HomeMy WebLinkAboutResolution 26-23RECORD OF RESOLUTIONS GOVERNMENT FORMS & SUPPLIES 844-224-3338 FORM NO. 30045 26-23 Resolution No. Passed , 20 A RESOLUTION WAIVING COMPETITIVE BIDDING REQUIREMENTS PURSUANT TO SECTION 8.04 (“CONTRACTING PROCEDURES”), PARAGRAPH (C) (“WAIVER OF COMPETITIVE BIDDING”), OF THE REVISED CHARTER FOR THE PURCHASE OF BEER FOR THE 2023 DUBLIN IRISH FESTIVAL WHEREAS, Section 8.04(c) of the Revised Dublin Charter authorizes Council, by a vote in favor of no less than five (5) members, to waive competitive bidding requirements if Council determines that it is in the best interest of the City to do so; and WHEREAS, Coors Light has served as sponsor for the Dublin Irish Festival for over 26 years, and Guinness Irish Stout returns as a sponsor for the sixth year, both contributing a substantial amount of financial and promotional support to the Festival; and WHEREAS, Superior Beverage Group of Columbus is the sole distributor for the sponsored products; and WHEREAS, it has been recommended by staff that it is in the City’s best interest to waive competitive bidding requirements and to designate the Superior Beverage Group as the provider of beer at the 2023 Dublin Irish Festival due to the financial and marketing benefits this sponsorship provides to the Festival and the City. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin, State of Ohio, (_ of the elected members concurring, that: Section 1. Superior Beverage Group of Columbus is hereby designated as the provider for beer products for the 2023 Dublin Irish Festival. Section 2. Competitive bidding requirements are hereby waived for these purchases, as it has been determined to be in the City’s best interest to do so. Section 3. O’Callaghan, P.E., City Manager Date: March 21, 2023 Initiated By: Alison LeRoy, Community Events Director Re: Resolution No. 26-23 - Waiving Competitive Bidding Requirements for the Purchase of Beer for the 2023 Dublin Irish Festival Summary Attached for Council consideration is Resolution 26-23, requesting a waiver of competitive bidding requirements for the purchase of beer for the 2023 Dublin Irish Festival. Section 8.04 (c) of the Revised Charter authorizes Council, by a vote in favor of no less than five (5) members, to waive the competitive bidding requirement if it determines that such waiver is in the best interest of the City. The beer sponsors for the 2023 Dublin Irish Festival are Guinness Irish Stout and Coors Light. Both of their parent companies, Diageo and MillerCoors, will pay a sponsorship fee to the City of Dublin. Staff is working with both companies to determine the specific amount of the sponsorship fee, but the fee will not be less than the $50,000 in cash and $20,000 in in-kind promotions and services that the companies provided for the 2022 Dublin Irish Festival. Superior Beverage Group of Columbus is the sole distributor for all Diageo and MillerCoors products in Central Ohio. Various product lines from the Coors and Guiness family of brands will be offered at the festival, including Guinness, Coors, Coors Light, Leinenkugel Summer Shandy, Harp, Smithwick’s, and Blue Moon. Expenditures for the purchase of beer for the 2023 festival are estimated at $156,850. Council authorized funding for this purchase in the 2023 operating budget. Recommendation Due to the financial and marketing benefits, resulting from the sponsorships of Coors Light and Guinness Irish Stout, staff recommends approval of Resolution 26-23, Waiving Competitive Bidding Requirements Pursuant to Section 8.04 (“Contracting Procedures”), Paragraph (C) (“Waiver of Competitive Bidding”), of the Revised Charter for the Purchase of Beer for the 2023 Dublin Irish Festival.
