Township Boundary Adjustment Legislation (Gorden Property)
BACKGROUND
Dublin City Council accepted, via Ordinance 87-17, the annexation of approximately 44 acres of land
from Jerome Township (the "Annexed Territory"). This annexation was initiated via regular
annexation procedures by Aaron Underhill and David Hodge, agents/attorneys for Roger Warren
Gorden, Trustee of the Roger Warren Gorden Living Trust; and Denise Ann Gorden, Trustee of the
Denise Ann Gorden Living Trust ("Petitioner"). The Board of County Commissioners of Union County
approved this annexation at its May 25, 2017 meeting.
To ensure that fire coverage remains uniform within the City, it is the practice of the City to file a
boundary adjustment petition to transfer the annexed properties from Jerome Township to
Washington Township.
BOUNDARY ADJUSTMENT PETITION
Ordinance 17-22 would authorize the City Law Director to petition the Board of County
Commissioners of Union County to adjust township boundaries in Union County such that the
annexed territory would be removed from Jerome Township, and placed in Washington Township.
R.C. 503.07, as well as State, ex rel. City of Dublin v. Delaware County Board of Commissioners, 62
Ohio St.3d 55, 577 N.E.2d 1088 (1991), provides the City with the authority to file the petition, and
requires that the Union County Commissioners approve the petition.
As required by R.C. 503.07(B), the City has provided both Washington and Jerome Townships at
least 10 days’ written notice that this boundary adjustment legislation is being introduced and
considered by the City.
RECOMMENDATION
The Law Department recommends approval of Ordinance No. 17-22 at the May 9, 2022 meeting.

PETITION FOR ADJUSTMENT OF JEROME TOWNSHIP BOUNDARIES TO
EXCLUDE THAT TERRITORY WHICH, AS A RESULT OF ANNEXATION,
NOW LIES WITHIN THE CORPORATE BOUNDARIES OF THE CITY OF
DUBLIN, OHIO
TO THE BOARD OF COUNTY COMMISSIONERS
OF UNION COUNTY, OHIO
The City of Dublin, Ohio, by Jennifer D. Readler, its Law Director, respectfully
petitions the Board of County Commissioners of Union County, Ohio, pursuant to Ohio
Revised Code Section 503.07, for an order changing the boundaries of Jerome Township
to exclude territory that has recently been annexed by the City of Dublin, Ohio, and to
place that territory within Washington Township, and for such other action as may be
proper to make the boundaries of Washington Township identical with the limits of the
City of Dublin, Ohio.
The aforementioned Ohio Revised Code Section 503.07 states that a board of
county commissioners, on presentation of a petition, with the proceedings of the annexing
legislative authority authenticated, at a regular or adjourned session, shall upon the
petition of a city change the boundaries of the township.
The portions of the City of Dublin, Ohio, not presently included within the limits
of Washington Township include those portions of Jerome Township annexed by the City
of Dublin, Ohio, by Dublin City Ordinance No. 87-17, which was passed on January 9,
2018.
This petition is filed under the authority of Dublin City Ordinance No. ___-22,
passed _____________ _____, 2022, a certified copy of which is attached as Exhibit "A".
A certified copy of the minutes of said Council Meeting are attached for reference as
Exhibit “B”.
Ordinance No. 87-17 approved the annexation of 44.0+/- acres petitioned for by
Roger Warren Gorden, Trustee of the Roger Warren Gorden Living Trust; Denise Ann
Gorden, Trustee of the Denise Ann Gorden Living Trust which was then approved by the
County Commissioners at their May 25, 2017 meeting. A copy of Dublin Ordinance 87-
17 is attached as Exhibit "C".
As required by Section 503.07(B) of the Ohio Revised Code, Dublin notified both
Washington and Jerome Townships of its intent to amend the boundaries as set forth in
this Petition. A copy of the notices sent to Washington and Jerome Townships is attached
as Exhibit “D”.

Re: Notice of Boundary Change Legislation
Dear Mr. Caldwell and Ms. Robinson:
Ohio Revised Code § 503.07(B) requires a municipality that plans to vote on a change of
township boundary lines to notify any township that is the subject of such change. The City of
Dublin intends to petition Union County to adjust the boundary lines of Jerome Township to
exclude territory that, as a result of annexation, now lies within the corporate boundaries of the
City of Dublin.
The land to be removed from the township consists of 44.0 +/- acres that were annexed
into the City of Dublin by Ordinance 87-17. Dublin City Council will consider an ordinance to
petition Union County for this boundary adjustment at its April 25 meeting for a first reading and
then a public hearing/second reading at its May 9, 2022 meeting.
