HomeMy WebLinkAbout11-30-21 CDC MinutesDUBLIN CITY COUNCIL COMMUNITY DEVELOPMENT COMMITTEE Tuesday, November 30 ,.2021 — 5:00 p.m. 5555 Perimeter Drive Council Chamber Mr. Reiner called the November 30, 2021 Community Development Committee meeting to order at 5:00 p.m. Members present: Mr. Reiner (Chair), Mr. Keeler, and Mayor Amorose Groomes Staff present: Ms. O'Callaghan, Ms. Rauch, Mr. Ranc, Mr. Stiffler Also present: Mr. Stang and Mr. Greene, Planning Next; Mr. Starr, Crawford Hoying, Mr. Seckel, Kelley/Weiler Minutes of theOctober 25. 2021 MeetinQ Mr. Keeler moved to approved the minutes of the May 25, 2021 CDC meetin Mayor Amorose Groomes seconded the motion. I Tote: Mr. Keeler, yes; Mayor Amorose Groomes, yes; Mr. Reiner, yes Metro Center Visioning Ms. Rauch introduced the agenda for the Metro Center Visioning including a review of the process so far. The focus for this meeting is evaluating the theme and strengthening recommendations from the Dublin Corporate Area Plan (DCAP), and making a recommendation to City Council revisions of the DCAP. Mr. Greene shared three potential themes for this area: Sustainability/Reency, Lifestyle/Entertainment, and Cultivation/Exploration. There would be an increase in density and uses over what is there now. Natural open space could be an important amenity. The goal is for development to happen in a way that fosters community and is unique to this space. Mr. Greene listed the essential principles for the area: increased density/intensity of development, variety of new diverse housing, amenities/services complementing users of the district, consolidation of parking, open space areas, and pedestrian connections. Mr. Greene stated that this could be a place that continues to -.mbrace the business world and that embraces cultivation. Mr. Greene shared illustrations of the existing site as well as the new visions (Concept A: Infill Vevelopment and it Redevelopment). R November 30, 2021 Page 2 November 30, 2021 Page 3 Proposed City Entryway Imorovements Mr. Ranc summarized key areas of feedback from October I I Council meeting an, provided updates on the following items. Entryway Signs Mr. Ranc stated that current City signs are dated and not standard. The level of landscaping varies. Staff heard positive feedback about increasing landscaping. Existin signage is not in keeping with current branding. Recognitions are placed haphazardly. There was concern about fonts. Mr. Ranc stated that Staff would like to try to keep as much contrast as possible and the green and white is the current branding and provid that contrast. He suggested ♦' having • designated area on the signs for recognition allows focus on the sign while having those recognitions. He shared options of fonts (Myriad Pro, Cambria, Tahoma, Lucida Bright) and noted that the City uses Tahoma o a lot of printed materials. Mr. Reiner stated that he likes the Tahoma font but is somewhat ambivalent. He does not like the attachment of the white piece. It seems cluttered. He suggested maybe a vertical progression instead of horizontal. Mayor Amorose Groomes stated that she does not care for the badges. She likes the serif fonts because they seem softer but it is a matter of preference. She stated that it 4 ' I FfTVp1,1AFTTL1-_7#TM1 MET November 30, 2021 Page 4 is too easy to put a sticker on your sign. She is not a fan of the badges on signage. That is why they are discussing Champions Park - to keep it clean. Mr. Keeler agreed. He likes simple and is in favor removing the accolades. He likes the fonts with serif. The font does evoke an emotional response and the ones on the left sans serif) are so clean they seem institutional. The ones on the right (serif) feel more welcoming. Mr. Reiner asked about shadow patterns on the sign. Mr. Ranc stated that they are looking at printing these in house. Staff can do that and bring back some exact samples. Mr. Ranc stated that he believes Staff has the ability to stamp rather than sticker the signs. The Committee agreed on font Alternative 3: Lucida Bright Font. Mr. Ranc stated that Staff will print a mock-up to get the Committee's recommendation. Mr. Reiner stated that the pole is very important. Poles throughout the City need to be looked at. The silver swords have to go. Mr. Keeler agreed. The maintenance is the only thing with different poles but it is worth the effort. Mayor Amorose Groomes stated that it can genuinely change the feel of the street. Mr. Ranc stated that Staff can bring back a couple of options on poles and cost that out and talk about maintenance implications. Mr. Keeler suggested resin if that exists. Mr. Reiner stated that there has to be a •f, •^ that would hold up. Mr. Reiner likes the Monument Sign A post. Monument Sign Mr. Ranc shared feedback received regarding monument signs. He shared alternatives from Staff. Mayor Amorose Groomes dislikes Alternatives B and C. She stated that she likes the October 1 Ith proposal but it resembles a headstone. She likes Alternative D if it could be tweaked in a creative way and the column would be limestone. Mr. Keeler agreed. Mr. Reiner stated that he likes Alternative A for sub signs. He likes Alternative D. Mr. Ranc stated that Staff will come back with options. "Champions Park" Concep Mr. Ranc shared a potential location in Coffman Park. He also shared a vision board for the concept. They envision something like Buckeye Park. Staff is looking for something that the Committee wants to explore deeper. Mr. Ranc stated that they are looking for input like how far back/forward to go, whether or not the park should include champions from activities other than athletics, and if Dublin residents attending high school outside of Dublin should be included. Mr. Reiner stated that he likes the memorial pavers. There is endless potential. Mayor Amorose Groomes stated that she is not crazy about the location but would rather use something that already exists. She suggested where the pavilion is located. Buckeye Memorial is neat because they are on the way to something. If they are placed over there, no one will ever go there and it will be lost. Mr. Ranc stated that there is a walking path in the proposed location but Staff can look at something else. Mayor Amorose Groomes stated that she wouldn't confine it to just athletics. She suggested putting parameters on it but working with the school. She suggested that we go back •11 IMAZA• —MATATMR-27 November 30, 202i Page 5 as far as we go back. She would limit it to • schools as other schools i• their own celebrations. Mr. Keeler agreed. Mr. Ranc stated that Staff will come back with each of these items. Sawmill Rd/ 1-270 Interchanae Mr. Ranc stated that Staff is working on the landscaping at the I-270/Sawmill Road Interchange. They are developing preliminary concepts and will come i• to the Committee at a future date. Mayor Amorose Groomes stated that mowing and weed control will be a i■ changer.
