HomeMy WebLinkAbout04-18-22 - CDC MinutesDUBLIN CITY COUNCIL C+MMYNIrf TEVELI;MENT C+M14IT—TEE Monday, April 18, 2022 — 430 p.m. 5555 Perimeter Drive Council Chamber I',iMmmgm Mr. Reiner called the April 18, 2022 Community Development Committee meeting to order at 430 p.m. Staff present: Ms. O'Callaghan, Ms. Mullinax, Ms. Blake, Ms. Rauch, Ms. Golivel Also present: Representatives from The Village at Coffman Park, Killilea, Hawk's Nest, Heather Glen, Tartan West, and Llewellyn Farms. Minutes of the March 21, 2022 Meeting Mr. Keeler moved to approve the minutes of the March 21, 2022 CDC meeting. Ms. Amorose Groomes seconded the motion. M E MM NUT I EA H R # x* 0=1 - 2022 Beautify Your Neighborhog�d Qrants Ms. Mullinax stated that the City received 6 complete applications from neighborhoods across Dublin. She shared a map indicating the neighborhoods. The total budget dedicated to the Beautify Your Neighborhood Grants is $32,000. The amount requested totals $25,215. Village at Coffman Park — Request: $4,480 Ms. Mullinax stated the proposed project is located on the north and south sides of the main entrance off of Wall Street and Kenzie Lane. Currently the two sides contain non -conforming rose bushes and overgrown daylilies. The rose bushes will be removed and healthy daylilies will be relocated. Various addonal proposed plantings will be on either side of the entrance. The Village of Coffman Park is proposing to remove and replace two benches on the east side of the pond and install two new benches under the gazebo area at the main entrance. Two lattice structures will be removed on the east side of the pond. Staff is supportive of proposed request. Ms. Amorose Groomes moved to recommend approval of this application to Council. Mr. Keeler seconded. Vote on the motion: Mr. Keeler, yes; Ms. Amorose Groomes, yes; Mr. Reiner, yes. Community Development Committee At 18, 2022 Page 2 Hawks Nest — Request: $5,000 Ms. Mullinax stated that the proposed project is located at easternmost entran to Hawks Nest at the intersection of Muirfield Drive and Cormorant Drive. The I wir"Umm April 18, 2622 Page 3 project scope includes removal of existing plantings which are original to the development to be replaced by new plantings that are deer and disease resistant. Weathered limestone ledgerock will be installed in groupings throughout the entry feature along with a lighting system for landscape up - lighting and shared use path lighting. Staff recommends approval with one condition: That all entry sign lighting is screened/shielded from view by evergreens or site grading, Ms. Amorose Groomes asked about the rock. Ms. Mullinax confirmed that it is limestone ledgerock. Mr. Keeler moved to recommend approval of this application to Council with the following condition: - That all entry sign lighting is .# #.# from view by evergreens or site grading. Ms. Amorose Groomes seconded. Vote on thg-motion: Ms. Amorose Groomes, yes; Mr. Keeler, yes; Mr. Reiner, yes. 0 Heather Glen — Request: $1,398 Ms. Mullinax stated the scope of the project includes the median at the Heather Glen entry located at the intersection of Heather Glen Boulevard and Innovation Drive. The project scope includes the removal of two dead Spruce trees and the grinding of their stumps. Both trees will be replaced with two Autumn Blaze Red Maple trees. Staff recommends approval of request with two conditions; 1. That the new trees are planted at least 20 feet apart and away from the existing honey locust tree; and 2. That the honey locust is continuously maintained and pruned. Ms. Amorose Groomes moved to recommend approval of this application to Council with the following conditions: 1. That the new trees are planted at least 20 feet apart and away from the existing honey locust tree; and 2. That the honey locust is continuously maintained and pruned. Mr. Keeler seconded. Vote on the motion: Mr. Reiner, yes; Ms. Amorose Groomes, yes; Mr. Keeler, yes. Tartan West — Request: $5,000 Ms. Mullinax stated that the proposed project is located on the north side of the entrance to the Tartan West neighborhood at the intersection of Hyland -Croy Road and Corazon Drive. The project includes the removal of intrusive ivy ground cover and Pachysandra; reduction of the landscape bed size and addition of sod; removal of an existing oak tree; and the installation of new plants. River rock will be added to provide better drainage on either side of the path and new ground lines will be installed to replace previous lighting. 'C71#11771 TIFFN C17 MmInee April 18, 2022 Page 4 Ms. Amorose Groomes asked if the genus species cultivar of the other existing is has been identified so that the new tree will match. Ms. Mullinax stated that she and the City's Zoning Enforcement Inspector were out on site to identify those and make sure new ones will match. Ms. Amorose Groomes stated that she wants to make sure the neighborhood will be pleased with this over the course of time. Ms. Amorose Groomes moved to recommend approval of this application to Council. Mr. Keeler seconded. Vote on the motion: Ms. Amorose Groomes, yes; Mr. Keeler, yes; Mr. Reiner, yes. Mr. Reiner stated that it is great to see people in each community show initiative to make their community look nice. There being no further business to come before the Committee, the meeting was adjourned at
