Form 6301 Resolution No.__08-24 Passed. : DECLARING CERTAIN CITY-OWNED PROPERTY AS SURPLUS AND AUTHORIZING THE CITY MANAGER TO DISPOSE OF SAID PROPERTY IN ACCORDANCE WITH SECTION 37.07 OF THE DUBLIN CODIFIED ORDINANCES WHEREAS, the City of Dublin possesses certain vehicle and equipment assets used in the performance of its daily operations; and WHEREAS, these vehicle and equipment assets have reached the end of their useful life for City purposes; and WHEREAS, it has been determined that the City should maximize the return on investment by selling these assets; and WHEREAS, the City has chosen GovDeals as the vendor to implement an internet auction; and WHEREAS, the City may elect to use the trade-in for credit option for certain assets as stipulated in Article 37.07 of the Dublin Codified Ordinances provided that trade-in value is established separately from the purchase price of the replacement property, and can be verified to represent fair market value for the traded property. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, 7 __ of its elected members concurring, that: Section i. The City Manager is hereby authorized to dispose of personal property, vehicle and equipment assets that have been declared as surplus through the use of internet auction or for trade in for credit at the time of purchase of the replacement property. Section 2. This auction will be conducted using a third-party contractor, namely: GovDeals, www.GovDeals.com The contract outlining the specifics of the terms and conditions under which this contractor will carry out this service to the City can be made available upon request to the Department of Finance. Section 3. If the trade in for credit at the time of purchase of replacement property is utilized, the City will establish the trade in value separately from the purchase price of the replacement property and verify that this value represents the fair market value for the traded property as required by Dublin Codified Ordinances Section 37.07(A)(5). Section 4. The Council of the City of Dublin here by declares the property listed in the attached Exhibit as surplus and authorizes the City Manager to dispose of said property in a manner consistent with Section 37.07 of the Dublin Codified Ordinances. Section 5. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. As Council is aware, a replacement schedule for assets is identified as part of the Capital Improvements Program (CIP). Before an asset is taken out of service, an evaluation is completed as to current condition and maintenance history. If, after the evaluation, the asset is determined to have had minimal maintenance costs and staff believes the asset provides continued value to the City, the asset will be maintained as part of the City’s fleet and the replacement schedule will be modified. Resolution 08-24 declares certain City-owned property as surplus and authorizes the City Manager to dispose of said property. The assets that Fleet has identified for replacement are detailed in Exhibit A. These assets meet the replacement criteria based on age and/or high maintenance costs. Declaring an asset as surplus does not necessitate its immediate disposal. Certain assets have been declared as surplus for which the City has not yet received a replacement. Assets will not be disposed of until an adequate replacement is received. This Resolution will enable Staff to dispose of the asset once the replacement is received and it is no longer needed. This information will be posted on the City of Dublin website, along with a link to take customers directly to the auction website at www.GovDeals.com. In certain instances where an asset may have a high trade-in value, the Fleet Manager may obtain a written trade-in quote that will then form the basis of the minimum asking price for the auction. If the auction fails to yield bids that meet the minimum asking price, the asset will be traded for credit toward the replacement asset as stipulated in Section 37.07 of the Dublin Codified Ordinances. Under the terms of the City’s agreement with GovDeals, the City will pay a commission to GovDeals of 7.5% of sale proceeds; however, the City will incur no cost unless the items are sold. The GovDeals site is well-known and highly regarded among public entities and will provide a broad pool of prospective buyers for City surplus items. Recommendation Staff recommends adoption of Resolution No. 08-24 authorizing the City Manager to dispose of surplus property in a manner consistent with Section 37.07 of the Dublin Codified Ordinances.
