HomeMy WebLinkAboutResolution 02-24RECORD OF RESOLUTIONS BARRETT BROTHERS - DAYTON, OHIO Form 6301 Resolution No._02-24 Passed. , ACCEPTING THE LOWEST AND BEST BID FOR THE 4130 TULLER ROAD DEMOLITION PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of the Dublin Code, for the 4130 Tuller Road Demolition Project; and WHEREAS, Council has determined that the bid submitted by Complete Clearing, Inc. on January 24, 2024 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, __[ p__ of its elected members concurring, that: Section 1. The bid submitted by Complete Clearing, Inc. in the total amount of $387,692.00 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Complete Clearing, Inc. for performance and completion of the 4130 Tuller Road Demolition Project, pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the office of the City Manager. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this 5% day of February, 2024. The scope of work for this Project was developed as part of the Tuller Road to Emerald Parkway over I-270 Crossing Project within the 2024-2028 Capital Improvements Program (CIP). The future bridge connection will relieve traffic on Sawmill Road and the Sawmill Road/I-270 interchange, and also become a gateway to Mount Carmel’s Northwest Healthcare Campus on Emerald Parkway. Dublin has completed the planning phase with detailed design of the crossing expected to begin in spring 2024 and construction to follow pending a complete funding plan. The City closed on the Vivo Living property, 4130 Tuller Road, in December 2023 for $10,950,000. Ordinance 36-23 contained appropriations of $900,000 to execute the acquisition and demolition. Since closing, the City hosted an online furnishings auction, in accordance with Section 37.07 of the Dublin Code, to reduce the cost of demolition and enhance sustainability by diverting items such as refrigerators, furniture, televisions, wall décor, and more from the landfill. The City was able to recoup $19,583.84 in gross profits and donate 188 pounds of goods to the Dublin Food Pantry. Additionally, the property offered a unique training opportunity for Washington Township Fire/EMS and Dublin Police. Fire/EMS and Police use such abandoned properties to conduct various realistic training exercises for firefighters, EMS personnel and police officers. Using such properties is a rare opportunity and adds to our ability to effectively train and develop various skills, as well as, practice with equipment. The Engineer’s estimate for the demolition was $385,000. Staff has reviewed the bid and a summary of the bids received is listed below. In some cases, a bid will be determined to not meet the criteria for one of these categories and is therefore not accepted. Raze International, Inc. did not provide a responsive bid and therefore its bid was not accepted. Evans Landscaping Inc. provided the lowest responsive bid; however, upon checking their references, the feedback was not favorable and they were determined to not have the best bid. Considering the next lowest responsive bid was 0.7% higher than the Engineer’s estimate, staff determined the bid from Complete Clearing, Inc. reflects the true cost to perform this work and is lowest and best. The Project is expected to commence as soon as possible to address the safety risks associated with vacant structures. The completion date is April 30, 2024. The typical and customary communication methods will be used to convey construction information to residents and local businesses throughout the duration of the work for this Project. Recommendation Staff has thoroughly reviewed the Complete Clearing, Inc. bid and found it to be a complete and acceptable cost to perform the specified work for these services. Previous experience with Complete Clearing, Inc. has been favorable, including these recent projects: 62 W Bridge Street Demolition (2022); 5498 Avery Road Demolition (2020); 5555 Avery Road Demolition (2020); 4338 Bright Road Demolition (2018). Staff recommends Council approval of Resolution 02-24 accepting the lowest and best bid received from Complete Clearing Inc. in the amount of $387,692.00 and authorizing the City Manager to enter into a contract with Complete Clearing Inc. for this Project.
