ACCEPTING THE LOWEST AND BEST BID FOR THE
RIVERSIDE CROSSING PARK EAST RIVER ACCESS TRAIL
PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Riverside
Crossing Park East River Access Trail Project; and
WHEREAS, Council has determined the base bid in the amount of
$207,791.00 submitted by Five Seasons Landscape Management to be the
lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, __{, _ of the elected members concurring, that:
Section 1. The bid submitted by Five Seasons Landscape Management in the
total amount of $207,791 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Five Seasons Landscape Management for the performance and
completion of the Riverside Crossing Park East River Access Trail Project
pursuant to the Advertisement, Proposal and Contract Documents for said
Project on file in the Department of Parks and Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution 63-23 – Accepting the Lowest and Best Bid for the Riverside
Crossing Park East River Access Trail Project
Summary
On Thursday, August 17, 2023 two bids were opened for the Riverside Crossing Park East River
Access Trail Project (Project). The Project includes all materials and labor necessary to install a
limestone boulder stairway and a drainage channel from the shared use path leading to the
Scioto River at Riverside Crossing Park. Attached is an overview map of the park with the
general area where the work will occur for reference.
The engineer’s estimate and budget for this project is $250,000. Staff received two bids, with
the lowest bid received from Five Seasons Landscape Management in the amount of
$207,791.00, which is 16.8 percent below the engineer’s estimate.
The Project was initially funded in the 2021 Capital Improvements Plan (CIP) to follow the
completion of Riverside Crossing Park; however, several complexities slowed the design
process. These issues included integrating the design to the riverbank and existing stone bank
bedding and providing multiple river flow models to ensure the river rise does not exceed
allowable levels due to the Project.
Recommendation
Staff has thoroughly reviewed the Five Seasons Landscape Management bid and found it to be
the lowest and best bid. References for this contractor were performed and found to be
favorable. Staff has also reviewed the project schedule and found it to be acceptable for the
scope and timing of the work to begin this fall
Staff recommends approval of Resolution 63-23 authorizing the City Manager to enter into a
construction contract with Five Seasons Landscape Management in the amount of $207,791.
