HomeMy WebLinkAbout08-22-22 Council MinutesRECORD OF PROCEEDINGS Minutes of Dublin City Council Meeting BARRETT BROTHERS • DAYTON, OHIO Forth 6101 Held— _ August 22, 2022 CALL TO ORDER Mayor Fox called the Monday, August 22, 2022 Regular Meeting of Dublin City Council to order at 6:00 p.m. ROLL CALL Present were Ms. Alutto, Ms. Amorose Groomes, Vice Mayor De Rosa, Mayor Fox, Mr. Keeler, Ms. Kramb and Mr. Reiner. Staff members present were Mr. McDaniel, Ms. Readler, Mr. StifFler, Mr. Ranc, Mr. Rogers, Ms. O'Callaghan, Mr. Dearth, Ms. Goliver, Mr. Hammersmith, Ms. Weisenauer, Ms. Dotson, Ms. Klus and Chief Paez. Also present: Members of the Dublin Select Diamondbacks Softball Team. ADJOURN TO EXECUTIVE SESSION Mayor Fox moved to adjourn to executive session for the purposes of: • Personnel Matters: Considering the Employment of a Public Employee; • To consider the purchase of property for public purposes; • Conferences with an attorney for the public body concerning disputes involving the public body that are the subject of pending or imminent court action; and • To consider confidential information related to a request for economic development assistance that involves public infrastructure improvements that are directly related to an economic development project, and which executive session is necessary to protect the possible investment or expenditure of public funds to be made in connection with the economic development project. RECONVENE — 7:00 PM PLEDGE OF ALLEGIANCE Mayor Fox invited Ms. Amorose Groomes to lead the Pledge of Allegiance. SPECIAL PRESENTATIONS Dublin Select Diamondbacks Softball National Champions Mayor Fox invited the Dublin Select Diamondbacks Softball Team to come forward along with Coach Gary Kurc. She shared that this team recently won the 2022 USSSA Eastern National Championship in Virginia. On behalf of City Council, she congratulated the team and their Coach and thanked them for being outstanding representatives of our community. She invited Coach Kurc to comment. Coach Kurc shared that each athlete's talent and skill secured the national championship. He stated that all of the young ladies are good students, good athletes and expressed his pride in coaching them. He also shared that this team has been like a family. CITIZEN COMMENTS There were no comments. SECOND READING/PUBLIC HEARING — ORDINANCES There were no Ordinances for second reading. INTRODUCTION/ FIRST READING/PUBLIC HEARING - ORDINANCES Ordinance 30-22 Adopting the 2023-2027 Five Year Capital Improvements Program Ms. Alutto introduced the Ordinance. Mr. Stiffler reviewed the hearing and work session schedule for the Capital Improvements Program (CIP). The resources available for this CIP total $227,713,087. There are 154 proposed funded projects totaling $221,457,200 in this CIP. Ms. Arnorose Groomes asked about the comments made at the work session relative to the charging stations and placeholder funding for Darree Fields. Mr. Stiffler stated that staff will be responding to the comments made and will be presenting those at the next work session. Ms. Kramb also wanted to make sure that the waterways maintenance be front loaded. She suggested that some projects that could potentially be deferred are the I-270 Sawmill Road Interchange landscaping, the entry signs/park signs and the Pocket Park on South High. Mr. Stiffler stated that he is hopeful that the remainder of August will be strong financially and those decisions won't have to be made. Ms. Kramb recalled that Council wanted more information on the COTA bus stations and the ridership. Mr. Stiffler responded affirmatively. Mr. McDaniel stated that staff is happy to talk through scenarios with Council. Vice Mayor De Rosa stated that she would like to have time to discuss the rising inflation and interest rate environment and how we think about financing within that environment. There was no public comment. The second reading/public hearing is currently scheduled for the September 12, 2022 Council meeting. Ordinance 31-22 Establishing the Creation of The OneOhio Opioid Relief Special Revenue Fund Ms. Alutto introduced the Ordinance. Mr. Stiffler stated that this fund is required by the Audior of State and the Ohio Revised Code. Deposits into this fund will include monies from settlement negotiations and litigation