HomeMy WebLinkAboutResolution 61-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO, 30045 61-23 Resolution No. Passed , 20 ACCEPTING THE LOWEST AND BEST BID FOR THE KIWANIS RIVERWAY PARK BOARDWALK IMPROVEMENTS PROJECT WHEREAS, formal advertising and competitive bidding procedures have been conducted, pursuant to Section 8.04 of the Revised Charter, for the Kiwanis Riverway Boardwalk Improvements Project; and WHEREAS, Council has determined the base bid in the amount of $384,450 submitted by Smoot Construction Company to be the lowest and best bid. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, __[y of the elected members concurring, that: Section 1. The bid submitted by Smoot Construction Company in the total amount of $384,450 is hereby accepted. Section 2. The City Manager is hereby authorized to enter into contracts with Smoot Construction Company for the performance and completion of the Kiwanis Riverway Park Boardwalk Improvements Project pursuant to the Advertisement, Proposal and Contract Documents for said Project on file in the Department of Parks and Recreation. Section 3. This Council further hereby authorizes and directs the City Manager, the Director of Law, the Director of Finance, the Clerk of Council, or other appropriate officers of the City to prepare and sign all other agreements and instruments and to take any other actions as may be necessary to implement this Resolution and complete the work for this Project. Section 4. This Resolution shall take effect and be in force upon passage in accordance with Section 4.04(a) of the Revised Charter. Passed this 11“ day of _. st et hiv __, 2023. O’Callaghan, P.E., City Manager Date: September 5, 2023 Initiated By: Matt Earman, Director of Parks and Recreation Shawn Krawetzki, Landscape Architect Manager Re: Resolution 61-23 - Accepting the Lowest and Best Bid for the Kiwanis Riverway Park Boardwalk Improvements Project Summary On Thursday, July 27, 2023, two bids were opened for the Kiwanis Riverway Park Boardwalk Improvements Project (Project). This Project will include renovations to some of the existing boardwalk decking and structures and install new sections of boardwalk to bridge areas overcome by additional ground water and debris. Handrail and guardrail sections will be added to existing sections of boardwalk in order to meet code requirements, and invasive plant removals will be performed along the path system. Attached is an overview map of the park with general itemized areas where the work will occur. Staff previously advertised this project in August 2022 and received no bid proposals. Staff contacted contractors to determine why bids were not received for this work. The consistent response was that the demand for other work was too high for them to meet the project schedule itemized in the bid specifications. Based on this feedback, staff modified the language to be more flexible for the contractor to provide their proposed schedule rather than the City necessitating specific constraints. The engineer’s estimate and budget for this project was $400,000. Staff received two bids, with the lowest bid received from Smoot Construction Company in the amount of $384,450, which is 3.8 percent below the engineer’s estimate. Kiwanis Riverway Park is owned by the City of Columbus and maintained by the City of Dublin per a lease agreement (Agreement) that was executed in April 1990 (see attached). Per the language in the Agreement, prior approval must be received in writing from the City of Columbus Recreation and Parks Director and the Director of Utilities and Aviation (position title has since been changed to Director of Public Utilities) to proceed with the project (attached). Staff has also been working closely with the respective City of Columbus representatives to ensure both parties are informed and the appropriate reviews and approvals of the project specifications were conducted prior to seeking bids. Staff will continue to work with the City of Columbus throughout the duration of this project. The Project is estimated to be complete in Q1 2024. References for this contractor were performed and found to be favorable. Staff recommends approval of Resolution XX-23 – Accepting the lowest and best bid for the Kiwanis Riverway Park Boardwalk Improvements Project. The improvements as I have reviewed them are to include replacement of existing boardwalk decking, installation of a new boardwalk, removal of invasive vegetation and plant new vegetation of native grasses, shrub and groundcover, and the installation of new interpretive signage.
