CALL TO ORDER
Mayor Fox called the Monday, January 8, 2024 Organizational Council Meeting of Dublin
City Council to order at 7:00 p.m.
PLEDGE OF ALLEGIANCE
Mr. Reiner led the Pledge of Allegiance.
OATHS OF OFFICE
Re-elected At-Large Council Member, Christina Alutto, took the oath of office, administered
by Greg Peterson. Ms. Alutto was accompanied by her family members.
Re-elected At-Large Council Member, Chris Amorose Groomes took the oath of office,
administered by Bruce Burkeholder. Ms. Amorose Groomes was joined by her family
members.
Re-elected At-Large Council Member, Andy Keeler took the oath of office, administered by
Bill Root. Mr. Keeler was accompanied by his family members.
ROLL CALL
Present were Ms. Alutto, Ms. Amorose Groomes, Vice Mayor De Rosa, Mayor Fox, Mr.
Keeler, Ms. Kramb and Mr. Reiner.
Staff members present were Ms. O’Callaghan, Mr. Hartmann, Chief Paez, Ms. Weisenauer,
Mr. Stiffler, Ms. Rauch, Mr. Earman, Ms. Blake, Ms. Goliver, Mr. Ament and Ms. Richison.
ADJOURNMENT TO EXECUTIVE SESSION
Mayor Fox moved to adjourn to executive session to consider the appointment of a public
official.
Ms. Alutto seconded the motion.
Vote on the motion: Mr. Keeler, yes; Ms. Kramb, yes; Ms. Alutto, yes; Mr. Reiner, yes;
Vice Mayor De Rosa, yes; Mayor Fox, yes; Ms. Amorose Groomes, yes.
The meeting was reconvened at 7:26 p.m.
ELECTION OF MAYOR
Ms. Fox moved to nominate Chris Amorose Groomes to a two-year term as Mayor.
Ms. Alutto seconded the motion.
Vote on the motion: Mr. Reiner, yes; Ms. Fox, yes; Ms. De Rosa, yes; Mr. Keeler, yes; Ms.
Kramb, yes; Ms. Amorose Groomes, yes; Ms. Alutto, yes.
ELECTION OF VICE MAYOR
Ms. De Rosa moved to nominate Council Member Alutto to a two-year term as Vice Mayor.
Mayor Amorose Groomes seconded the motion.
Vote on the motion: Mayor Amorose Groomes, yes; Mr. Reiner, yes; Ms. Fox, yes; Ms. De
Rosa, yes; Mr. Keeler, yes; Ms. Alutto, yes; Ms. Kramb, yes

There was no request to remove an item from the Consent Agenda.
Mr. Reiner moved to approve the items on the Consent Agenda.
Vice Mayor Alutto seconded the motion.

yes; Ms. Fox, yes; Ms. De Rosa, yes; Mr. Keeler, yes; Mr. Reiner, yes.
STAFF COMMENTS
Ms. O'Callaghan shared the following:
e She wished everyone a Happy New Year and congratulated the re-elected Council
Members as well as Council on the organizational and leadership decisions. She
expressed that staff is thankful for Council’s continued support and vision, and she
looks forward to many more great things ahead in 2024.
e She thanked all the staff who worked over the holidays. Their dedication to service
did not go unnoticed. While the holidays for most are a time for rest and celebration,
our team worked collectively to ensure the delivery of essential services, respond to
emergencies, manage critical projects, and maintain smooth operations.
e As Council is aware, the City recently purchased the property at 4130 Tuller Road,
formerly the Cloverleaf Hotel and recently Vivo Living, to make way for the future I-
270 crossing from Tuller Road to Emerald Parkway. To reduce the cost of demolition
and enhance sustainability by diverting items from the landfill, we are working with
AuctionOhio to conduct an online furnishings auction January 10" through the 17".
There will be nearly 900 items for sale, including refrigerators, TVs, tables, flagpoles,
pavers, and more with bidding starting at $1. Potential bidders will have the
opportunity to visit the Tuller Road site on January 16" from 3-5 p.m. Residents can
visit our website for more details.
e The 2024 MLK Civic Service Series will kick off on the Dr. Martin Luther King, Jr.
Holiday — Monday, January 15. In 2023, nearly 200 volunteers came forward
throughout the year for specific projects that honor Dr. King’s legacy of service to
others. The January 15" project will be a repeat of last year’s popular opening. Our
partners at Syntero will lead a group discussion on the effects of social isolation, as
volunteers prepare kind cards and crafts for those living in Dublin senior care facilities.

Mayor Amorose Groomes moved to approve the proposed new Committee Chairs and
members as follows:
e Administrative Committee: Ms. De Rosa, Chair; Members are Ms. Kramb and Vice
Mayor Alutto;
e Community Development Committee: Mr. Reiner, Chair; Members are Mr. Keeler
and Ms. Fox;

COUNCIL ROUNDTABLE
Ms. Kramb wished everyone a Happy New Year.
Ms. Fox stated that she appreciated the opportunity to serve as Mayor the last two years
and is looking forward to the next two years. She wished everyone a Happy New Year.
Mr. Reiner wished everyone a Happy New Year and thanked everyone for participating in
the Wreaths Across America ceremony.
Mr. Keeler wished everyone a Happy New Year and stated that the future is bright for
Dublin and he is excited to get to work.
Ms. De Rosa congratulated everyone who was re-elected and beginning their new terms.
She thanked Ms. Fox for her service as Mayor and she congratulated Mayor Amorose
Groomes and Vice Mayor Alutto on their appointments. She thanked staff and the City
Manager for their support.
Vice Mayor Alutto wished everyone a Happy New Year. She congratulated the re-elected
Council Members. She expressed appreciation for Ms. Fox and Ms. De Rosa for their
leadership over the last two years. She looks forward to the work ahead.
Mayor Amorose Groomes thanked Ms. Fox for her time and commitment in serving as
Mayor the last two years. She stated that Ms. Fox poured her heart and soul into the
appointment. She also thanked Ms. Fox’s family for the support and sacrifice. She
thanked Ms. De Rosa for her four years of service as Vice Mayor and commented on the
amount of work that comes with that appointment. She thanked staff for their support and
work over the holidays. She wished everyone a Happy New Year.
