ACCEPTING THE LOWEST AND BEST BID FOR SHUTTLE
SERVICES FOR THE DUBLIN IRISH FESTIVAL
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and
Chapter 37 of the Dublin Code, for Shuttle Services for the Dublin Irish
Festival and
WHEREAS, Council has determined that the bid submitted by Creative Coach
Company constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio, | of its elected
members concurring, that:
Section 1. The bid submitted by Creative Coach Company in the total
amount of $78,500 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a three-year
contract with Creative Coach Company for performance and completion of the
shuttle services for the Dublin Irish Festival pursuant to the Advertisement,
Proposal and Contract Documents for said work on file in the office of
Community Events.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for these Programs.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Charter.

for the Dublin Irish Festival
Summary
On March 4, one bid was received and publicly opened for Shuttle Services for the Dublin Irish
Festival. This is the first year staff has formally bid this project, as previous years’ costs fell below
the minimum bidding threshold of $75,000.
This project encompasses shuttles for both patrons and volunteers of the festival. The company
will also have staff onsite at pickup locations to control the lines of people waiting to board the
shuttles. They will provide two accessible shuttles that will be utilized throughout the festival as
needed.
The bid was advertised and staff received multiple enquiries but only one bid was received from
Creative Coach Company for $78,500, which is approximately 7% below the $84,000 budgeted
amount.
Recommendation
Staff has thoroughly reviewed the bid submitted by the Creative Coach Company and determined it
to be a complete and acceptable cost to perform the specified work for this project. Previous
experience with the Creative Coach Company has been favorable at past Irish Festivals.
Staff recommends Council approval of Resolution 12-24 accepting the lowest and best bid from the
Creative Coach Company in an amount of $78,500, and authorizing the City Manager to enter into
a three-year contract with Creative Coach Company for this Project.
