HomeMy WebLinkAboutResolution 04-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No.__04-24 Passed. ; ACCEPTING THE LOWEST AND BEST BID FOR THE SHARED-USE PATH AND PARKING LOT MAINTENANCE PROGRAM 2024 (24-009-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Shared-Use Path and Parking Lot Maintenance Program 2024, 24-009-CIP; and WHEREAS, Council has determined that the bid submitted by Chemcote, Inc. on February 7, 2024 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin, and Union Counties, State of Ohio,__ "I ___ of the elected members concurring, that: Section 1. The bid submitted by Chemcote, Inc. in the total amount of $571,049.39 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Chemcote, Inc. for performance and completion of the Shared-Use Path and Parking Lot Maintenance Program 2024, 24-009-CIP pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for these Programs. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 26 day of February, 2024. Gable, P.E., Director – Capital Projects Jared Groves, P.E., Civil Engineer II Re: Resolution 04-24 – Accepting the Lowest and Best Bid for the Shared-Use Path and Parking Lot Maintenance Program 2024 (24-009-CIP) Summary On February 7, 2024, three (3) bids were received and publicly opened for the Shared Use Path and Parking Lot Maintenance Program 2024 (Program), 24-009-CIP, which provides annual maintenance in various locations on the shared-use path network and City parking lots. Please see the attached exhibit for general work locations. For Council’s reference, a copy of the construction drawings for this Program can be provided upon request. The budgeted funds for the Program 2024 in the 2024-2028 Capital Improvements Program (CIP) are $598,000 from accounts MB24M01, Annual Shared Use Path Maintenance ($485,000) and ST24M02, Annual Parking Lot Maintenance ($113,000). The Engineer’s estimate for this Program is $598,000. Chemcote, Inc. submitted the lowest and best bid of $571,049.39 – $474.918.99 for shared-use path maintenance and $96,130.40 for parking lot maintenance. Staff has reviewed all bids and a summary of the bids received is listed below. The typical and customary communication methods will be used to convey construction information with the residents and impacted property owners throughout the duration of this work. The City will have a designated Engineering Project Inspector assigned to the work for this Program who will provide coordination, be available to answer any questions, and manage access needs throughout the performance of the work. Previous experience with Chemcote, Inc. has been favorable, including these recent projects: Shared Use Path and Parking Lot Maintenance Project 2021 and 2020; Parking Lot Maintenance 2019 and 2018. Staff is confident that Chemcote, Inc. will perform well on this Program. Staff recommends Council approval of Resolution 04-24 accepting as lowest and best the bid of Chemcote, Inc. in the amount of $571,049.39 and authorizing the City Manager to enter into a contract with Chemcote, Inc. for this Program.
