HomeMy WebLinkAbout11-29-21 Finance Com MinutesDUBLIN CITY COUNCIL FINANCE COMMMEE Monday, November 29,4:00 p.m. 5555 Perimeter Drive Council Chamber Ms. Alutto called the Finance Committee meeting of November 29, 2021 to order at 4:00 p.m. Committee members present= Ms. Alutto (Chair), Mr. Keeler Staff members present: Ms. Blake, Ms. LeRoy, Mr. Stiffler, Ms. Gischel, Ms. O'Callaghan, Mr. Earman APPROVAL OF MINUTES Ms. Alutto moved to approved the minutes of the September 21, 2021 Finance Committee meeting. Mr. Keeler seconded the motion. The motion passed by the following vote: Mr. Keeler, yes; Ms. Alutto, yes. . ATA447M 224(al-Al A I I V1 -T Representative: Rick Gerber Request: $58,000 Mr. Keeler asked about the increase of $8,000 from last year to this year's request. Mr. Gerber stated that they had been challenged with Covid but were able to start events in the ices this year. The organization has done a lot with social media and have seen more pedestrian traffic than ever before. They feel it has been a good return on investment. Mr. Gerber shared that they will be doing a lot of work with the Alliance including a new event in September to celebrate where yesterday meets tomorrow. Their goals it to embrace the heritage of the town and district. Ms. Alutto stated that H'DA updated their website this past year as well. Mr. Gerber confirmed that and stated that they are getting more responses. They are looking to step up current events as well as bring other events like kayaking on Wednesdays and more business appreciation days. Mr. Gerber shared that the organization intends to think more outside the box. He invited all to a new event called Time Truck which will work with smartphones and provide the history of the businesses along North and South High Street and along Bridge Street. Ms. Alutto expressed appreciation for the organization's partnership with Mr. Dring and his group. Club Ohio Soccer — Nike Challenge C Representative: John Heath Request: $12,000 1 Finance Committee Minutes November 29, 2021 i -age 2 Mr. Heath stated that the Nike Challenge Cup is one of the largest soccer tournamen in Central Ohio. This year will be the 231d tournament. The boystournament is at th end of April/beginning of May. Historically, they have 400 teams coming that weeken Numbers declined slightly due to Covid. They have seen an increase as things have opened up so they expect as good or better attendance. Mr. Heath stated that they have generated economic impact right up there with the Dublin Irish Festival. Only t Memorial Golf Tournament is larger. The Committee had no questions. I Crawford Hoying Foundation - Dublin Market Representative: Linsey Burklo Request: $25,000 ITIs. Burklo stated that the Dublin Market is a large-scale community event during the summer that is held every Saturday from 9:00 a.m. to 12:00 p.m. It brings together artisans, bakers, craftsmen, etc. It has been a successful event and they are planning to expand as the development expands. Ms. Alutto stated that the City originally provided $15,000 and it was revised to include other events. She asked if this includes other events. Ms. Burklo answered affirmatively and explained that this includes a Harvest Market in the fall, holiday events, and music events. Mr. Keeler asked if the tailgates are included. Ms. Burko stated that they are not, that is fully WNCI. They just work with them on street closures, Crawford Ht Foundation — Forelfest Representative: Linsey Burklo Request: $50,000 Ms. Burklo stated that this is done in partnership with the Memorial Tournament. The event is a three-day festival. They will be programming the district for the entire tournament. They don't have details together yet but intend to mimic what was done in years past. The Committee had no questions. Crohn's and Collitis Foundation (Central Ohio) — Take Steps Walk Representative: Maria Jones Request: $3,000 Ms. Jones stated that Take Steps is a celebration for folks living with Crohn's and Colitis. They dont have to suffer in silence. There are food vendors and music. Their MC has been Audrey Hasson with NBC4. Ben Gelber also gives visibility to the foundation the week of the event. Ms. Jones expressed appreciation for this opportunity. At the walk, they recognize teams that raise money for the foundation. One child raised $11,000 for the foundation, When he turned 16, he had a bar mitzvah and instead of gifts, he asked for donations. That is representative of the people attending this event, Ms. Alutto confirmed there are no street closures, • November 29, 2021 Page 3 Mr. Zuber stated that they are asking for funds to support the marching band showcase held in October. The funds support a police officer or two and lighting costs. They were able to have the showcase this year and had six marching bands participate in addition to the three Dublin bands. They are hoping to be closer to 10 to 20 bands next year. The Committee had no questions. Dublin Scioto • f• — Ohio • Middle School Lacrosse Tournament Representative: Rob Major, Treasurer Request: $8,000 RMNW-7 XFFM November 29, 2021 Page 4 May. They estimate 10,000 players and spectators. The event is staffed by volunteers. Many teams will stay in Dublin hotels. They estimate more than 400 hotel nights over the weekend. This is their primary fundraiser, Mr. Major stated that they are requesting grant proceeds to defray the cost of renting Dublin fields, to provide law enforcement support, and for street and utility work. The Committee had no questions. Dublin Soccer League — Dublin Charity Cup Soccer Tournament Representative: John Muir, 6631 Commerce Parkway Request: $15,000 Mr. Muir stated that the Dublin Charity Cup is on Labor Day weekend. This was the 32nd year for the tournament and they expect it to continue growing. They anticipate it to grow to 160 teams. Mr. Muir stated that nearly 1/3 of the amount is earmarked for equipment repairs used within the parks like John Deere gators being tuned up and various goals and nets used for all programs used within our community. The Committee had no questions. Dublin Youth Athletics — Wayne Williams Memorial Baseball Tournament Representative: David Hannon, Director of Travel Baseball Request: $21,000 Mr. Hannon