Meeting Minutes
Vice Mayor De Rosa called the August 1, 2022 Administrative Committee meeting to
order at 5:00 p.m.
Committee Members Present: Vice Mayor De Rosa, Ms. Kramb, Ms. Alutto
Staff present: Ms. Delgado, Ms. Rauch, Ms. Readler, Ms. Weisenauer, Mr. Rogers, Ms.
Miglietti
Approval of Minutes
Vice Mayor De Rosa moved to approve the June 7, 2022 minutes of the Administrative
Committee:
Ms. Alutto seconded the motion.
Vote: Ms. Alutto, yes; Ms. Kramb, yes; Vice Mayor De Rosa, yes.
Boards and Commission Annual Joint Meeting Agenda
Vice Mayor De Rosa shared that later in August, there will be a joint meeting with Council
and Boards and Commissions. A memo was distributed from the Clerk regarding potential
discussion topics suggested by City Council. Vice Mayor De Rosa invited Ms. Rauch to
offer staff’s perspective. Ms. Rauch stated that there have been recent inquiries related to
sustainability (solar panels) and staff is interested in Council’s desire for how far to push
sustainability. Right now solar panels are considered an accessory structure. Another
topic would be related to infill projects and mixed-use projects and how those work
together. Dublin is seeing a lot of infill development on an individual site basis. There are
current studies under way. There is a site in the middle of Bridge Street as an example.
Ms. Kramb clarified that staff is looking for direction on use versus building materials. Ms.
Alutto asked if that would include the sense of place as listed in the memo. Ms. Rauch
stated that since the City is updating the Community Plan and the Housing Study,
conversations around these topics can help educate those discussions. There is also the
opportunity for staff to administer some things. Staff would be interested to see if there
are items Council would want staff to administer in order to expedite approval processes.
Ms. Kramb asked if these are topics for August 31 and if there is a work session before
then. Mr. Rogers stated that there is a work session scheduled for August 15. Ms. Kramb
posed the question of whether these items could be discussed at a work session between

now and then. Vice Mayor De Rosa stated that it is highly unlikely that there will be a
work session dedicated to this. This joint meeting is a fairly new process. She provided
examples of past meeting strategies. Typically they have not shared Council’s position.
These meetings have taken a variety of angles. Ms. Autto stated that these topics fall into
3 categories: board/commission topics, items staff would like to talk to Council about,
and items staff is seeking Council direction on. Questions for Council to discuss and
provide clear direction on, should be taken to a work session. Ms. Alutto stated that these
need to be prioritized. Vice Mayor De Rosa asked about discussion items scheduled for
August 15. Mr. Rogers stated that the items currently scheduled are 5-year CIP and
Moving Council Initiatives Forward. Ms. Alutto stated that we usually have one CIP work
session that we don’t typically use. Vice Mayor De Rosa asked if it would make sense to
use this to prioritize. It might make sense to put these on board/commission agendas for
their thoughts. Ms. Rauch stated that has been done before. Boards/Commissions have
put up a list of items for discussion. Ms. Kramb stated that she is not sure Council should
get into detailed discussions with the board/commission members. She suggested the
joint meeting be used to determine what the boards/commission want Council to
prioritize and come back with. Ms. Alutto stated that some of this could be delegated to
CSAC as well. Ms. Rauch stated that she would be happy to provide feedback on Council’s
topics. Ms. Alutto stated that her topic (HOA pro forma) is something she would like to
ask information from the boards/commissions. Ms. Kramb summarized as follows: Council
is asking questions, Boards/Commission is giving Council a list of priorities, and Council
should present something. She suggested that Council share their Goals and how that
impacts boards/commissions. Ms. Rauch stated that would be helpful for them to
understand that. Ms. Alutto stated that she would like to leave a lot of time for
discussion. Vice Mayor De Rosa asked staff – for the update at the August 8 Council
meeting - to put together 3 categories (strategic goals, topics that Council would like to
discuss, and items boards/commissions would like to discuss with Council) and put
together sample topics that can be decided upon at that meeting. Ms. Rauch stated that
she would take care of that. Mr. Rogers shared that the tentative work session is in
November.
Adjournment to Executive Session
Vice Mayor De Rosa moved to adjourn to executive session for discussion of personnel
matters considering the employment of a public employee.
Ms. Alutto seconded the motion.
Vote: Vice Mayor De Rosa, yes; Ms. Alutto, yes; Ms. Kramb, yes.
The meeting reconvened and adjourned at 6:13 p.m.
