal and commercial clients through this type of work.
A public facing webpage was created to allow residents to see what trees are included as part of
this project along with additional information on the Street Tree Pruning Program and other tree
related resources provided by our Forestry staff.

An overview heat map showing the general areas where street pruning will occur is attached as
Exhibit A, and detailed information regarding the number and species of trees which will be pruned
is attached as Exhibit B. A copy of the bid, map and locations are provided electronically, and a
print version can be provided to Council upon request.
Recommendation
Staff has thoroughly reviewed the bids submitted by Joseph Tree Service. Staff recommends
adoption of Resolution 21-24, accepting the lowest and best bid by Joseph Tree Service in the
amount of $328,320.00. Joseph Tree Service has performed previous projects for the City, and the
City’s experience with Joseph Tree Service work is favorable. References have been verified by
staff and were satisfactory.
