The regularly scheduled meeting of the Dublin Village Council was called
to order by Mayor James E. Lewis on Monday, April 15, 1985 at 7:30 P.M.
Mr. Thornton led the Pledge of Allegiance.
Members of Council present were: Mr. Amorose, Mr. Close, Mayor Lewis,
Ms. Maurer, Mr. Sutphen and Mr. Thornton. Mrs. Headlee was absent. Mr.
Smith, Law Director, and Mr. Sheldon, Village Manager, were also present
as were Ms. Prushing, Mr. Carr, and Mr. Bowman of the Village Staff.

Council. Mr. Amorose seconded the motion.

Mr. Close moved to approve payment of the bills. Mr. Sutphen seconded
the motion. The vote was 6-0 in favor.
There was no objection to a request for a one day liquor permit for
Monday, May 13, 1985 from 12:00 P.M. to Tuesday, May 14, 1985, 12:00 A.M.
The request was from the Columbus Zoo and Stouffer Hotel Company for a
function to be held at 600 Metro Place North, Dublin, Ohio.
Mayor Lewis announced the birth of twins to his oldest daughter and her
husband on Friday, April 12, 1985.
Ordinance No. 10-85 - Rezone 17.3 Acres on S.R. 745 South of Edgewood
Circle. Public Hearing. Second Reading.
Registering as proponents were Mr. Roger Yeoman and Mr. Robert Yeoman.
There were no persons registering as opponents.
Mr. Roger Yeoman presented the following points of information to members
of Council regarding the rezoning request:
1. The request to change the zoning from R-l to R-2.
2. The applicants were not in favor of the previous rezoning request for
a P.D.D. zoning of the site, which would have allowed condominiums.
Mr. Yeoman distributed, to members of Council, a list of signatures
of neighbors who had no objection to the proposed development. Three
contiguous property owners did not sign; "they were not really against
it, they just did not want to sign".
The recommendations of the Planning and Zoning Commission have been
followed; said recommendations being:
A. The Dublin Road building line be maintained at the same distance
as the existing houses fronting the road.
There be no roadway connection to Edgewood D~ive.
There be emphasis given to those lots larger that will be adjacen
to the existing lots on Edgewood Drive.
The engineering studies, etc. have not yet been

Cliffs, on larger-type lots.
There will be approximately 25 water taps required; 25 homes being
built on the 17 acres.
There were no additional comments. The Public Hearing was concluded.

Occupancy Permits. Third Reading.
Mr. Thornton moved to table the Ordinance until the May 6th meeting of
Council in order to give an opportunity for discussion by those against
as well as those in favor of the Ordinance. Mr. Close seconded the motion.
The vote was unanimous in favor of tabling (6-0).

Mayor Lewis said that the issue would be up for a Public Hearing at the
May 6th Council Meeting. Mayor Lewis also mentioned the fact that the
Charter Medical Corporation of Georgia has an application before the
Ohio State Board of Health for approval to build a hospital. He said
that the hospital would be a childrens' and adolescents' psychiatric
hospital to be located on Rings Road in Dublin next to Sherex. The
hospital would provide in-patient services only. The corporation operates
60 hospitals around the world and they are financially sound. Mayor
Lewis said that he could arrange a casual conversation between personnel
of the Dublin Counseling Center and the Charter Medical Corporation so
that they might become better acquainted with one another and their
respective services. 1
Mr. Close requested additional financial information - a performa indicatin
how the financing will be pursued, how the fees will be generated, what
kind of growth will be necessary to be sustained. Mr. Priestino said
that that information will be available at the next meeting of Council I
Ms. Maurer requested that the Law Director prepare a report on the legal
problems and whether they can be overcome; and other possible alternatives.
Council Roundtable Discussion
1. Mr. Thornton
Mr. Thornton said that he and a committee of Council conducted a
thorough investigation of the streets in Dublin. His comments were
as follows:
The streets are basically in "good shape".
A great deal of damage has been caused by one basic
number of streets with poor shoulders and no curbs,
damage.
The Village should consider not letting any more roads be built
without curbs.
Noting that a large percentage of streets needing repair are in
Muirfield as a result of "shoddy workmanship in the first place"-
streets three to four years old having sunk 6" to 8". He said
that he felt that those streets should not need repair so soon.
The number of thousands of square yards of roadway currently
maintained by the State that are in the Village of Dublin -
S.R. 161 in need of repair (will probably be done this spring) -
S.R. 257 will need a major resurfacing before long.
The paving of the turnaround at the end of Thornhill Lane.
He said that perhaps the Village should consider a method of
preventing persons from driving off the end of that road and
through the grass before paving it.

Mr. Thornton moved to approve the 1985 street improvements as recommended
by the Village Engineer. Mr. Close seconded the motion. The vote was
6-0 in favor.
2. Ms. Maurer
Ms. Maurer asked Mr. Carr when the issue of the Avery Road Park
improvements would be considered again. Mr. Carr said that it will
be considered at the May 6, 1985 meeting of Council. Ms. Maurer
wondered how those improvements would fit into the budget, along with
other capital improvements.
3. Mr. Amorose
Mr. Amorose expressed concern regarding the fact that some of the
streets in the Village are only four or five years old, and the
fact that the base is gone on those streets, and the fact that the
asphalt is cracking also on those streets.

Mr. Warner commented regarding specific streets in need of repair -
Dunniker Park Drive is in Phase 1 of Muirfield which was built in 19741
with only one layer of asphalt; Royal Lytham Court was put in in
1979 or 1980 with poor inspection on the subgrade. It will be over-
layed to cover up the patchwork done in recent years.
Mr. Warner also noted that the problem areas have been corrected, and
that any overlay which will be done this year will correct the areas.
The meeting was adjourned at 8:11 P.M.
