HomeMy WebLinkAbout05-22-95 Public Sevices Committee MinutesPublic Services Committee of Dublin City Council Minutes of Meeting of May 22, 1995 5:30 p.m. - City Hall Attending: Chuck Kranstuber, Chairperson Cathy Boring Tim Hansley Kathy Burkholder Balbir Kindra Chuck Petty Mr. & Mrs. Lovell Mrs. Sharrock Sewer Construction Issues - Mr. Lovell Mr. Hansley distributed a memo summarizing the 10 issues Mr. Lovell has related to the sewer construction underway by the City of Columbus affecting Mr. Lovell's and Mrs. Sharrock's properties. (Copy attached) A memo from Ms. Newcomb outlining the three alternatives regarding landscaping to mitigate the effects of the West Branch sewer project and Frantz Road widening project was also distributed. (Copy attached) Mr. Hansley stated that both projects are within the existing public Tight -of -way. In 1988, he worked with Mr. Lovell on a boundary adjustment with the City of Columbus wherein this triangular piece of land was transferred to the City of Dublin. Mr. Lovell was aware at that time that the sewer project would impact this property. The design consultant firm hired by Columbus has been very cooperative with the City of Dublin regarding the project. Discussion followed regarding the Dublin Code and Columbus Code requirements for a sidewalk. Mr. Kindra does not recommend waiving the sidewalk in this location because it will result in a gap in the system. He does suggest moving the sidewalk closer to the roadway to allow more space for the mounding. Mr. Hansley noted that if Council wishes to waive the sidewalk requirement, he would then ask the Law Director for an opinion on whether Dublin has the right to refuse permission for Columbus to build the sidewalk. A discussion followed about the utility of the proposed service road and whether the equipment used could maneuver without the use of the service road. Mr. Hansley and Mr. Kindra commented that the City of Columbus is firm in their belief that the service road is necessary. Mr. Kranstuber asked Mr. Hansley to provide a copy of the blueprint Mr. Lovell brought to the Committee to Columbus and to then set up a meeting with Columbus representatives to discuss the service road issue. Public Services Committee May 22, 1995 Page Two Mrs. Sharrock noted that she will have difficulty selling her house without the additional screening to be provided by the mounds which they are requesting be redesigned. Ms. Burkholder, Dublin's horticulturist, estimated the cost of restoring the mounds to a height of 3 feet at $3,000 for the soil with additional costs for evergreen trees. Dublin staff recommends installation of evergreen trees, while Columbus is recommending shrubs. Without the sidewalk, there will be enough space to accommodate large trees. Mr. Kranstuber and Mrs. Boring agreed that the sidewalks would not have a lot of utility because there would be few pedestrians in the area. Mr. Kranstuber stated that he would recommend spending the money needed to make this area look attractive since it is a Dublin gateway. He added that it is important to be sensitive to these residents' concerns. Mrs. Boring asked Mr. Kindra to negotiate with Columbus to see if they would contribute more to the project. She added that eliminating the sidewalk would give Dublin more money to spend on landscaping. Mr. Hansley agreed to set up a meeting with Columbus. Mr. Kranstuber committed that a Service Committee member would attend this meeting. Mr. Hansley agreed to discuss the sidewalk issue with the Law Director. Mrs. Sharrock noted that she would prefer option 3 as outlinedin Ms.'Newcomb's memo. She added that there are two existing Chinese elm trees which she would not object to being removed. Mr. Kranstuber noted that after the meeting is held with the City of Columbus, the Service Committee will meet again to reconsider the alternatives and the concerns. Mr. Lovell requested that the meeting with Columbus representatives be held at the property location. Mr. Kranstuber commented that the project is a Columbus project, but Council will do what they can to negotiate with Columbus on the concerns of the Dublin residents. Mr. Kranstuber noted that the Service Committee will make a recommendation to Council regarding a course of action sometime after the Columbus meeting is held. Hansley, City Manager SUBJECT: Background information concerning May 22, meeting with Mr. Roy Lovell DATE: May 17, 1995 I, and various staff members, have been meeting with Mr. Lovell over the last several months in an effort to remedy his many concerns regarding both the road improvements and the sewer construction in the area in front of his house and the house of his neighbor Mrs. Lucy Sharrock. Even though all of the proposed work for both projects is within the existing public right-of-way, both Mr. Lovell and Mrs. Sharrock are very protective of this landscaped mound area and hope to minimize any adverse impacts. The issues that Mr. Lovell is likely to raise at your meeting include: I Elimination of sidewalk in mound area: A sidewalk is required by both the Columbus code and the Dublin code in situations where the road is being widened and with increasing traffic volumes. Mr. Lovell is concerned about potential conflicts with turning movements and several other issues. As you know, only City Council can grant a waiver of this sidewalk requirement. 