Motion made by Thomas, seoonded by Wacker that the minutes stand approved as read. Vote as follows: Bellows - yes Eger - yes Frambes - yes Termeer - yes At the request of Counoil, the Clerk wrote a letter to the Shell Oil Co., Pure Oil Co., Cities Service and Cole's Grocery asking them for a bid on gas and oil for village use. Two written bids were submitted to Counoil. Counoil e1eoted to purchase gas at Cities Servioe and the possibility of continuing to use Shell Oil (so as not to change brands of oil). This is to be on a 6-month basis. a 75 o Counoil and Mayor have heard of oomplaints referable to the trailer whioh is parked behind Cities Servioe Gas Station. At the request of Counoil. Mayor Geese is to ask that the trailer be moved. Disoussion was held in regard to making alleys running east and west off High street, one-way streets. Counoil elected to do this and Mayor Geese. Charles Thomas and polioeman are to see if we have any such signs on hand and have them put up. The oounoil is requesting a representative from the Gas Co. to oome to a Special Counoil Meeting on February 8 and explain all of the details and costs regarding the bringing of natural gas to Dublin. Charles Thomas and Jaok Frambes were appointed by the Mayor to look after the repair of the wiring so that when the fire engines are oalled they oan simply flip a switoh and the traffio light at High and Bridge Streets will turn red in all four directions. This meohanism is out of order at present. The polioeman were given a log book and are requested to reoord any trips they make out of the Village. They are to record their name. nature of the trip, time of departure and time of return. This book is to be kept in the cruiser at all times. [) Charles Thomas proposed ordinanoe 01-60 whioh gives permission to the Washington Twp.Sohool Board to erect a new sohool building. Motion made by Termeer, seoonded by Wacker that we dispense with the rule of reading an ordinance at 3 meetings in order to pass this as an emergenoy ordinanoe. The vote on adopting this ordinanoe was unanimous. The ordinanoe (01-60) is as follows: ORDINANCE No.Ol-60, VILLAGE OF DUBLIN, Ohio. Ordinance permitting erection of sohool buildings. Be it ordained by the Counoi1 of the Village of Dubling. Ohio, 6 members elected herein ooncurring: SECTION 1. That the Board of Eduoation of the Washingbn Local School District, Franklin County. Ohio, having previously been given permission and approval by the Planning Commission to erect sohool buildings on the 18 acre tract of ground in Dublin, Ohio, known as the Artz tract, bounded generally by Route 161 on the south and Indian Run on the north and High Sohool Road on the west and an alley and Dublin Road on the east. That this oounoil ratifies and confirms said permission and approval by the Planning Commission and that the Board of Eduoation of washington Local Sohool District may ereot as many sohool buildings on said tract of ground from ti~ to time as in their opinion are required for the sohool needs of the oommunity. o rIG SECTION 2. That this ordinance be and the same is hereby deolared to be an emergenoy measure necessary for the public safety and general welfare of the Village of Dublin, Ohio, for the reason that the foregoing will a enable the Board of Eduoation of Washington Local School District to : H erect sohool buildings on said above described tract of' ground, and that .. ... this ordinanoe shall take effeot and be in foroe immediately upon its passage. The plaoes of business are: Coles, Herrons, Carl Hills, Dublin Pharmaoy, and Mose Myers Barber Shop. Vote on adoption of this resolution was unanimous. Termeer proposed Ordinanoe 02-60, whioh is an ordinanoe to employ Russell Weloh as solicitor for the Village of Dublin for 1960. MOtion made by Thomas, seconded by Bellows that we dispBnse with the rules in order to pass this ordinanoe as an emergenoy measure. Vote on dispensing with the rules was unanimous. The vote on adoption of Ordinanoe 02-60 was unanimous. The ordinance 02-60 is as follows: a ORDINANCE NO.02-60 J VILLAGE OF DUBLIN, OHIO Ordinanoe ratifying employment of Village Solicitor for the year 1960 and determining the compensation of the Village Solicitor of the Village of Dublin, Ohio. Be It Ordained by the Counoil of the Village of Dublin, Ohio; all 6 of the members elected herein ooncurring: SECTION 1. That Russel S. Welch, Attorney at Law, is hereby employed as Village Solioitor for the Village of Dublin, Ohio, for the year 1960, and that said solicitor shall be paid the sum of $150.00 per year for ordinary servioes as solicitor including informal opinions and for attending approximately 8 counoil meeting per year. That said solioitor be paid for the preparation of ordinanoes, resolutions, memorandums, contracts and legal opinions the sum of $10.00 per hour. That said solicitor be paid the sum of $10.00 per hour for attendance at Mayor's Court. Said solicitor shall be paid for all trial work, the sum of $150.00 per day. For legal servioes inoident to the prosecution or defense of legal proceedings, the sum of $10.00 per hour. For legal servioes inoident to all public improvements, including the preparation of legal opinions on aspects of said improvement programs, the preparation of all memorandum, contracts, correspondence and the like, and for servioes in connection with the issuance of bonds and notes in payment thereof, the sum of $100.00 plus two (2) per cent of the total costs of said improvements. That said solicitor shall bill the B 1""'7,7.: . ;:..\. [} Village quarterly and shall be paid quarterly for all servioes rendered as oolicitor. SECTION 2. That this ordinanoe be and the same is hereby deolared to be an emergenoy measure necessary for the public safety and general welfare of the Village of Dublin, Ohio, for the reason that the foregoing will enable the Village to have the servioes of a solioitor and that this ordinance shall take effec~ and be in force immediately upon its passage. The ordinanoe 03-60 is as follows:. ORDINAl~CE 03-60 VILLAGE OF DUBLIN, OHIO Ordinanoe increasing police staff of the Village of Dublin, Ohio. [} Be it Ordained by the Council of the Village of DUblin, Ohio, 6 members eleoted herein conourring: SECTION 1. That pursuant to the authority given by the Code of Ordinanoes of the Village of Dublin, Ohio, oounoi1 of the Village of Dublin. Ohio, does hereby provide and oreate positions for two (2) temporary and part time polioemen. in addition to the two (2) regular full tine polioemen. SECTION 2. men shall devote under the direot of Dublin, Ohio. That said ~o temporary po1ioemen and part tima polioe- such time to the duties as required by the position and supervis ion of the Mayor and the Marshall of the Village SECTION 3. That any temporary or part time polioemen so employed shall furnish their own uniforms, badges, guns and other neoessary equipment. SECTION 4. The additional post of two part time and temporary polioemen are hereby oreated so that there will be enough polioemen on duty to give to the Village of Dublin, Ohio, proper polioe services at all tirres. That this ordinanoe be and the same is hereby deo1ared to be an emergenoy measure necessary for the public safety and general welfare of the Village of Dublin, Ohio, for the reason that the fore- going will enable the Village to have polioe servioe and that this ordinanoe shall take effeot and be in foroe immediately upon its passage.
