HomeMy WebLinkAboutResolution 06-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.___06-24 Passed. ‘ ACCEPTING THE HIGHEST AND BEST BID FORA FARMLAND LEASE AND AUTHORIZING THE CITY MANAGER TO ENTER INTO CONTRACT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the Farmland Lease program; and WHEREAS, City Council has determined that the base bid in the amount of $351.00 per acre for corn/soybean crops submitted by Kelly Walton to be the highest and best bid; and NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _"] of the elected members concurring, that: Section 1. The bid in the amount of $351 per acre for corn/soybean crops submitted by Kelly Walton is hereby accepted. Section 2. The City Manager is hereby authorized to enter into a contract for said project as specified within the bid proposal and the City’s bid documents on file in the Department of Parks and Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Program. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. O’Callaghan, P.E., City Manager Date: February 20, 2024 Initiated By: Matt Earman, Parks and Recreation Director Re: Resolution 06-24 – Accepting the Highest and Best Bid for a Farmland Lease and Authorizing the City Manager to Enter into Contract Background The City has historically leased multiple City-owned properties to farmers for agricultural purposes to generate revenue and qualify for state property tax relief. For property tax purposes, farmland devoted exclusively to commercial agriculture may be valued according to its current use rather than at its "highest and best" potential use. This provision of Ohio law is known as the Current Agricultural Use Value (CAUV) program. By permitting values to be set well below true market values, the CAUV normally results in a substantially lower tax bill. The premises totaling 50.69 acres of real estate identified as Madison County Parcel Number 02-00172 and Franklin County Parcel Number 271-000006 were previously leased by Bruce Hostetler in 2022 and 2023 in the amount of $212.50 per acre for corn and soybean crops. The premises totaling 88 acres of real estate identified as Franklin County Parcel Numbers 272- 000085, 272-000086 and 272-000195 were previously leased by Andrew F. Thomas in 2022 and 2023 in the amount of $125.00 per acre for corn/soybean crops. Attached is an overview map of the locations of the six parcels that are included in the farmland lease program. These properties include previously leased farmland and newly acquired parcels. To consolidate the number of contracts and ensure the City receives a fair market value for the leases staff combined the six individual parcels that have been leased through multiple farming lease agreements into one bid. On Thursday, February 1, 2024, three bids were opened for the farmland lease contract. The one-year contract will be reviewed annually, with the option to renew for three subsequent years. Kelly Walton submitted the highest and best bid of $351.00 per acre.