2. Redesign of... mound to shield homes from added traffic noise created by intersection improvements• Mr. Lovell is asking that the entire mound be redesigned to further screen their homes from increased traffic noise. I have asked our Lands- cape Architect, Mary Newcomb, and our Horticulturist, Kathy Burkholder, to prepare a cost estimate for these modified mound requested improvements. Kathy is available for your Monday evening meeting and will be able to discuss these estimates in general terms at that time. 3. Determine the legalparking sites• Mr. Lovell is concerned out the contractors parking in front of his house. There are legally existing parking sites along the public road in front of the properties. The City has offered to monitor the use of these sites to determine if, in the future, parking restrictions should be imposed. 4. Determine the need for a service road through the mound• Mr. Lovell strongly feels that this proposed road through the mound should be eliminated. The Administration has tried to get the design engineers to eliminate it and they have declined. 5. Determine the specific building dates for the. various improve- ments: Mr. Lovell wants the dates of construction of the var- ious improvements and has been told that the specific building dates will only be available once the bidding process is over and a contractor is chosen and timelines are established. The City's commitment to the property owners should be to provide them with these actual construction schedules just as soon as they are available and to continue to update them with any changes due to weather or other such unforeseen items. 6. Appoint a qualified inspector to assure that the area is maintained during construction: Mr. Lovell wants Dublin to appoint a special inspector to monitor these two projects. 7. Providing., curbing on the east side of Frantz Road from Hayden Run Road to 5000 Dublin Road: It is my understanding that Mr. Lovell is requesting that the City of Dublin work in coopera- tion with the City of Columbus to have such curbing provided. 8. Provide up-to-date blueprints and layout drawings pertinent to this protect: Mr. Lovell wants current prints of both projects. 9. Painting of fenced area• Mr. Lovell wants a simulated ever- green forest painted on the construction fence around the shaft construction. 10. Limiting work area to 12 months• Mr. Lovell wanted construc- tion time reduced from 36 months to 12 months and we were able to get a commitment from the design engineers agreeing to that restriction. TCH/mc MEMORANDUM TO: Tim Hansley FROM: Mary Newcomb` flA DATE: May 22, 1995 SUBJECT: Alternatives re Mounding/Landscaping at Frantz Road/Dublin Road Gateway I Redesign of Mound: I have superimposed the preliminary Frantz Road widening plans (received by Dublin Engineering on December 28, 1994) with the West Branch Sewer plans. It appears that the overall height of the mound can be increased by approximately 3.5 feet. There are several constraints to increasing the mound elevation beyond 3.5 feet: 1) The northern portion of the mound and plant material, including the stone wall, is to be left intact during construction. 2) The Frantz Road widening project which includes construction of a five foot wide sidewalk. 3) The maintenance of 3:1 slopes which is the maximum recommended for mowable slopes. If the Frantz Road widening plans change significantly it could negatively impact this proposed height of the mound. Additional mounding along the southern portion of the mound (across from Sharrock) is constrained by inadequate space. Preliminary estimate for additional soil and grading (above that shown of Sheet R-6) - $3,000 2) Mounding in Front of Sharrock Property: To help in reduction of glare from headlights caused by the curb cut for the escape road, I have looked at three solutions. I Plant evergreen trees (II trees at 8-10 foot height, spaced at 10 feet on center) to the west of the stone wall that runs along the Sharrock property line. Preliminary estimate - $3,500. 2) Construct three foot mound on the Sharrock property, to be located immediately to the cast of the stone wall. Preliminary estimate - $5,000. 3) Construct mound on Sharrock property and install evergreen trees on mound (10 trees at 8-10 foot height, spaced at 10 feet on center). Preliminary estimate - $8,200. Mounding between the stone wall and the edge of pavement along Old Dublin Road is severely constrained by insufficient space. Any mounding here would most likely be no taller than the stone wall. 3) Southern Portion of Mound -Cimmediately north of escape road): Rather than installing arborvitaes to delineate the access road, I recommend the planting of evergreen trees (I I eight to ten foot trees on 10 foot centers), which will not only help to delineate the road, but will provide screening for the Sharrock property. Preliminary estimate - $3,500.
