J Mayor Fox called the Tuesday, August 2, 2022 Special Meeting of Dublin City Council to
—' order at 6:01 p.m.
ROLL CALL
Present were Ms. Alutto, Ms. Amorose Groomes, Vice Mayor De Rosa, Mayor Fox, Mr.
Keeler, Ms. Kramb and Mr. Reiner.
Staff present: Mr. McDaniel, Ms. Readler, Ms. O'Callaghan, Mr. Ranc, Mr. StifFler, Ms.
Weisenauer, Ms. Rauch, Ms. Blake, Mr. Fagrell, and Ms. Klus.
ADMINISTRATIVE COMMITTEE REPORT
Vice Mayor De Rosa provided an update on the future City Manager selection process.
She stated that in the fall of 2020, City Manager Dana McDaniel shared with Council his
intention to retire from his role as City Manager after 33 years of service and outstanding
leadership. She thanked Dana McDaniel for not only his commitment to providing this
community with an opportunity for an effective leadership transition, but for all he has
done for Dublin. She recognized his passionate leadership, his "all in, all the time"
service, and stated that this is a better community because of his leadership.
In 2021, Council launched the City Manager selection process and selected Affion Public,
one of the Nation's leading public service executive recruiting firms, to assist in this work.
In early 2022, Affion conducted dozens of interviews and held many group meetings with
a wide and inclusive set of community stakeholders. Those interviewed included City
staff, resident leadership from the homeowners' and civic associations, service community
partners, Dublin City Schools and Tolles Career & Technical Center, our boards and
commissions, executives from Dublin's business community and Council members.
As a result of these discussions, a position profile for the future City Manager was
composed and a regional and national search was launched. She shared that Council's
goal throughout this process has been very clear: listen to the community, hold true to
our vision of being the Global City of Choice and identify an outstanding leader who is
skilled, prepared, and committed to partnering with staff, our community and Council.
After an extensive national search, Affion engaged with dozens of interested individuals
from around the region and country and provided Council with a strong slate of qualified
candidates. Council had the opportunity to conduct interviews with these finalists.
Vice Mayor De Rosa moved to direct the Administrative Committee Chair and the Law
Director to initiate contract negotiations with Megan O'Callaghan for the position of Dublin
City Manager. Legislation to authorize the appointment and the employment agreement is
anticipated to be considered at the August 22, 2022 Council meeting.
Ms. Alutto seconded the motion.
Vote on the motion: Mr. Keeler, yes; Ms. Kramb, yes; Ms. Alutto, yes; Mr. Reiner, yes;
Mayor Fox, yes; Vice Mayor De Rosa, yes; Ms. Amorose Groomes, yes.
Vice Mayor De Rosa then provided a brief biography of Ms. O'Callaghan:
Megan O'Callaghan has been serving the City of Dublin since 2014, when she
was hired as the City's Public Service Director. She also served as Deputy City
Manager/Chief Operating Officer before being named Deputy City Manager/Chief
Finance and Development Officer in January 2021. Megan has overseen many
City divisions in her tenure. Among her responsibilities in the City, Megan has led
the Engineering Division, instituted the Transportation & Mobility division and
oversaw the construction of The Dublin Link pedestrian and bicycle bridge over
the Scioto River. Currently, she oversees the Divisions of Finance, Economic
Development, Planning and Building Standards.
Prior to the City of Dublin, Megan worked at the City of Columbus Ohio
Department of Transportation and Ohio Department of Transportation (ODOT).
She earned a Bachelor of Science Degree in Civil Engineering from The Ohio
State University and her Juris Doctor from Capital University Law School.

In the community, Megan fosters rich professional relationships with many City of
Dublin partners including Franklin, Union and Delaware Counties, ODOT and the
City of Columbus. She is Vice President of the Northwest 33 Council of
Governments, a member of the Mid -Ohio Regional Planning Commission
(MORPC) and serves on the Dublin Chamber of Commerce Board of Trustees
and the Dublin City Schools Business Advisory Council.
Vice Mayor De Rosa congratulated and thanked Ms. O'Callaghan and stated that Council
is looking forward to working with her over the next few weeks, and for the many
exciting years ahead. She also thanked staff and our many residents and community
partners for their input in this important process.
Mayor Fox invited Mr. McDaniel to comment. Mr. McDaniel congratulated City Council on
their great outcome of a very difficult process. He expressed gratitude for Council
seeking his input in the early stages of the process. He congratulated Ms. O'Callaghan
and stated that she will do a terrific job in this role. He commented on the hard work
that Ms. O'Callaghan has done to prepare herself for this position. She is a committed
public; servant. He stated that it is easier leaving the position knowing that it is in great
hands. He expressed his commitment through this transition process and setting the City
up for success and a great future trajectory.
Mayor Fox stated that Dublin has a long history of visionary leadership, and City Council is
confident in O'Callaghan's ability to execute its recently adopted strategic framework, which
outlines Dublin's vision to be the most sustainable, connected and resilient global city of
choice.
ADJOURNMENT TO EXECUTIVE SESSION
Mayor Fox moved to adjourn to executive session for discussion of personnel matters
considering the employment of a public employee.
Ms. Alutto seconded the motion.
Vote on the motion: Ms. Kramb, yes; Ms. Alutto, yes; Ms. Amorose Groomes, yes; Mayor
Fox, yes; Mr. Keeler, yes; Vice Mayor De Rosa, yes. Mr. Reiner arrived after Executive
Session had begun.
The meeting was reconvened at 7:10 p.m.
RECOGNITION/ RECEPTION DISCUSSION
Council thanked Ms. Delgado for the update on the upcoming recognition and reception.
Mayor Fox asked for any ideas and feedback to be provided to Ms. Delgado directly.
There being no further business to come before Council, the meeting was adjourned at
7:14 p.m.
