HomeMy WebLinkAboutResolution 85-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO. 30045 85-23 Resolution No. Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE DUBLIN ARTS COUNCIL — HISTORIC CABIN SITE IMPROVEMENTS WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Dublin Arts Council — Historic Cabin Site Improvements; and WHEREAS, Council has determined that the base bid in the amount of $341,892.35 submitted by Ironsite, Inc. to be the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, / of the elected members concurring, that: Section 1. The bid submitted by Ironsite, Inc. in the amount of $341,892.35 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Ironsite, Inc. for the performance and completion of the Dublin Arts Council — Historic Cabin Site Improvements Project pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the Department of Parks and Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. O’Callaghan, P.E., City Manager Date: November 21, 2023 Initiated By: Matt Earman, Director of Parks and Recreation Shawn Krawetzki, Landscape Architect Manager Re: Resolution 85-23 – Accepting the Lowest and Best Bid for the Dublin Arts Council – Historic Cabin Site Improvements Summary On November 8, 2023, two bids were received and publicly opened for the Dublin Arts Council – Historic Cabin Site Improvements. If awarded, this contract provides for grading on the site to incorporate an accessible path to the 18th century cabin currently under construction, install storm water devices required for the increased impervious infrastructure, modify the parking lot to meet ADA requirements, add additional parking spaces and backfill the area around the cabin site per the site design. The work for these services is expected to begin in spring of 2024 when the cabin construction is complete and temperatures are favorable for the application of asphalt. This project was originally budgeted in 2022, and the engineer’s estimate is $311,045.08. When the project was bid in 2022, only one bid was received in the amount of $792,459.00, which is approximately 255 percent over the engineer’s estimate. This bid was rejected, and funds from the capital improvement budget were carried over to 2023 for the project, which was rebid. Ironsite, Inc. submitted the lowest and best bid in the amount of $341,892, approximately 11 percent higher than the engineer’s estimate. Staff attributes the elevated bid amount to site challenges and current cost of construction materials due to inflation. There are existing funds remaining in the capital improvement budget sufficient to cover the difference in the bid amount compared to the engineer’s estimate. The two bids received are as follows: Bidder Base Bid as Read Bid as Read Over (+) or Under (-) Engineer’s Estimate Ironsite, Inc. $341,892.35 (+) 11% Janco LLC. $513,820.00 (+) 65% Recommendation Staff has thoroughly reviewed the Ironsite, Inc. bid and found it to be a complete and acceptable cost to perform the specified work for these services. Ironsite, Inc. has not performed any previous services for the City; however, upon checking references, favorable feedback was received from other sources for similar types of work. Staff recommends Council approval of Resolution 85-23 accepting the lowest and best bid received from Ironsite, Inc. in the amount of $341,892.35 and authorizing the City Manager to enter into a contract with Ironsite, Inc. for these services.
