Resolution 05-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.05-24 Passed. , ACCEPTING THE LOWEST AND BEST BID FOR THE FRANKLIN STREET IMPROVEMENTS PROJECT (21-025-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Franklin Street Improvements Project, 21-025-CIP; and WHEREAS, Council has determined that the bid submitted by Decker Construction Company on February 7, 2024 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, "7 of the elected members concurring, that: Section 1. The bid submitted by Decker Construction Company in the total amount of $1,064,626.20 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Decker Construction Company for the performance and completion of the Franklin Street Improvements Project, 21-025-CIP pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Senior Civil Engineer Re: Resolution 05-24 – Accepting the Lowest and Best Bid for the Franklin Street Improvements Project (21-025-CIP) Summary On February 7, 2024, four (4) bids were received and publicly opened for the Franklin Street Improvements Project (Project). The scope of work for this project includes the reconstruction of Franklin Street with new curb and gutter, a consistent street width, storm sewer replacements, and concrete sidewalks on both sides of Franklin Street from Waterford Drive to Sells Alley. Please find the Project Location Map included below for the general work location. This project was initially advertised for bids in May 2023, receiving only one bid of $1,816,210.15 on June 6, 2023, which the City rejected. The project was then advertised for bids a second time in January 2024. The second project bid resulted in a reduction in the low bid of $751,583.95 compared to the one bid received in 2023. This Project was originally approved as part of the 2023-2027 Capital Improvements Program (CIP) and the funds budgeted in 2023 were $960,000 from account ST23C05 for the Franklin Street Improvements – Waterford Drive to Sells Alley. As a result of the Project not being awarded in 2023, the budgeted funds were not encumbered prior to the end of 2023. Should Council accept this most recently received bid as the lowest and best bid, an appropriation to fund this contract will be included in the first quarter supplemental. The engineer’s estimate for the Project is $1,300,000. Decker Construction Company submitted the lowest and best bid of $1,064,626.20. Staff has reviewed all bids and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information to residents and motorists throughout the duration of the work for this Project. Franklin Street will remain open to the traveling public for the duration of the Project. Recommendation Staff has thoroughly reviewed the bid submitted by Decker Construction Company. Previous experience with Decker Construction Company has been favorable, including these recent projects: Pavement Preventative Maintenance 2021, Street Maintenance Program 2019 – Phase 2, and Shared-Use Path Maintenance Program 2019. Staff is confident that Decker Construction Company will perform well on this Project. Staff recommends Council approve Resolution 05-24 accepting as lowest and best the bid of Decker Construction Company in the amount of $1,064,626.20 and authorizing the City Manager to enter into a contract with Decker Construction Company for this Project.
