TOUTSS May 8, 2023 Held 20 CALL TO ORDER Vice Mayor De Rosa called the Monday, May 8, 2023 Regular Meeting of Dublin City Council to order at 6:00 p.m. ROLL CALL Present were Ms. Alutto, Ms. Amorose Groomes, Vice Mayor De Rosa, Mr. Keeler and Ms. Kramb. Mayor Fox and Mr. Reiner were absent. Staff members present were Ms. O'Callaghan, Ms. Readler, Mr. Stiffler, Mr. Ranc, Mr. Rogers, Ms. Weisenauer, Mr. Hammersmith, Mr. Earman, Mr. Dearth, Ms. Rauch, Chief Paez, Ms. Blake, Ms. Goliver and Mr. Ament. Others present: Retired LTC Jeff Noble and other members of the American Legion Post 800. ADJOURN TO EXECUTIVE SESSION Vice Mayor De Rosa moved to adjourn to executive session for the purposes of: e To consider confidential information related to a request for economic development assistance that involves public infrastructure improvements that are directly related to an economic development project, and which executive session is necessary to protect the possible investment or expenditure of public funds to be made in connection with the economic development project; and e Preparing for, conducting, or reviewing negotiations or bargaining sessions with public employees concerning their compensation or other terms and conditions of their employment. Ms. Alutto seconded the motion. Vote on the motion: Mr. Keeler, yes; Ms. Kramb, yes; Ms. Alutto, yes; Vice Mayor De Rosa, yes; Ms. Amorose Groomes, yes. THE MEETING WAS RECONVENED AT 7:02 PM. PLEDGE OF ALLEGIANCE Vice Mayor De Rosa invited the members of the American Legion Post 800 to lead the Pledge of Allegiance. SPECIAL PRESENTATION e Memorial Day Vice Mayor De Rosa invited Retired LTC Jeff Noble to come forward and share information about the Memorial Day Ceremony planned. Mr. Noble introduced Bonnie Gamary who will be this year’s keynote speaker at the ceremony. Ms. Gamary is a retired Air Force Lieutenant Colonel and was a teacher for 35 years. Mr. Noble invited Council to come to the ceremony. He shared that this holiday means a great deal to every Veteran and honors those who fell on our behalf. Vice Mayor De Rosa thanked Mr. Noble and the members of the American Legion Post 800 for their service to our country. CITIZEN COMMENTS There were no citizen comments. INTRODUCTION/FIRST READING - ORDINANCES Ordinance 13-23 Authorizing the Provision of Certain Incentives to 3b Medical, Inc. to Induce it to Lease a Facility to Locate and Expand its Office and its Associated Operations and Workforce, all within the City; and Authorizing the Execution of an Economic Development Agreement Ms. Alutto introduced the Ordinance. Mr. Dearth stated that React Health is a Florida-based manufacturer and distributor of respiratory management, sleep therapy, and equipment disinfection products. React Health is considering leasing a 10,000 SF facility in Dublin that will house engineering, purchasing, sourcing, administrative, technician, and product management professionals. The facility would be located in the Atrium IT North Tower. Founded in 2010, React Health has steadily grown its portfolio through strategic acquisitions and product development, resulting in its ascension to the top of the respiratory industry. React Health is currently looking to ramp up its operations by expanding its sales team and Clinical staff to increase the awareness and use of its vast inventory of products. Mr. Dearth shared that the Economic Development Agreement proposed is a three- year payroll performance withholding incentive of up to $15,000 as a result of a 10% Incentive Factor. The performance incentive is contingent upon React Health providing documentation of a five (5) year lease of a 10,000 SF facility within Dublin commencing by October 1, 2023, receiving an occupancy permit and occupying the facility by January 1, 2024. This project would be React Health’s first location within the City of Dublin and is expected to create 21 jobs within the City. The project is anticipated to bring approximately $114,000. Staff recommended approval. INTRODUCTION/PUBLIC HEARING/VOTE — RESOLUTIONS Resolution 38-23 Accepting the Lowest and Best Bid for the Pavement Preventative Maintenance Program for 2023 (23-006-CIP) Ms. Alutto introduced the Resolution. Mr. Gable stated that the Pavement Preventative Maintenance Program provides for partial depth asphalt pavement spot repairs to several City streets. The budgeted funds for the 2023 Program in the 2023-2027 Capital Improvements Program (CIP) are $150,000. The Engineer’s estimate for this Program is $146,000.00. On April 19, 2023, two bids were received with Strawser Paving Company, Inc. submitting the lowest and best bid of $144,328.00. The work for this Program is expected to begin in June and be completed by October 20, 2023. Staff recommended approval. There were no public comments. Resolution 39-23 Authorizing the City Manager to Enter into a Renewal Agreement with the City of Worthington to continue providing Dispatching Services for the Worthington Division of Police and the Worthington Division of Fire/EMS Ms. Alutto introduced the Resolution. The City of Dublin has been providing dispatch services to Worthington since 2020. The previous agreement was valid for two years. The new agreement will continue our partnership through December 31, 2025. The City of Worthington approved this agreement (Resolution 26-2023) at their April 17, 2023 Council meeting. STAFF COMMENTS Ms. O'Callaghan shared the following: e The City hosted a household waste disposal event in partnership with SWACO last weekend. She thanked SWACO and staff for assisting with this event. 