The meeting of the Dublin Village Council was called to order by
Mayor James E. Lewis at 7:30 P.M. on Monday, June 18, 1984.

Councilmembers present were: Mr. Amorose, Mr. Close, Mrs. Headlee,
Mr. Lewis, Ms. Maurer, Mr. Sutphen, and Mr. Thornton. Law Director,
Mr. Smith, and Village Manager, Mr. Sheldon were also present as
were Village Staff personnel Ms. Prushing and Mr. Warner.
Mr. Thornton moved to accept the minutes of the June 4, 1984 meeting.
Mr. Sutphen seconded the motion. The vote was 7-0 for approval.
A motion to pay the bills was made by Mrs. Headlee. Ms. Maurer
seconded the motion. The vote was unanimous for paying the bills.
Public Hearing - Ordinance No. 27-84 - Proposed Budget for Fiscal 1985.
There were no comments or discussion during the Public Hearing.
Mayor Lewis discussed the Parks and Recreation Department budget,
specifically the $6,000 for the Fourth of July Activities. He mentioned
that perhaps the Village should consider financing some of the
activities (the fireworks display) but that he was not in favor of
budgeting $6,000 for the 4th of July Activities. He noted that the
St. Patrick's Day activities occur without any cost to the municipality.

Ms. Maurer also mentioned the $6,000 budgeted for the 4th of July
Activities and the $2,000 for the activities of the Senior Citizens.
She suggested that perhaps decreasing the amount spent on the 4th
of July and increasing the amount spent for the Senior Citizens would
be a better long term practice. She also noted the increase of
$10,000 ($80,000 to $90,000) in the income tax collection fee to
the City of Columbus. Ms. Prushing told the Council that the City
of Columbus charges the Village 5% on the first million and 3% after
that on the basic collection fees. A refund account is maintained.

Discussion ensued regarding the advisability of Dublin considering
the collection of their own income tax rather than paying the City
of Columbus to do it, resulting in considerable savings to the Village
by hiring an administrator. Mr. Close said that he felt that some
time during 1985 the Village should begin their own collection procedure;
however, other programs have priority in being put on the computer.
Ms. Prushing noted that Columbus must be given six months notice that
the Village will be collecting their own income tax, mentioning that
it would be advantageous to have said person "on the job" for six
months prior to the time of giving the City of Columbus their six
months notice.

Ms. Maurer requested clarification regarding the allocation of $4,000
for schooling under the Safety Fund. The Staff of the Police Department
is rather large and she felt that perhaps this dollar figure was rather
low. Ms. Prushing explained that courses offered to police pe~sons
are offered through the Ohio Police Officers Training Academy in
London, Ohio, and the fees are very reasonable (usually $50 to $80/week).
The $4,000 amount has not been exceeded in previous years, and that
includes the training of new police officers which runs about $1,000.
Mr. Sheldon said that Sgt. Geis, the training officer, assigns the
police officers to the appropriate courses. The Village has never
declined to send anyone to a course where attendance has been requested.

Ms. Maurer mentioned the reduction in the amount of fines anticipated
from Mayor's Court. She also mentioned the allocation from the
Federal Government. Since the report was prepared an allocation form
has been received, and the amount indicated on the form is $45,000.
Mr. Thornton requested information regarding the $15,000 in 1984 in
"Program Fees" under Estimated Revenue. Ms. Prushing said that this
dollar amount includes the daycamp charges, some clinic charges;
most of the $15,000 would be from the organized leagues (softball and
basketball). In essence, a $5,000 deficit is being realized in
youth and adult programs.
Mayor Lewis said that the Village in 1983 spent $7,349.95 and collected
$1,070.00 in contributions for a net cost of $6,279.95 to the munici-
pality for the July 4th Activities.
Mrs. Headlee said that she felt that the $6,000 is well spent; the entire
community enjoys the celebration.

Mr. Close said that he felt that the Village was spending money on things
for the 4th of July which do not add appreciably to the enjoyment of
the community. For example, some units in the parade last year were
paid for from this fund and did not add to the sense of community or
the enjoyment of the day. He said that he was in favor of the fire-
works, the parade, and the activities in the Park.
Ms. Prushing noted that this is a tax budget and the main purpose of the
tax budget is to establish the estimated revenues. The expenditures
have to be considered so that the County can see that the Village is not
over-exceeding its resources. It is also being looked at from the
standpoint of tax rates. The Village is not looking for an increase in
the tax rate.
At the present time the cemetery is, theoretically, self-supporting.
Mr. Thornton noted that the Safety Fund comprises one-seventh of the
total budget and is compounding at the rate of approximately 18% a year.
Ms. Prushing said that the Village is running pretty much on target
with regard to income tax collections for the projection for the year.
Mr. Close mentioned that the way of doing transfers appears to be cumber-
some.
Ordinance No. 25-84 - Accept Proposed Annexation of 16.1 Acres. Second
Reading. Mr. Sheldon noted that the 16.1 acres is zoned R-l.