with the drug manufacturers and distributors of opiods. The City expects to receive payments over the next 18 years, totaling approximately $200,000. In July, the City Received our first payment of $8,209.57. These funds will be used in accordance with the OneOhio Memorandum of Understanding (MOU) and appropriated as part of the operating budget process. Staff recommended approval at the second reading/public hearing on September 12. There was no public comment. Forth 6101 Ordinance 32-22 Amending Ordinance No. 14-96 Passed April 1, 1996, As Subsequently Amended, To Supplement the Public Improvements to be Made to Benefit the Property Identified in that Ordinance Ms. Alutto introduced the Ordinance. Mr. StifFler stated that this Ordinance modifies the Thomas Kohler TIF in order to be able to utilize the funds in that TIF for projects, either in previously approved CIPs that have riot been executed or programmed, or in the 2023-2027 CIP. This TIF was created in 1996, and has been modified in 1999, 2002 and in 2014. The current fund balance of the TIF is $3.4 million and generates approximately $800,000 yearly in service payment revenue. This modification would allow the TIF funds to be utilized for public infrastructure improvements, specifically: the Intersection of Avery Road and Rings Road/Cara Road and the Avery Road South Shared -Use Path. The required notice has been sent to the Dublin City School District and Tolles Career & Technical Center. Staff recommended approval at the second reading/public hearing on September 12. There was no public comment. The second reading/public hearing is scheduled for the September 12, 2022 Council meeting. Ordinance 33-22 To Remove Special Assessments Previously Levied for Certain Public Improvements in the City of Dublin, Ohio in Cooperation with the Columbus Regional Energy Special Improvement District (Bridge Park D Block Project) Ms. Alutto introduced the Ordinance. Mr. Dearth stated that on February 25, 2019, Dublin City Council passed Ordinance No. 04-19, establishing PACE financing assessments of $31,221,830.28 to the property owners of Bridge Park Block D. The scope of work included equipping the new building construction with LED lighting, high -efficiency HVAC systems, building automation controls, and high -efficiency roof, building, windows, and doors. Since the project received funding, the construction has been completed and the property owner prepaid all outstanding amounts associated with the special assessment. Therefore, this Ordinance is necessary to remove the previously established special assessments on the property. Staff recommended approval at the September 12 meeting. There was no public comment. The second reading/public hearing is scheduled for the September 12, 2022 Council meeting. INTRODUCTION/PUBLIC HEARING/VOTE — RESOLUTIONS Resolution 41-22 Appointing a New City Manager and Authorizing the Execution of an Employment Agreement with the City Manager Ms. Alutto introduced the Resolution. Vice lvl,ayor De Rosa stated that in the fall of 2020 City Manager Dana McDaniel shared with Council that he would like to retire from his role as City Manager after 33 years of distinguished service and outstanding leadership with the City of Dublin. She thanked Dana for his leadership and service. Vice Mayor De Rosa shared the process that Council underwent in the search for a new City Manager. Council's goal throughout this process has been very clear — listen to the community, hold true to our vision of being the Global City of Choice, and identify an outstanding leader who is skilled, prepared, and committed to partnering with our amazing City staff, our community, RECORD OF PROCEEDINGS Minutes of- Dublin City Council Meeting BARRETT BROTHERS - DAYTON, OHIO Forth 6101 Held August 22, 2022 Page 4 of 6 our business and school partners and Council to make certain that Dublin remains the very best community in the U.S. to live, work, play and learn. After an extensive national search, our Executive Search firm partner engaged with dozens of interested individuals from around the region and the country and provided City Council with a strong slate of qualified candidates. Council has had the opportunity to conduct interviews with the finalists. At a special meeting held on August 2, 2022, Council unanimously