ACCEPTING THE LOWEST AND BEST BID FOR THE 2023-
2025 PAVEMENT MARKING SERVICES, 23-022-CIP
WHEREAS, formal advertising and competitive bidding procedures have been
conducted, pursuant to Section 8.04 of the Revised Dublin Charter and Chapter
37 of the Dublin Code, for the 2023-2025 Pavement Marking Services; and
WHEREAS, Council has determined that the bid submitted by Griffin Pavement
Striping, Inc. on February 23, 2023 constitutes the lowest and best bid.
NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Dublin,
Delaware, Franklin, and Union Counties, State of Ohio, _ ‘“T of its elected
members concurring, that:
Section 1. The bid submitted by Griffin Pavement Striping, Inc. in the total
amount of $134,915.00 is hereby accepted.
Section 2. The City Manager is hereby authorized to enter into a contract
with Griffin Pavement Striping, Inc. for performance and completion of the
2023-2025 Pavement Marking Services pursuant to the Advertisement, Proposal
and Contract Documents for said work on file in the office of the City Engineer.
Section 3. This Council further hereby authorizes and directs the City
Manager, the Director of Law, the Director of Finance, the Clerk of Council, or
other appropriate officers of the City to prepare and sign all other agreements
and instruments and to take any other actions as may be necessary to
implement this Resolution and complete the work for these services.
Section 4. This Resolution shall take effect upon passage in accordance with
Section 4.04(a) of the Revised Dublin Charter.

Summary
On February 23, 2023, one (1) bid was received and publicly opened for the 2023-2025 Pavement
Marking Services, 23-022-CIP. This contract provides for the annual maintenance of long-line pavement
markings on public roadways within Dublin, which typically include lane lines, edge lines, centerlines,
lane arrows, stop bars, and any other pavement markings needing to be refreshed. This is a one-year
contract with an optional renewal period for two additional years. Extension of the contract is based on
the satisfaction of the City Engineer with the service provided by the contractor.
The 2023 budgeted funds for this contract are $125,000 and are included in the approved 2023
Operating Budget. The Engineer’s estimate for these services in 2023 is $125,000.
Griffin Pavement Striping, Inc. submitted the lowest and best bid of $134,915.00. Staff has reviewed the
bid and a summary is listed below.

The work for the 2023 services is expected to be complete by September 30, 2023. Since the execution
of the work is based on the unit prices bid, the scope/quantity of work can be adjusted if needed so the
cost of work completed in 2023 is equal to the budgeted funds. However, at present staff intends to
perform all 2023 work included in the bid utilizing unencumbered funds from other items and/or services
in the 2023 Operating Budget.
Recommendation
Staff has thoroughly reviewed the bid submitted by Griffin Pavement Striping, Inc. and determined it to
be a complete and acceptable cost to perform the specified work for these services. Previous experience
with Griffin Pavement Striping, Inc. has been favorable and includes the previous 2020-2022 Pavement
Marking Services contract in addition to working as a subcontractor on many of the City’s transportation
projects.
Staff recommends Council approval of Resolution 23-23 accepting as lowest and best the bid of Griffin
Pavement Striping, Inc. in the amount of $134,915.00 and authorizing the City Manager to enter into a
contract with Griffin Pavement Striping, Inc. for these services.
