ACCEPTING THE LOWEST AND BEST BID FOR THE
HYLAND-CROY ROAD IMPROVEMENTS PROJECT (22-029-CIP)
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter and Chapter 37 of
the Dublin Code, for the Hyland-Croy Road Improvements, 22-029-CIP; and
WHEREAS, Council has determined that the bid submitted by Complete
General Construction Company on July 12, 2023 constitutes the lowest and
best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin and Union Counties, State of Ohio, ]__ of the elected
members concurring, that:
Section 1. The bid submitted by Complete General Construction Company
in the total amount of $3,511,541.25 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into contracts
with Complete General Construction Company for the performance and
completion of the Hyland-Croy Road Improvements Project, 22-029-CIP
pursuant to the Advertisement, Proposal and Contract Documents for said
Project on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect upon passage in accordance
with Section 4.04(a) of the Revised Charter.

Road Improvements Project, 22-029-CIP
Summary
On July 12, 2023, two (2) bids were received and publicly opened for the Hyland-Croy Road
Improvements Project (Project). The Project includes widening Hyland-Croy Road to a three lane
roadway, installing turn lanes where Hyland-Croy Road intersects Springview Lane, Moorland Drive,
Holbein Drive and Park Mill Drive and installing a new traffic signal at Moorland Drive. Other
improvements included in the Project include timber guardrail, stormwater drainage improvements,
lighting at intersections and a shared-use path along the east side of Hyland-Croy Road between Post
Road and Park Mill Drive. These improvements to Hyland-Croy Road were identified in the Hyland
Glen Subdivision Traffic Impact Study (TIS).
Please see the attached Location Map for the general work locations. The intersection improvements,
as depicted on the Location Map, include:
• Northbound right turn lane at the restricted right-in/right-out at the Springview Lane
intersection.
• Traffic signal and turn lanes at the Moorland Drive main entrance.
• Turn lanes at the Holbein Drive intersection.
• Addition of turn lanes at Park Mill Drive.
For Council’s reference, a copy of the construction documents for this Project have been provided
electronically or a print version can be provided to Council upon request.
The City of Dublin (City) entered a Cooperative Construction Agreement (Agreement) with Union
County to perform the Project. Under the Agreement, the City agreed to a fixed contribution in the
amount of $1,000,100 toward the roadway construction and Union County is responsible for any
construction costs in excess of this amount (currently estimated at $2,394,649.25). Union County’s
final contribution will be based on actual costs determined at the end of construction. In addition, the
City agreed to fund the construction of the shared-use path and the upgrade cost for timber steel-
backed guardrail, resulting in a cumulative $116,792 in additional construction costs to the City. The
City will manage all project costs, provide inspection during construction and process monthly pay
requests. Additionally, Union County must approve of the recommended lowest and best bid per the
agreement.
The 2023-2027 Capital Improvements Program (CIP) included $1,530,000.00 for the Hyland-Croy
Road Corridor Improvements – Post Road to Park Mill Drive (ST23C06), with the remainder of the
construction funds provided by Union County as described above. The engineer’s estimate for the
Project is $3,250,000.00.

Complete General Construction Company submitted the lowest and best bid of $3,511,541.25. Staff has
reviewed all bids and a summary of the bids received is listed below.

The two bids received are higher than the engineer’s estimate in accordance with percentages shown
above. Upon analysis of the bids, staff believes the engineer’s estimate did not accurately reflect the
true cost to perform some items, in particular the excavation (trucking) and drainage items. However,
the vast majority of bid items were relatively close to the engineer’s estimate. Union County has
reviewed and approved acceptance of the lowest and best bid.
The Project is expected to commence in August 2023 and the projected completion date is October
2024.
There is multi-phase maintenance of traffic (MOT) planned for this Project. One phase of the MOT will
include a closure of southbound traffic on Hyland-Croy Road for an anticipated 70-day period. All
other MOT phases will have traffic maintained in both directions. With the exception of the closure, all
traffic lanes are planned to be fully open from 7AM to 9 AM and 4PM to 6PM Monday through Friday
and when the contractor is not actively working on site.
The typical and customary communication methods will be used to convey construction information to
the Dublin City Schools, the Ohio Department of Transportation (ODOT), adjacent developments and
impacted property owners throughout the duration of the Project. The City will have a designated
engineering project inspector assigned to the Project who will provide coordination, be available to
answer any questions and manage access needs at adjacent residences throughout the performance
of the work. The Project is anticipated to be substantially complete prior to any residents occupying
homes within the Hyland Glen Subdivision based on recent discussions with the developer.
Recommendation
Staff has thoroughly reviewed the bid submitted by Complete General Construction Company.
Previous experience with Complete General Construction Company has been favorable including their
work on the Muirfield Drive at Brand Road Bridge Replacement Project (20-011-CIP), 2020 Pedestrian
Tunnel Maintenance Project (20-005-CIP), and Franklin Street Extension Project (21-012-CIP).
Additionally, Complete General Construction Company is performing the construction of the new US-
33/Post Road Interchange near the Project. Staff expects that having a single contractor working on
both projects will contribute positively to communication and coordination in the area.
Staff recommends Council approve Resolution 56-23 accepting as lowest and best the bid of
Complete General Construction Company in the amount of $3,511,541.25 and authorizing the City
Manager to enter into a contract with Complete General Construction Company for this Project.
