ACCEPTING THE FEASIBILITY STUDY FOR PERFORMING ARTS FACILITIES CONSOLIDATED FINAL REPORT WHEREAS, the City of Dublin has adopted a strategic framework with the vision to be the most sustainable, connected and resilient Global City of Choice; and WHEREAS, a goal included in the City of Dublin’s strategic framework states the City will provide, “diverse living, entertainment and_ recreational experiences that are attractive to all”; and WHEREAS, the City has commissioned Webb Mgmt to complete a report to study the feasibility of performing arts facilities in Dublin; and WHEREAS, Webb Mgmt has completed a consolidated final report analyzing the feasibility of performing arts facilities in Dublin. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, _ *7 of the elected members concurring, that: Section 1. The Feasibility Study for Performing Arts Facilities Consolidated Final Report is hereby accepted, attached as Exhibit A. Section 2. Ranc, Jr., Deputy City Manager Re: Resolution 79-23 – Accepting the Feasibility Study for Performing Arts Facilities Consolidated Final Report Background On August 28, 2023, staff and Duncan Webb, President of Webb Mgmt (Webb) provided Council an update regarding the performing arts center feasibility study. Mr. Webb presented a draft final feasibility study report. The report includes a full programming narrative, a model business plan, an operating pro forma, an economic impact analysis and a critical path plan showing the next steps and potential timeline for the development of a performing arts center. Council provided feedback and asked for additional information related to the feasibility study and referred the issue back to the Community Development Committee (CDC). At the October 17, 2023 CDC meeting, Webb provided responses to the Council’s feedback and information request. Specifically, Webb addressed the following Council feedback: • Concerns regarding the ability of non-profit users to pay rent at a performing arts center. • A more detailed explanation of revenue categories and how the projections were calculated, specifically the rental income projection. • Address the preference expressed by Council members to find private sector champions (non-profit or for profit) to take the lead on advancing the project. • The appropriate time to begin design within the critical path plan. The agenda packet material from the October 17 CDC meeting includes the detailed information provided by Webb and is included as an attachment for Council’s reference. Summary Following a review of the information provided by Webb, the CDC provided a recommendation for Council to accept the performing arts center feasibility study inclusive of the additional information provided by Webb. The feasibility study has been updated with the additional information provided by Webb as follows: • An explanation of the ability of non-profit users to pay rent – Page 61 • Definitions of earned income categories – Page 64 • Case studies of communities that transitioned performing arts center projects to private sector leadership – Page 79 – Page 80 • Updated critical path plan – Page 81 Office of the City Manager 5555 Perimeter Drive • Dublin, OH 43017 Phone: 614.410.4400 Memo Memo re. Resolution 79-23 – Accepting the Feasibility Study for Performing Arts Facilities Consolidated Final Report November 7, 2023 Page 2 of 2 Additionally, the CDC recommended a discussion of the full Council regarding the appropriate steps moving forward to identify a private sector project champion(s) as well as potential locations for a performing arts center. Recommendation By a unanimous vote, the Community Development Committee recommends acceptance of the feasibility study for performing arts facilities consolidated final report. Additionally, the Community Development Committee unanimously recommends a discussion of the full Council regarding the appropriate steps moving forward to identify a private sector project champion(s) as well as potential locations for a performing arts center. Accordingly, the following discussion questions are provided: • Does Council wish to address the subjects of identifying a private sector champion(s) as well as potential locations for a performing arts center together or separately? • Does the Council wish to address the subject(s) as part of a regular Council agenda, a work session or at the committee level? • Does Council wish to address the subject(s) in the near future, or does Council prefer a different timeline to address the subject(s)?
