A RESOLUTION ACCEPTING THE LOWEST AND BEST BID
FOR THE DUBLIN SPRINGS PARK STAIRCASE
REPLACMENT AND AUTHORIZING THE CITY MANAGER
TO ENTER INTO A CONTRACT FOR THE PROJECT
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Charter, for the Dublin
Springs Park Staircase Replacement
WHEREAS, Council has determined that the base bid in the amount of
$134,460 and the bid alternate in the amount of $11,800 submitted by Janco,
LLC. is the lowest and best bid; and
WHEREAS, this project was programmed in the 2023 Capital Improvement
Program budget; and
WHEREAS, funding will be available in the Capital Improvement Program
budget fund.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
State of Ohio, ___“{___ of the elected members concurring, that:
Section 1. The base bid in the amount of $134,460 and the bid alternate in
the amount of $11,800 submitted by Janco, LLC are hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
for said project as specified within the bid proposal and the City’s bid
documents on file in the Department of Parks and Recreation.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for this Project.
Section 4. This Resolution shall take effect and be in force upon passage in
accordance with Section 4.04(a) of the Revised Charter.

Re: Resolution 43-23 – Accepting the Lowest and Best Bid for the Dublin Springs
Park Staircase Replacement
Background
On February 6, 2023, one (1) bid was received to replace the staircase at Dublin Springs Park.
Staff previously sought bids to replace the structure with no bids received in the first round of
bidding. After reaching out to several contractors, staff re-bid the project and received one bid
from Janco LLC in the amount of $146,260, which included a $11,800 add alternate for composite
decking. A summary of the bid follows:

In speaking with contractors regarding the lack of bidding for this project, contractors expressed
the comparatively small size of this project and limited schedule openings as reasons for not
bidding on the project. The cost estimate developed by City staff for this project was $120,000,
which was based on the cost of similar projects recently completed in the City. Staff thoroughly
evaluated the bid from Janco LLC and determined the bid price is over the internal estimate due
primarily to inflationary increases in construction costs. The necessary funding for this project is
available in the 2023 CIP budget.
As stated above, the bid includes an add alternate for composite decking. Staff recommends
replacing the existing pressure treated wood decking with a composite material deck planking for
the staircase. This material is consistent with a number of other boardwalks and pedestrian bridges
throughout the City, as well as the existing staircase extending from SR 161 to North Riverview
Street above the Dublin Springs Park staircase (see attached photo). In addition to the consistency
with the nearby staircase, this material will enhance the durability and lifespan of the Dublin
Springs Park staircase.
Recommendation
Staff has thoroughly reviewed the bid submitted by Janco LLC and determined it to be a complete
and acceptable cost to perform the specified work for this project. Janco LLC has successfully

performed various other projects for the City that have been satisfactory. Staff has verified Janco
LLC’s references and determined the references are favorable.
Staff recommends adoption of Resolution 43-23, accepting the lowest and best bid for the Dublin
Springs Park Staircase Replacement by Janco LLC in the amount of $146,260 and authorizing the
City Manager to enter into a contract for the project.