stated that the application is for funding for the baseball tournament. It is entering its 19th year. Funds will be used to pay for City services with the Parks and Service departments. The tournament hosts 120 teams and brings in over 2,500 people to the Dublin community. They project 700 hotel stays. Numbers have been down because of Covid but the hope is that as things change, that numbers will get back to where they should be. This is one of the most premier tournaments in Ohio. Competition is pretty tough. The Committee had no questions. Dublin Special Olympics — Shamrock Games Representative: Kate Newman Request: $2,875 Ms. Newman stated that they are applying to host the 81h annual Shamrock Event. The event is usually held at Coffman High School and hosts 15 Special Olympics organizations. They do track and field, single and doubles tennis, volleyball, and weight lifting. They had roughly 500 athletes, 100 volunteers, and fames beyond that. Ms. Newman stated that they are estimating 1,000 attendees. She noted that events have been pretty close to normal for those that we have been able to have. The Committee had no questions. Arthritis Foundation — Classic Auto Show and Cruise-ir Representative: Jeff Archer Request: $15,000 TICIF7 November 29, 2021 Page 5 Mr. Archer stated that the dates are set for August 19-20, 2022. This will be the 39th annual show. Even with restrictions, they had a successful show in 2021. Participation was down slightly this year. Most participants bring extra people. They estimate about 1.7 people per car. There were about 4,600 attendees this year. Mr. Keeler stated that he had a car at the car show and thanked the organization for providing cars to City Council for the parade. Ms. Alutto stated that this is a great show 2nd thanked the organization. Ace Archery -® Buckeye Classic Representative: Chris Worthen Request: $25,000 Mr. Worthen stated that they have been holding the Buckeye Classic since 2016 and have had up to 612 archers. They expect international archers this coming year. This is the largest tournament held by USA Archery in a single location. This is the fastest growing location. They expect attendance to be close to 800 this year. Two new divisions have been this year. It will be exciting and they are requesting more space on the field this year to spread archers out. The Committee had no questions. Dublin United Soccer Club — Dublin United Champions Cup Representative: Chuck Stevens Request: $8,500 Mr. Stevens stated that the Champions Cup is one of the largest regional tournaments in Central Ohio, They are geared toward the middle -tier soccer player. This is an established tournament. It has been successful. Folks that attend enjoy coming to Dublin. We are a premier City with premier fields. Mr. Stevens stated that expenses were down this year to roughly half. Last year they were the only league to hold a tournament. They have suffered this year with regard to numbers, They were down 50 to 60 teams from the year before. They have roughly 684 hotel room nights. They anticipate the tournament to be a larger event next year. 0'apan-America Society of Central Ohio — JASCO Summer Festival Representative: Benjamin Pachter Request: $3,500 Mr. Pachter stated that they are looking for support for their Summer Festival. It started in 2018 as a bit of an experiment. There was no dedicated Japanese Festival in Central Ohio. There were a number of school-based festivals but no Japanese Community Festival. They moved to Coffman Park and got 1,500 attendees. Covid happened and they had just as many. They quickly realized that there is an interest within the community celebrating the culture. Attendance is about 50/50 Japanese and Americans. There are an increasing number traveling to Dublin for this event. The organization has had discussions and determined that maybe Coffman Park isn't the right venue; maybe Riverside Crossing would be an amazing opportunity to showcase this and Dublin as a 7 11 T M m7e, 9, t �1 M I November 29, 2021 Page 6 thriving community and to highlight the Japanese population. Dublin is the only city outside of a coast that has this large of a Japanese population. Ms. Alutto stated that she would definitely be curious to know where people are comir from. Mr. Pachter stated that they have tried to survey but it is very difficult to do that at this type of event. Riverside Crossing will allow some crowd control and information gathering. Ohio Buildawgs Elite — Cefine Wyatt Memorial Tournament Representative: Tim Wyatt Request: $8,000 Mr. Wyatt explained that the Celine Wyatt Memorial Tournament is a soft -pitch softball tournament. It has been held in Dublin for two years. Covid hit extra hard and both years, they were not able to add to the scholarship fund. They are asking for this grarr to help with fields and youth league cost so that they can help replenish money taken out of the fund. The event has been very successful in Dublin. They have heard nothin but rave reviews about how people enjoy coming to this location to play. They have gradually grown the tournament. The event is held at the Avery and Emerald Park location, The Committee had no questions. Approval of Administratively Reviewed Grant Application: Dublin 3erome Hig School Senior Class — Homecoming Parade The Committee had no questions. Mr. Stiffler stated that the budget has been increased to $225,000. Grant requests received totaled $288,175. Mr. Keeler suggested amendments to the requested amounts. He stated that his suggestions are based on the number room nights relative to City services and previous room nights as well as how detailed and transparent organizations are in spending. Ms. LeRoy stated that the World Archery's events have been smaller since the initial award. Ms. Alutto stated that she would like to get a feel for how some of these events are growing so that funds could be redistributed for things that havent occurred yet in May tr June. Mr. Stiffler stated that Staff will prepare a memo outlining Column D for recommendation to Council. Ms. Alutto moved to recommend the following grant awards totaling $225,000 and the mid -year review process to Council for consideration at their December 6, 2021 regular meeting.
