HomeMy WebLinkAboutResolution 70-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO. 30045 70-23 Resolution No. Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE WATERWAYS MAINTENANCE PROGRAM — YEAR 1 PROJECT (22-030-CIP) WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter 37 of the Dublin Code, for the Waterways Maintenance Program — Year 1 Project, 22-030-CIP; and WHEREAS, Council has determined that the bid submitted by V3 Construction Group, Ltd. on September 26, 2023 constitutes the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, Delaware, Franklin and Union Counties, State of Ohio, __(y of the elected members concurring, that: Section 1. The bid submitted by V3 Construction Group, Ltd. in the total amount of $789,670.24 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with V3 Construction Group, Ltd. for the performance and completion of the Waterways Maintenance Program — Year 1 Project, 22-030-CIP pursuant to the Advertisement, Proposal and Contract Documents for said work on file in the office of the City Engineer. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect upon passage in accordance with Section 4.04(a) of the Revised Dublin Charter. Passed this 23" day of October, 2023. Hendershot, P.E., Deputy Director of Engineering – Utilities Re: Resolution 70-23 – Accepting the Lowest and Best Bid for the Waterways Maintenance Program – Year 1 Project (22-030-CIP) Background The Waterways Maintenance Program (Program) – Year 1 Project (Project) to begin construction in 2023 includes the bank stabilization of eight stream sites along the North and South Fork of Indian Run in the City of Dublin. The Project consists of clearing and grading activities, stream bank reshaping and stabilization, riprap and erosion protection matting installation, installation of temporary sediment controls, permanent stabilization of disturbed areas and riparian buffer zone plantings to enhance channel stability. The Project was identified as part of the Program, which has been established to preserve and improve the stability and flood carrying capacity of the waterways and to protect riparian corridors and infrastructure. The eight stream sites included in the Project were prioritized based on the severity of erosion and other relevant factors. City Council approved the Program as part of the 2023-2027 Capital Improvements Program (CIP). Summary On September 26, 2023, two (2) bids were received and publicly opened for the Project. For City Council’s reference, a copy of the construction drawings for the Project can be provided upon request. The budgeted funds for the Project in the 2023-2027 CIP is $400,000 (SW23M03). The Engineer’s estimate for this Project is $778,270. Additional funding is available from the annual CIP appropriations to fund the Project. V3 Construction Group, Ltd. submitted the lowest and best bid of $789,670.24. Staff has reviewed all bids, and a summary of the bids received is listed below. The City will have a designated engineering project inspector assigned to the work for this Project who will provide coordination, be available to answer any questions and manage access needs throughout the performance of the work. The City has a website for the Waterways Maintenance Program, which details the goals for the Program as well as anticipated improvement areas for the next three years. In partnership with Franklin Soil and Water Conservation District (FSWCD), education material is delivered to property owners that are responsible for maintaining waterways on their property that outlines best management practices for maintaining waterways. Property owners may also contact City staff for guidance and input on maintaining waterways on their property. Other programs and events include: • Water Quality Partnership Program – Provides stormwater education to businesses on pollution prevention. • Community Backyards Program – Provides conservation education to residents on sustainability best management practices. • Get Grassy Program – Provides education to lawn care companies to promote best management practices for clean water lawn care. • Volunteer Water Quality Sampling Program – Provides volunteers the opportunity to perform water quality sampling of City waterways. • River Clean-Up Days Event – Provides volunteers the opportunity to clean waterways. Information regarding best practices for homeowners that have waterways running through their property will be included on the Waterway Maintenance Program website identified above. For the Project, the typical and customary communication methods will be used to convey construction information with the residents, impacted property owners and adjacent home owners associations throughout the duration of this work. Recommendation Staff has thoroughly reviewed the bid submitted by V3 Construction Group, Ltd. This contractor has not previously performed work for the City of Dublin; therefore, Staff made inquiries with references of V3 Construction Group, Ltd. and received positive feedback regarding their work with owners of projects involving stream bank stabilization. Staff is confident that V3 Construction Group, Ltd. will perform well on this Project.