approved a motion initiating contract negotiations with Megan O'Callaghan for the position of Dublin City Manager. I am pleased to report that these contract negotiations have successfully resulted in the Employment Agreement that is before Council for consideration. O'Callaghan will assume the role of City Manager on October 1, 2022. Vice Mayor De Rosa recommended approval of Resolution 41-22 and authorizing the execution of the employment agreement. Vote on the Resolution: Mr. Reiner, yes; Ms. Alutto, yes; Ms. Kramb, yes; Ms. Amorose Groomes, yes; Mayor Fox, yes; Vice Mayor De Rosa, yes; Mr. Keeler, yes. Ms. O'Callaghan thanked Council for the appointment. Dublin is a vibrant, global City of choice known for its safety, innovation, economic vitality and inclusion. She stated she is passionate about service and providing best in class services for our residents. She is proud that Dublin is the best City to live in, the best suburb to do business, and hosts the best community events. She loves living in Dublin and is excited to lead in Dublin. She credited Dublin employees with the amazing services and neighborhoods. There is a culture of excellence in this City. She thanked the employees that she has had the pleasure of working with since being at Dublin. She thanked Mr. McDaniel for his leadership, dedication to continuous improvement and professional development. She acknowledged the previous City Managers and Councils for their visioning and planning to make Dublin what it is today. She thanked her family. Her family was actively engaged in their community as she was growing up and she expressed excitement that she will be passing that tradition on to her children. She concluded by thanking Council for the opportunity to lead the City. Mr. McDaniel stated that he was very proud of Council and the process. The true strength of our form of government lies in its elected leaders and the vision that they provide. He expressed his pride in Ms. O'Callaghan and her skills and abilities to lead the City. He looks forward to the transition with her. He thanked the employees for continuing to do their great work. He appreciated the opportunity to serve. Ms. A! utto congratulated Ms. O'Callaghan. Ms. Arnorose Groomes thanked Ms. O'Callaghan for her willingness to serve. It is a 24/7 job and she welcomed her to her new role. Vice Mayor De Rosa noted Ms. O'Callaghan's impressive background and congratulated her. She noted that she looks forward to working with her and thanked her. Mr. Reiner stated that the City is in good hands. They are big shoes to fill, but he expressed his confidence in Ms. O'Callaghan's ability to lead. Mr. Keeler stated that Mr. McDaniel's motto was "All in, All the Time." He stated that he believes he heard what Ms. O'Callaghan's will be in her comments, "Culture of Excellence." Ms. Kramb congratulated Ms. O'Callaghan and expressed confidence in her. Mayor Fox expressed her excitement with the new chapter coming. She is looking forward to working with Ms. O'Callaghan. OTPER BUSINESS There were no items for other business. RECORD OF PROCEEDINGS Minutes of' __ Dublin City Council Meeting BARRETT BROTHERS • DAYTON, OHIO Fort 6101 Held August 22, 2022 Page 5 of 6 STAFF COMMENTS Mr. McDaniel congratulated our most recent Six Sigma Black Belts on passing their four -and -a -half-hour exam to become certified. The City now has 22 Black Belts, 56 Yellow Belts and 10 Green Belts. He recognized the newest black belts: • Kendel Blake (SSBB) — Management Analyst, CFDO • Kirby Dearth (SSBB) — Economic Development Administrator, Economic Development • Meghan Murray (SSBB) — Financial Analyst, Finance • Jeannie Willis (SSBB) — Director of Transportation and Mobility COUNCIL REPORTS • Tucci's Update: Mr. Keeler stated on August 9, 2022, he with Mayor Fox, City Manager Dana McDaniel and Director of Planning Jenny Rauch had the opportunity to meet with Craig Barnum and his architect, Mike Lusk to review the status of a permanent patio enclosure for Tucci's in Historic Dublin. Mr. Barnum shared some of the challenges and opportunities of the location of his business in Historic Dublin. Staff is exploring ways of improving the process that Mr. Barnum has gone through. Mr. Keeler stated that it was agreed that staff would investigate a number of the