Re: Resolution 24-22 – Accepting the Lowest and Best Bid for 2022 Sanitary Sewer
and Stormwater Maintenance Programs
Summary
On May 4, 2022, one (1) bid was received and publicly opened for the 2022 Sanitary Sewer and
Stormwater Maintenance Programs. These programs provide for task order maintenance and
repairs to Dublin’s sanitary and storm sewer systems when such needs are identified during
routine system inspections, resident requests, or on an emergency basis.
In the past, these two programs were bid and awarded as two separate program contracts. In
2021, no bids were received for the Sanitary Sewer Maintenance Program. As a result and in an
effort to create more bidder interest in these programs, the two were bid together this year.
The bid award and contract for these programs are based on a per unit hour cost for providing
laborers, foreman, and equipment (e.g., grader, dozer, backhoe, etc.) including equipment
operators, mobilization and fuel (see attached bid tabulation).
The annual Sanitary Sewer Maintenance Program provides for the maintenance, rehabilitation,
and repair of the City’s sanitary sewer system, which includes sanitary sewer mains, force
mains, manholes, clean outs, lift stations, wye connections at the sewer and laterals within the
City’s right-of-way. This maintenance program is a critical component of the City’s effort to
comply with the DFFO’s (Director’s Final Findings and Orders) established with the Ohio
Environmental Protection Agency (OEPA) on February 11, 2009.
The annual Stormwater Maintenance Program is critical to the City’s on-going efforts to
maintain Dublin’s public infrastructure and meet the National Pollutant Discharge Elimination
System (NPDES) Phase II regulations established by the OEPA.
Danbert, Inc. submitted the lowest and best bid of $2,400.00 per unit hour for providing labor
and equipment. A summary of the bid is listed below and a detailed bid tabulation is included
in the BoardPaq material.

The total budget for these combined programs is $350,000. This program budget is provided by
an annual allocation of $250,000 from the Annual Sanitary Sewer Maintenance Program
(ES221) and $100,000 from the Annual Stormwater Maintenance Program (AF221). These
program budgets represent an annual not-to-exceed amount.
Danbert, Inc. has performed the Stormwater Maintenance Program work for the past nine (9)
years, most recently in 2019 and 2020 at a rate of $1,830.00 per unit hour. In 2019, the Conie
Construction Company preformed the required services for the Sanitary Sewer Maintenance
Program at a rate of $1,750.00.
Staff believes other contractors did not submit bids for these programs due to existing
contractual commitments, greater interest in other work types available for them in 2022 or a
lack of interest in providing these requested maintenance services. When the Stormwater
Maintenance Program was bid previously in 2014, 2016, 2018, and 2020, Danbert, Inc. was the
only bidder. In 2011, Danbert, Inc. was one of three contractors that submitted bids and their
bid at that time was accepted as lowest and best.
The 2022 Sanitary Sewer and Stormwater Maintenance Programs will commence upon this bid
acceptance and subsequent contract execution, and shall be completed by December 31, 2022.
As has been customary with these programs since 2014, this is a one-year contract with an
optional renewal period for one additional year (2023).
Recommendation
Staff has thoroughly reviewed the bid submitted by Danbert, Inc. As indicated above, staff has
previously worked with Danbert, Inc. and has been pleased with their quality of work, attention
to detail, and responsiveness to repair requests.
Staff recommends Council approval of Resolution 24-22 accepting as lowest and best the bid of
Danbert, Inc. in the amount of $2,400.00 per unit hour and authorizing the City Manager to
enter into a contract with Danbert, Inc. for these programs.
