Re: Ordinances 25-22, 26-22, and 27-22 – Acquisition of Easements and
Appropriation of Right-of-Way – Annual Vehicular Bridge Maintenance (Shawan
Falls Drive Bridge Replacement Project) (21-011-CIP)
Background
The Shawan Falls Drive Bridge Replacement Project (the “Project”) will provide for the replacement
of the existing two-lane Shawan Falls Drive Bridge that is presently structurally deficient. The new
structure will be a three-lane bridge with sidewalk and includes the replacement of the existing
traffic signal at the SR161/West Bridge Street and Shawan Falls Drive/Corbins Mill Drive
intersection with traffic signal mast arms consistent with the Bridge Street District design
guidelines. This Project will also construct a sidewalk on the west side of Shawan Falls Drive for
pedestrians to access the Indian Run Falls Park from West Bridge Street and extend the Shawan
Falls Drive turn lanes. This Project is programmed for construction the second half of 2022.
The City engaged West Erie Realty Solutions, Ltd. (“West Erie”) as the acquisition consultant for
the Project. In that role, West Erie has been the main point of contact with the owners of property
from which acquisitions are necessary for the Project.
The acquisition of property interest are from the following property owners:
• OhioHealth Corporation, an Ohio not-for-profit corporation
• 220 W Bridge St, LLC, an Ohio limited liability company
• Biscar Properties, LLC
Acquisition
The property acquisitions consists of the following property interests from each of the above-
named property owners and as depicted in the maps attached:

A Good Faith Offer Letter, the appraisal report and associated information were provided to all
property owners in December 2021. All property owners agreed to the appraised value.
These Ordinances authorize the City Manager to execute all necessary conveyance documents and
contracts to formally acquire the necessary property interest.
Recommendation
Staff recommends adoption of Ordinances 25-22, 26-22, and 27-22 at the second reading/public
hearing on June 27, 2022 as these ordinances authorize the City Manager to execute all necessary
conveyance and contract documents to formally accept the necessary property interests described
above.
