Re: Resolution 27-22 – Accepting the Lowest and Best Bid for the Annual Sidewalk
Maintenance Program FY2022 (22-004-CIP)
Summary
On May 25, 2022, three (3) bids were received and publicly opened for the Annual Sidewalk
Maintenance Program FY2022 (22-004-CIP) which involves the removal and replacement of deficient
sidewalk sections throughout the City as depicted on the included Location Map. The 2022 Program
includes work at various locations as staff looks to concentrate on locations of higher pedestrian
traffic such as schools and parks in addition to requests for repairs and replacements from residents.
Please see the location map below for the general work locations. For Council’s reference, a copy of
the construction drawings for this Program have been provided electronically or a print version can be
provided to Council upon request.
The budgeted funds for the Sidewalk Maintenance Program in the 2022-2026 Capital Improvements
Program (CIP) are $250,000 from account AT226, Annual Sidewalk Maintenance Program. The
budgeted funds also provide for one other contract, estimated at $30,000 in 2022, for sidewalk
shaving.
The Engineer’s estimate for this Program was $220,500 during the bid. After the project bid opening
occurred, staff recognized an error in the Engineer’s estimate miscalculating the sidewalk replacement
costs. The revised Engineer’s Estimate is $290,000.
Strawser Paving Company, Inc. submitted the lowest and best bid of $291,020.00. Staff has reviewed
all bids and a summary of the bids received is listed below.

All of the bids received were higher than the revised estimate. Staff has determined that this is likely
due to multiple factors; inflation, trucking costs, and recent fuel costs increases. For both sidewalk
replacements and shaving, the resulting total estimated costs for this Program in 2022 is $321,020.

Engineering has consulted with Finance, and staff anticipates being able to cover the additional
Program cost using other unencumbered budgeted funds or within the actual 2022 income tax
revenues.
The work for this Program is expected to commence in July 2022 and is expected to be complete by
September 30, 2022.
The typical and customary communication methods will be used to convey construction information
with the residents and impacted property owners throughout the duration of this work. The City will
have a designated Engineering Project Inspector assigned to the work for this Program who will
provide coordination, be available to answer any questions and manage access needs at adjacent
residences throughout the performance of the work.
As in the past, the majority of the sidewalk repair locations are caused by roots from mature street
trees heaving the sidewalks. As part of the repair process, these roots will be pruned and removed.
Engineering works closely with the Dublin Forestry staff on the sidewalk repair process to ensure
impact to trees will be minimized where feasible. If Forestry staff determines that a tree should be
removed, Forestry staff will remove the tree, grind the stump and replace the tree following
completion of the sidewalk replacement. Trees that have larger roots removed in the sidewalk repair
process could have their canopies thinned and trimmed by Forestry staff. In 2021, approximately six
(6) street trees required removal as a result of the necessary root pruning.
In the event it is determined the necessary root pruning could be detrimental to the adjacent street
tree, staff will pursue meandering the sidewalk around the tree. Typically, sidewalk meandering does
require an easement outside of right-of-way from the adjacent property owner. When pursuing this
approach, staff reviews and discusses the meandering with the property owner and the easement
must be donated to the City if the resident is agreeable to the meandering. In 2021, sidewalk was
meandered around street trees at three (3) separate locations.
Recommendation
Staff has thoroughly reviewed the bid submitted by Strawser Paving Company, Inc. Previous
experience with Strawser Paving Company, Inc. has been favorable including these recent projects:
Bright Road Watermain Installation; 2021 Storm Structure Maintenance; 2021 Street Maintenance
Program – Phase 1 and 2. Staff is confident Strawser Paving Company, Inc. will perform well on this
Program.
Staff recommends Council approval of Resolution 27-22 accepting as lowest and best the bid of
Strawser Paving Company, Inc. in the amount of $291,020.00 and authorizing the City Manager to
enter into a contract with Strawser Paving Company, Inc. for this Program.