1,071 cars traveled through the event to take advantage of the service. e Brown Harris Cemetery Design was approved by the Architectural Review Board at the April 26" meeting. The historic cemetery was discovered on a parcel near the new OSU Wexner Medical Center campus while preparing for the facility’s development. Staff has been working closely with the Harris and Brown family, the State Historic Preservation Office, Cultural Consultants from the EMH&T Engineering firm and the Dublin Historical Society to ensure the design of the cemetery and interpretive signage accurately represent its history. Construction is expected to begin this year in late summer or early fall. e Public Works staff will host a Touch-a-Truck event at the Service Center on May 20°" from 9 a.m. to 12 p.m. Residents will have the opportunity to climb up in a snow plow, see the police drone in action, and much more. We will also have food trucks and games for the whole family. All are welcome to this community celebration to kick-off Public Works Week in the City of Dublin. e In recognition of National Bike Month, the City’s Bike Month activities started early with the Dublin Police Department’s Bikes & Badges event on April 19 which gathered donations of 75 bikes to help the Starfish Assignment and to celebrate Dublin’s place as Ohio’s only silver-level Bike Friendly Community. The City is proud to host several community events to promote bike safety and biking enthusiasm across Dublin. These events and promotions include: o National Ride A Bike Day on May 1 Dublin Bike Roadeo on May 6 Biking with the Buckeyes on May 13 National Bike to School Day on May 17 National Bike to Work Day on May 19 0 00 0 COUNCIL REPORTS e Administrative Committee Report Vice Mayor De Rosa stated that the Administrative Committee met on May 2 regarding two topics: Board and Commission Training and Council Retreat/Goals follow-up. She stated that there is training planned for the Advisory Committees and the other Boards will receive training this week (May 10). The second topic for discussion was developing the 2023-2024 goals as a result of Council’s retreat in April. Draft language was distributed to Council in their packet. Vice Mayor De Rosa asked if there were any questions or discussion regarding the draft language. There were no questions/comments. She stated that this will be coming back before Council at the May 22 meeting. COUNCIL ROUNDTABLE Ms. Kramb stated that she attended the COSI Science Day over the weekend to congratulate Dublin resident Alexandra Fresch, who was a 2023 Stem Star Award recipient. Held May 8, 2023 Page 4 of4 20 Keeler and Ms. Amorose Groomes will be playing in the Dodgeball Tournament this Friday (May 12) with the Dublin Schools. Mr. Keeler thanked Judges Marbley, Sargus and Morrison for presiding over the Naturalization Ceremony in Dublin last week. He stated there were many smiles in the Abbey Theater from 42 countries. Mr. Keeler shared that Council Member Reiner proposed a number of ideas during the Council Retreat and a few were covered in the Parks and Recreation Master Plan strategies. He sought Council feedback on whether the remaining ideas should be referred to the Community Development Committee or wait until the Parks and Recreation Master Plan update is finished and then see what is left. Ms. Amorose Groomes suggested waiting until the retreat report was finalized, as there may be other items that need to be referred to committees as a result of retreat discussion. Consensus among members present was to wait for the retreat report. Mr. Keeler shared that he was at Citizen U last week and was asked if the City had a map of all the bike paths. Mr. Keeler stated the City does have a map of bike paths and he showed the map to the audience. Ms. Alutto wished her fellow Council members luck playing at the Dodgeball Tournament. Ms. Amorose Groomes stated that on April 28, an FCC meeting for some the broadband issues we are having was held and followed by an ITC (Information Technology and Communications) meeting from the National League of Cities. There will be more movement coming forward with our ability to have local impact on some of the FCC regulations around 5G technology. She reported that MORPC held an Executive Committee meeting last Thursday. She shared the state budget is coming out. One of the items contained in the budget is grants to enhance local government planning. She stated that while the City of Dublin is not likely to be eligible for such a grant, that the City should still support such grants. Planning is important and matters. There will likely be a letter of support circulated soon. In response to Vice Mayor De Rosa’s question regarding who administers the grants, Ms. Amorose Groomes stated that MORPC would be administering the grants and then offer the planning services as well. Vice Mayor De Rosa stated that she also attended the Naturalization Ceremony and it was moving and wonderful. She thanked staff for the work on making this happen. She also shared that she participated in the Bike Roadeo event and it was great fun. She wished the Dodgeball players luck at the tournament. ADJOURNMENT ay .
