Mr. Kranstuber called the meeting to order at 5:40 p.m.
Play Streets
Mr. Kranstuber read Section 311.03 of the Dublin Codified Ordinances which relate to toy
vehicles on streets. He provided brief background on this petition presented by citizen Rock
Davis to set aside cul-de-sacs within the City as play streets.
Lt. Geis explained current enforcement of the Code regarding violations - children rollerblading
or playing in the street. Police generally respond based on a complaint or when an officer
happens to observe this violation. Verbal warnings are generally given, but the officer has
discretion regarding enforcement.
Rock Davis distributed additional information to the Committee regarding his proposal.
Mrs. Boring noted that, in her opinion, the City tends to overregulate some of these areas. She
suggests that all references to "play streets" in the existing ordinance be removed to eliminate
the false notion that the City allows play streets. Most other cities, as Rock Davis has pointed
out, have no regulations addressing play streets.
Following brief discussion, Mr. Kranstuber requested that the staff draft an ordinance to
eliminate the references to play streets in the Code. The clerk will draft the ordinance for
review by Mr. Kindra, Mr. Hansley and the Law Department.
Discussion re Hayden Run Retaining Wall & Fencing
Mr. Kindra presented renderings of the different fencing combinations (board on board, wrought
iron and chain link) to the Committee.
Mrs. Boring suggested that Mr. Kindra negotiate with Columbus on sharing the costs of the
stone retaining wall for the Dublin residents who are affected by the project. The Committee
members agreed.
Mr. Kranstuber asked that staff poll the residents for their opinion regarding the board on board
fence. If the residents are agreeable, the engineering department should pursue this option.

Street Maintenance List
Mr. Kindra explained that there are two alternate lists for the maintenance program, one
including Brandonway and one not including Brandonway. In his opinion, Brandonway is in
poor condition and if it is eliminated from the list, it will need major repairs within the next few
years.
Mr. Strip asked that Mr. Kindra bring to the Committee's attention any other streets which are
determined to be critically in need of repair; the Committee could then recommend the allocation
of additional funds to Council.
In regard to Brandonway Drive, Mrs. Boring commented that the residents in the area do not
believe the road is in need of major repairs.
Mr. Strip stated that he would like to personally drive this road before offering an opinion.
Mr. Kranstuber stated that the Committee will study the information provided regarding
alternatives.

The Committee then toured the site, accompanied by Parks Department staff.
Washington Township Automatic Response
Mike Keenan, Township Trustee, explained to the Committee the simulcasting 800 MHZ system
recently adopted by Columbus and how it would affect communications with the Washington
Township Fire Department in an emergency situation. Columbus adopted this system on April
1. Washington Township plans to cancel their automatic response with Columbus due to the
technical issues involved with communication between their system and Columbus' new system.
Mr. Hansley explained that the safety of Washington Township fire fighters and EMS personnel
who respond to Columbus emergencies could be jeopardized due to the communication
problems.
In response to Mr. Strip's question, Chief Bostic stated that the new radios cost $2,300 each and
one would be needed for every piece of equipment. The hardware configurations are also very
expensive.
Mr. Hansley stated that regional groups such as MORPC are looking at the issue of automatic
response on a county -wide basis.
Mr. Kranstuber thanked Mr. Hansley for bringing this to the Committee's attention. The other
members of Council will be provided with a memo alerting them to this situation.
