Resolution 07-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No._Q7-24 Passed ’ ACCEPTING THE LOWEST AND BEST BID FOR THE TENT AND EQUIPMENT FOR THE DUBLIN IRISH FESTIVAL 2024 WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for Tent and Equipment for the Dublin Irish Festival and WHEREAS, Council has determined that the bid submitted by O’Neil Tents constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, __‘T of its elected members concurring, that: Section 1. The bid submitted by O’Neil Tents in the total amount of $237,296.69 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a three year contract with O'Neil Tents for performance and completion of the Tent and Equipment installation pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of Community Events. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for these Programs. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this 26 day of February, 2024. Lt. O’Callaghan, City Manager Date: February 20, 2024 Initiated By: Alison LeRoy, Community Events Director Re: Resolution 07-24 Accepting the Lowest and Best Bid for Tent and Equipment for the Dublin Irish Festival 2024 Summary On February 9, two bids were received and publically opened for Tent and Equipment for the Dublin Irish Festival (DIF) 2024. Staff reached out to multiple tent companies to invite them to bid for this project, but only two submitted a formal bid. *Included larger tents only, no tables, chairs or other equipment. O’Neil’s bid for the same items bid by Pro Em is $130,087.92. O’Neil Tents offered to hold prices for three years if a 3-year contract is signed in 2024. Execution of years 2025 and 2026 are contingent upon the appropriation of funds being approved by City Council for each of the subsequent years. O’Neil Tents has provided tents, tables, chairs, fans, picket fencing, portable bars, platforms and stools for the DIF for more than 25 years. O’Neil Tents has consistently discounted their services, provided excellent support and inventories that sufficiently accommodate the needs of the event. Staff has researched multiple local and national tent companies and found other companies either do not have the inventory needed, or would not be able to compete with the price that O’Neil Tents has quoted. Recommendation Staff has thoroughly reviewed the bid submitted by O’Neil Tents and determined it to be a complete and acceptable cost to perform the specified work for this project. Previous experience with O’Neil Tents has been favorable. Staff recommends Council approval of Resolution 07-24 accepting the lowest and best bid of O’Neil Tents in the amount of $237,296.69 and authorizing the City Manager to enter into a 3-year contract for this Project.
