Resolution 14-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No. 14-24 Passed , ACCEPTING THE LOWEST AND BEST BID FOR THE BRIGHT ROAD CORRIDOR IMPROVEMENTS AND THE EMERALD PARKWAY AND MOUNT CARMEL ROUNDABOUT PROJECTS (22-031-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Bright Road Corridor Improvements and the Emerald Parkway and Mount Carmel Roundabout Projects, 22-031- CIP; and WHEREAS, Council has determined that the bid submitted by Strawser Paving Company on March 12, 2024 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, —1__ of the elected members concurring, that: Section 1. The bid submitted by Strawser Paving Company in the total amount of $7,679,566.95 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Strawser Paving Company for the performance and completion of the Bright Road Corridor Improvements and the Emerald Parkway and Mount Carmel Roundabout Projects, 22-031-CIP pursuant to the Advertisement, Proposal and Contract Documents for said Projects on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for these Projects. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 25" day of March, 2024. Hammersmith, P.E., Director of Engineering/City Engineer Tina Wawszkiewicz, P.E., Deputy Director of Transportation & Mobility Re: Resolution 14-24 – Accepting the Lowest and Best Bid for the Bright Road Corridor Improvements and the Emerald Parkway and Mount Carmel Roundabout Projects (22-031-CIP) Summary On March 12, 2024, five (5) bids were received and publicly opened for the Bright Road Corridor Improvements Project and the Emerald Parkway and Mount Carmel Roundabout Project (Projects). This project bid includes two separate portions of transportation improvements, both in related plan sets and each being referenced in the infrastructure agreement for the Mount Carmel Health System (MCHS) project. The Bright Road Corridor Improvements were initially identified in the 2019 Sawmill Road Corridor Study and evaluated with the new MCHS site. The improvements widen Bright Road from two lanes to five lanes, provide a dedicated right turn lane from Bright Road to Sawmill Road and establish a second northbound left turn lane from Sawmill Road to Bright Road. The project also includes modifying the existing City of Columbus traffic signals along Sawmill Road at both the Bright Road and Billingsley Road intersections. Left turn lanes are also included for commercial driveways along Bright Road, including a westbound left turn lane to accommodate access to the Mount Carmel site. Regarding the Bright Road Corridor Improvements, the infrastructure agreement notes that Dublin will make a good faith effort to have the construction of the Bright Road westbound left turn lane into the MCHS site complete prior to the MCHS hospital’s opening to the public, presently expected to be spring 2025. The improvements at the Bright Road and Sawmill Road intersection do not have a specific time commitment for completion in the infrastructure agreement. The Emerald Parkway and Mount Carmel Roundabout Project will provide access for the main entrance to the MCHS hospital on Emerald Parkway south of Bright Road. This portion of the project is required to be completed prior to the MCHS public opening in accordance with the infrastructure agreement. After the completion of the roundabout, MCHS will reimburse the City $300,000. The Projects include; bicycle and pedestrian facilities, asphalt pavement, concrete curb and gutter, resurfacing, storm sewer, street lighting, traffic signal work, traffic control, retaining walls with aesthetics, and landscaping. A Project Location Map is included at the end of this memo, showing the general project work locations. These options were as follows: 1. A Base Bid shall be a combined total price for both the Bright Road Corridor Improvements (22-031.1-CIP) and the Emerald Parkway and Mount Carmel Roundabout (22-031.2-CIP). 2. Alternate 1 shall be a total price for only the Bright Road Corridor Improvements (22-031.1- CIP). 3. Alternate 2 shall be a total price for only the Emerald Parkway and Mount Carmel Roundabout plan set (22-031.2-CIP). The Projects are included in the 2024-2028 Capital Improvements Program (CIP) in two parts. The funds budgeted for construction in 2024 are $5,500,000 for the Bright Road Corridor Improvements and $2,000,000 for Emerald Parkway and Mount Carmel Roundabout from Finance (MUNIS) Project Numbers ST23C02 and ST23C04, respectively. The engineer’s estimate for the Projects is $7,049,400.00. Strawser Paving Company submitted the lowest and best bid of $7,679,566.95, which includes both projects (Base Bid). In the Strawser Paving Company bid, the total Base Bid was the same as the combination of Alternate 1 and Alternate 2. Staff has reviewed all bids and found the base bid provides the best approach for completing the projects efficiently, and is therefore the recommended award. Staff anticipates being able to cover the additional project cost using other unencumbered budgeted funds in the CIP or with 2024 income tax revenues dedicated to the CIP. A summary of the bids received is listed below. Five Seasons Landscape Management withdrew their bid based on clerical errors. Reviewing the Ohio Department of Transportation’s construction cost index, these items have experienced rising prices across the state over the past eighteen months. As a result, staff believes the engineer’s estimate did not accurately reflect the true market cost for these items. The Projects are expected to commence in spring 2024 and the overall completion date is September 15, 2025. The interim completion date for the Emerald Parkway roundabout is September 13, 2024 to meet the terms and conditions included in the MCHS infrastructure agreement. Recommendation Staff has thoroughly reviewed the bid submitted by Strawser Paving Company. Previous experience with Strawser Paving Company has been favorable, including these recent projects: Street Maintenance Program 2023 – Phase 1, Riverside Drive East Shared Use Path - Section 1 from Emerald Parkway to Hanna Hills Drive (2023), and many Street Maintenance Programs from previous years. Strawser Paving Company was also recently awarded the River Forest Storm and Roadway Improvements Project. Staff is confident that Strawser Paving Company will perform well on these Projects. Staff recommends Council approve Resolution 14-24 accepting as lowest and best the bid of Strawser Paving Company in the amount of $7,679,566.95 and authorizing the City Manager to enter into a contract with Strawser Paving Company for these Projects.