Resolution 11-84 - Adopt Submittals from Parks and Recreation Committee.
Second Reading. Mayor Lewis requested that Councilmembers examine
closely the job descriptions for the Parks and Recreation Director from
the cities of Upper Arlington and Worthington. Mayor Lewis said that he
felt a job description should include the following three elements:
1. The background, the experience, the education required to fulfill
the responsibilities of the job.
2. Problem solving, which is a measure of the ability to adapt to
differing situations and react to them in such a manner that they
are handled in an expeditious and qualified manner.
3. Accountability - taking into account the respoRsibility for budgets,
monies, expenditures, and planning.

The job description submitted by the Parks and Recreation Committee, he
feels, is lacking in some of these elements. The job description
submitted by the City of Upper Arlington does focus on some of those
elements. Mayor Lewis suggested that perhaps some additions or changes
could be made to reflect more accurately the three elements described
previously.
Ordinance No. 19-84 - Accept Proposed Annexation of 9.2 Acres.

Ordinance No. 28-84 - To Accept Bid for 1984 Street Improvements. First
Reading. Emergency. Mayor Lewis noted that the recommendation of Mr.
Warner, describing the low bid of $188,324.00 from the S. E. Johnson
Company which is a little less than 10% over the estimated cost, and which
is within the allowable 15% by state law. Mr. Sheldon, responding to
a question, noted that since the time the estimate was made by the
Engineer and the bids came in there was a definite increase in the cost
of asphalt.
Mrs. Headlee introduced the Ordinance. Mr. Close made a motion, seconded
by Mr. Thornton to do away with the three time reading and treat as an
emergency. The vote was 7-0 in the affirmative. The vote on the
Ordinance was 7-0 for passage.
Ordinance No. 29-84 - To Amend the 1984 Annual Appropriations Ordinance
No. 53-83. First Reading. Emergency. Mrs. Headlee introduced the
Ordinance. Mrs. Headlee moved to do away with the three time reading
rule and treat as an emergency. Mr. Sutphen seconded the motion. The
vote was 7-0 for approval. The vote on the Ordinance was 7-0 for
passage.

Application to Place Land in Agricultural District. Mr. Smith, Law
Director, said that his office staff attempted to contact the applicant
without success, trying to get additional information regarding the
acreage, income, etc. Mr. Smith said that right now it does not meet
the qualifications. Mr. Close moved to oppose the request because of
insufficient information being provided with the application. Ms.
Maurer seconded the motion. The vote was 7-0 for disapproval of the
application.

Petition for Street Lights in the Downtown Dublin Area. Mrs. Headlee
felt that, even though expensive, the request should be given considera-
tion and be placed on a Council Meeting Agenda. Mr. Thornton concurred,
but suggested that additional information would be needed regarding the
maintenance cost to the Village since C&SOE has declined to become
involved in the installation and maintenance of the proposed lighting.
Mr. Thornton also mentioned a concern regarding the number of lights (40)
Would trees have to be uprooted for the placement of the lights?
Mayor Lewis suggested that the Village Manager and Village Engineer get
additional information. Mayor Lewis also suggested investigating further
how many property owners signed the petition, and also recommended
looking at some alternate designs.

Council Roundtable Discussion
Mr. Thornton
1. Requested that the Village Manager and Village Engineer get a cost
estimate to improve the easement that runs north of Monsarrat to
Pebble Creek (between Grandview and Longview) - building a side-
walk, getting rid of the weeds, and seeding the area.
2. Hayden Run Bridge is nearing completion. The City of Columbus is
working on a connector from Hayden Run to Tuttle resulting in an
influx of traffic on to Frantz Road. Mr. Thornton suggested the
following considerations:
A. Signalization at Shawan Falls and Corbin's Mill.
B. A connector road between Corbin's Mill and Monterey (south of
State Savings).
C. The flow of traffic into and out of Dublin Plaza on to Frantz
Road.

Mrs. Headlee
1. Mentioned the new moped law which went into effect on this date.
Said law requires that drivers of a moped wear a helment; there
will be no riding double, and no pulling of bicycles will be allowed.
2. She noted the large amounts of water at Avery Road Park, suggesting
that additional tiles be laid to adequately drain the site.
3. She felt that the street lights would add to downtown Dublin.
4. She mentioned the article in the Columbus Dispatch which said that
the Ballymead development was in Dublin. She called the newspaper
and told them that the subdivision is in Columbus and not in Dublin.

Mentioned the large trucks parked at the bait store on S.R.
with words printed on them - is this a form of advertising?
requested that Mr. Smith look into the matter.

1. The islands at the east end of the Scioto Bridge appear not to have
been swept.
2. The 18th Annual Dublin Kiwanis Frog Jump will be held June 30 and
July 1, 1984. Councilmembers are invited to participate as judges.

Mayor Lewis suggested that while the Village Engineer is examining the
street lights' situation perhaps he could consider what the alternatives
would be in tying into the City of Columbus electrical generation at
O'Shaughnessy Dam. A substantial reduction in the rate charged for
electricity would result, but the Village would then be responsible for
maintenance.
