Resolution No. 19-24 Passed ;
ACCEPTING THE LOWEST AND BEST BID FOR THE PEDESTRIAN BRIDGE MAINTENANCE 2023 PROJECT
(23-003-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Pedestrian Bridge Maintenance 2023 Project ( 23-003-CIP); and
WHEREAS, Council has determined that the bid submitted by Jagger Construction LLC on March 13, 2024 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, ‘| of the elected members concurring, that:
Section 1. The bid submitted by Jagger Construction LLC in the total amount of $129,906.61 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts with Jagger Construction LLC for the performance and completion of the Pedestrian Bridge Maintenance 2023 Project (23-003-CIP) pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter.

Bridge Maintenance 2023 Project (23-003-CIP)
Summary
On March 13, 2024, three (3) bids were received and publicly opened for the Pedestrian Bridge
Maintenance 2023 Project (Project), 23-003-CIP), which includes the rehabilitation and
maintenance of three pedestrian bridges in Dublin, in the following parks: Thaddeus Kosciuszko
Park, Llewellyn Farms Park, and Riviera Park. The corresponding improvements in order of the
parks listed are as follows: removal of bridge structure and replacement with precast concrete
pipe, removal and replacement of wooden pedestrian bridge including small retaining wall, and
removal and replacement of wooden deck and railings. Please see the Location Map included
below for the general work locations.
The budgeted funds for Pedestrian Bridge Maintenance in the 2024-2028 Capital Improvements
Program (CIP) are $356,000 from account BC24M02, Annual Pedestrian Bridge Maintenance. Four
pedestrian bridges were identified for maintenance in 2024. This Project is composed of three of
those bridges with an engineer’s estimate of $145,000. The fourth bridge, in Trinity Park, was
separated due to special requirements and a contractor was selected through a request for quotes
resulting in a separate contract for that work totaling $30,510.00.
Jagger Construction LLC submitted the lowest and best bid of $129,906.61. Staff has reviewed all
bids and a summary of the bids received is listed below.

The work for this Project is expected to commence in May and be complete by September.

Recommendation
Staff has thoroughly reviewed the bid submitted by Jagger Construction LLC. This contractor has
not previously performed work for the City of Dublin, and staff made inquiries to the references
provided by the contractor. Feedback on Jagger Construction LLC’s quality of work was positive
and each responding reference recommended working with this contractor. Staff is confident
Jagger Construction LLC will do well performing the work for this Project.
Staff recommends Council approve Resolution 19-24 accepting as lowest and best the bid of
Jagger Construction LLC in the amount of $129,906.61 and authorizing the City Manager to enter
into a contract with Jagger Constriction LLC for this Project.
