Unterreiner, Woolpert Consultants David Road residents (list attached) Mr. Kranstuber called the meeting to order at 6:30 p.m. Roger 1. Vogel. 6668 David Road testified that he prefers option 2 which extends the Shamrock connection and provides access for David Road residents to a signalized intersection which would allow left turns. He further suggested a fifth option which would be to do nothing and to include a U-turn area on the boulevarded 161 so that the residents could turn right and then make a U-turn to head east on 1.61. Mr. Foegler provided background information on the 161 widening project for which the City is seeking state and federal funds. At this time, the City is preparing the environmental documents for submission to ODOT. This document must include the preferred design options so that the environmental assessment can be completed. Council has indicated their support of a divided boulevard design for 161 with a landscaped median. For aesthetics and capacity reasons, the City recommends that the median have breaks only at signalized points. He explained the four options identified for providing access to 161 for the David Road residents: option I extends the existing terminus of David Road to Village Parkway; option 2 extends the existing terminus due west to Shamrock with signalization of Shamrock; option 3 and 4 consist of frontage roads between Shamrock and David Road and would require more property acquisition because of the impact on the residual properties. Mr. Kranstuber then invited the residents to comment. Ed Brill. 6675 David Road, stated that he has lived on David Road for 40 years. He views the area as declining in residential value and surrounded by commercial properties. Option 1 would open up their residential area for traffic to bypass the Dublin Village Parkway; options 3 and 4 would take too much property; option two tying into Shamrock Boulevard would preserve the option of selling all of the properties as a block at a future date if desired. The other option would be to do nothing and allow a right turn out of David Road with U-turns down at the Shamrock intersection. He further suggested letting a future developer pay for the costs of tying the road into Shamrock Boulevard. Public Service Committee August 16, 1995 Page 2 Bob Schnpll, 6629 David Road suggested that the southern end of David Road near 161 become a cul-de-sac if option 2 is selected. Discussion followed regarding the potential commercial development of the property. Ms. Clarke stated that this area differs from the Tuttle Crossing West area which was recently rezoned to commercial in that the David Road area has little frontage along 161 and lots of depth. There is no clear consensus in the neighborhood regarding future development preference. Donngbelle Scott, 4070 W. Dublin -Granville Road stated that she has lived there for 40 years. Four lanes of traffic will be noisy, and it is time to move on. She would support commercial rezoning of the area. The residents in attendance agreed that the two best options are option 2 and the option of doing nothing. Mrs. Boring noted that the residents have different opinions now than they expressed in the survey done a few weeks ago. Fred Vogel. 1098 E. State Street, -Salem, Ohio. property owner -along Shamrock Boulevard, indicated he has no objection to option 2. Shamrock Boulevard is to be extended in the future, and he is willing to dedicate the right-of-way needed for option 2. He believes that option 2 is the most viable for everyone. Sam Pierce, 7356,MacBeth Drive stated that the area will eventually become commercial. He believes selling the whole area as a block would be best. He favors doing nothing at this time versus choosing any of the four options presented. Mr. Kranstuber proposed that the City sponsor a rezoning of the area to commercial within the next one to three years. Mar= Ashwill. 080 David Road stated that they purchased their property in February with the expectation that the area will eventually become commercial property. Minnie Shaver. 6672 David Road commented that she would have concerns about the impact of a commercial rezoning on real estate taxes for their property until such time as the property could be sold. Mr. Kranstuber commented that he believes the best option at this time is to do nothing. He asked about the permissibility of U-turns on the boulevarded 161. Mr. Foegler responded that he does not believe the traffic consultant would recommend allowing U-turns. Public Service Committee August 16, 1995 Page 3 WE Discussion followed about the future land use for the area and how the option selected could impact the land use. Mr. Foegler noted that a significant commitment of either staff or consultant resources would be needed to put together a City sponsored rezoning for this area because of the many issues involved. Mrs. Schirtzinger, 6655 David Road stated that if the area is rezoned commercial, all of the properties should be rezoned at the same time. Otherwise, the frontage land on 161 will sell and the back Properties will be unmarketable. Mr. Strip commented that these are land use issues which cannot be solved tonight. Mrs. Boring moved to recommend to Council that the design for the 161 widening include a four -lane boulevard with a landscaped median and that U-tums be considered as an interim solution to the David Road residents for access to eastbound 161. Mr. Strip seconded the motion. Motion carried. Mr. Kranstuber moved to recommend that Council direct staff to put together a memo addressing conceptual alternatives for a commercial rezoning for the David Road area. He would like to receive this report in approximately 6 weeks. Mrs. Boring seconded the motion. Motion carried.
