Re: Ordinances 02-23 through 04-23 – Acquisition of Easements and Right-
of-Way for the Franklin Street Extension Project (21-012-CIP)
Summary
The Franklin Street Extension Project (Project) will construct an extension of Franklin Street from
West Bridge Street north to North Street and reconstruct Franklin Street from West Bridge Street
south to Sells Alley as shown on the attached exhibit. The Project will construct the roadway,
install permeable paver parking bays, brick paver sidewalks, street trees, street lighting, and bury
the overhead utility lines from Sells Alley to North Street. The intersection of West Bridge Street
and Franklin Street will be signalized and include pedestrian crossings. Finally, the temporary
pedestrian crossing of Bridge Street at Darby Street will be removed. Presently, this Project is
planned to start construction in early 2023 and is anticipated to be complete in the fall of 2023.
The City engaged MS Consultants, Inc. as the acquisition agent for the Project. In that role, MS
Consultants has been the point of contact, in addition to City staff, with the property owners on
the Project. The Project requires acquisition from one publicly owned and four privately owned
parcels as shown on the attached property acquisition map.
The City has reached agreement with all owners of the five affected parcels. The acquisition of two
parcels were provided by Ordinances 69-22 and 74-22 for the City’s Darby Street Parking Lot and
the adjacent DCS property, respectively. The City has participated in good faith discussions with
the three remaining private property owners and has arrived at mutually agreeable terms. Prior to
bidding the Project, all private landowners signed right-of-entry agreements allowing the City to
access and make changes to the areas impacted by the Project.
Acquisitions
A Good Faith Offer Letter, the appraisal report and associated information were provided to all
private property owners in October 2022. These property acquisitions are from three commercial
properties located within the Project area and consist of the following property interests from each
of the named property owners below and as depicted in the exhibits attached:

The Congregational Church of Dublin: The property is located on the south side of West Bridge
Street at 81 West Bridge Street, Dublin, Ohio 43017. The City participated in good faith discussions
with the owner, resulting in mutually agreeable terms of acquisition of property interest for $9,075.
Old Dublin Town Center II Condominium Association: The property is located on the south
side of West Bridge Street at 55, 61, and 65 West Bridge Street, Dublin, Ohio 43017. The City
participated in good faith discussions with the owner, resulting in mutually agreeable terms of
acquisition of property interest for $2,700.
Shanghi Enterprises, LLC an Ohio Limited Liability Company: The property is located on
the north side of West Bridge Street at 50 West Bridge Street, Dublin, Ohio 43017. The property
acquired from this parcel resulted in closing the parcel’s western parking lot drive exit to Bridge
Street and the loss of eight parking spots. The Project will create a new access to Franklin Street
and add two parking spots, resulting in a loss of six parking spots. A portion of the cost of this
acquisition is to remedy both the loss of parking on the owner’s land through realigning the shared
parking between 38 and 50 West Bridge Street and the loss of existing access from the property to
Bridge Street. The cost-to-cure for this aspect of the acquisition represents $84,000 of the total
cost of the acquisition. The City participated in good faith discussions with the owner, resulting in
mutually agreeable terms of acquisition of property interest for $178,500.

These ordinances authorize the City Manager to execute and accept on behalf of the City all
necessary conveyance documents to formally acquire the necessary property interests from each
property owner.
Recommendation
Staff recommends adoption of Ordinances 02-23, 03-23, and 04-23 at the second reading/public
hearing on February 13, 2023, as these ordinances authorize the City Manager to execute all
necessary conveyance and contract documents to formally accept the necessary property interests
described above.