thoughts, challenges, and ideas that he brought. • Public Services Committee: Ms. Kramb stated that at the August 10, 2022 committee meeting, there were two items discussed. The first, the stormwater basin grant program has received its first applicant. The application will be on the next meeting agenda (September 12) for Council approval. Ms. Kramb stated that there is a matching requirement which requires planning for the HOAs. Now that there is awareness of the program, HOAs can plan appropriately and we may see more applicants for this program. The second agenda item was the Golf Club of Dublin and the issues with one of the holes on the golf course. The discussion will continue when the designer of the golf course is available to attend (possibly October). • Liaison Reports: o Board of Education: Ms. Alutto stated that discussion was held regarding the safety of students, teachers and staff. They also discussed training for the benefit of safety and to ease concerns about safety. Mental Health was briefly discussed and having possible opportunities to partner in the future with training. o US 33 Corridor: A meeting was held August 12. Mr. Keeler shared that the notable projects discussed: • The Jerome Township water tower and the water treatment facility. ■ Large development in Plain City, 1,200 units but only half are sold pending water and sewer; so once the water and sewer come online, they anticipate selling the balance of the units. ■ August 25, 2022 is the Business Impact Breakfast in Union County at the Avalon Theater. o Dublin Arts Council: Mr. Reiner stated that Sundays at the Scioto are still going strong. Disney's The Little Mermaid will be on September 4 at 6:30 p.m. o Veteran's Committee: Mr. Reiner did not have a report, but Mayor Fox shared that the Veteran's Tent at the Dublin Irish Festival was such a success that she has received a few positive comments. o Washington Township: Ms. Kramb stated that Washington Township requested to be part of the Parks and Recreation Master Plan Update process so they can share ideas with staff. The consultant working with staff has reached out to Washington Township since that meeting. Ms. Kramb also shared that there was a resident and his family that came to the meeting to thank the Fire Department for their life saving efforts when he had a medical emergency in July. On August 26, there will be a candidates forum held in downtown Columbus that will host the two candidates for Governor in the State of Ohio. She is looking forward to hearing their presentations and their thoughts on moving Ohio forward. o Planning and Zoning Commission: Ms. Amorose Groomes stated that they have had a very full agenda and they are navigating some difficult things. She appreciates the work they are doing. COUNCIL ROUNDTABLE • Ms. Amorose Groomes thanked the Greater Dublin Realty Association who recently held a meeting in the Council Chamber. It was interesting to hear their outlook on the housing market. • Mr. Keeler thanked Ben Pachter, Executive Director of JASCO, for the wonderful Obon Festival that was held recently at Riverside Crossing Park. There was a great deal of rich Japanese culture and customs. • Mr. Reiner commented on the Hero Hut that was at the Dublin Irish Festival that the Mayor mentioned prior. Every effort is being made to locate veterans and make sure they are reaching services they may need. • 'Vice Mayor De Rosa expressed appreciation to staff for hosting the Speed Management Public Meeting on August 9. She stated there is an open survey and encouraged residents to share their comments. • 'Mayor Fox stated that the Ohio Mayor's Alliance has developed a Grants Navigator Assistance Program that will assist cities in accessing federal grants. There is also a Grant Application Bootcamp that assists cities, under 150,000 in population, in applying for grants. At the state level, there is a violence prevention grant that Governor DeWine has added funding to. Dublin will be hosting the COMMA meeting on September 9. She also shared that the Consul General of Japan was at the Obon Festival and she learned a great deal about .Japanese culture. She stated that she was happy to see the Riverside Crossing !?ark and the Dublin Link Bridge being used to make several groups feel welcome in celebrating their cultures.
