Re: Resolution 07-22 – Accepting the Lowest and Best Bid for the Deer Run Force Main
and Lift Station Project (19-025-CIP)
Summary
On January 25, 2022, three (3) bids were received and publicly opened by Engineering staff for the Deer
Run Force Main and Lift Station Project (19-025-CIP) (the “Project”). The Project, which includes
installing approximately 12,750 linear feet of 16-inch sanitary sewer force main and a wet-weather
sanitary lift station (see attached location exhibits), is part of the sanitary sewer improvements
recommended in the Deer Run Sewer Modeling Report (2012). As a result, the Project was programmed
in the Capital Improvements Program (CIP) as the Deer Run Sanitary Sewer Improvements - Group #1,
MUNIS Project Number ES179. The force main will be located along Dublin Road between Deer Run and
Emerald Parkway. The lift station will be located on the existing sanitary sewer alignment near Deer Run
west of the Dublin Road right-of-way, on a 0.181-acre parcel acquired from the Muirfield Village Golf
Club (MVGC) as authorized by Ordinance 71-21 adopted by Council on November 8, 2021.
As result of the zoning for the parcel acquired from MVGC, it was necessary to gain approval of an
Amended Final Development Plan (21-018 AFPD) from the Dublin Planning and Zoning Commission to
construct the lift station on the MVGC property. On October 14, 2021, the AFDP for the Project was
considered by the Planning and Zoning Commission and received conditional acceptance pending three
conditions subject to Planning staff’s review and approval. The three conditions have been addressed in
the Project construction plans and subsequently received Planning staff approval. Additionally, Building
Standards staff has provided preliminary acceptance of the lift station manufacturer. Coordination with
Planning and Building Standards staff will continue as the Project is submitted for building permit review
and approval. A copy of the construction drawings for this Project can be provided to Council upon
request.
The Project was first advertised for bids last fall with three (3) bids opened on November 23, 2021. The
Engineer’s estimate at that time was $4,000,000 and the lowest bid submitted was $4,884,900. Staff
reviewed the bid and determined additional information was necessary to provide clarity for the work to
the Contractors. All bids were rejected and Engineering staff performed additional geotechnical
explorations to determine bedrock depth, adjusted the allowable work schedule on Dublin Road to
provide additional work days, and adjusted the Project completion date to account for extended material
lead times. Staff also recognized a significant increase in materials costs had occurred for several items
and revised the Engineer’s Estimate accordingly to $4,700,000.

The Project was advertised for bids again, with three (3) bids opened on January 25, 2022. Two bidders
were provided a second bid, and one bidder had not previously submitted for the first bid opening. Elite
Excavating Co. of Ohio, Inc. submitted the lowest and best bid of $4,982,213.00. Staff has reviewed the
bid and a summary of the bids received is listed below, and the increase in material prices between the
first and second big was the primary cause of the $97,313 increase from the first low bid.

Although the bids have come in substantially higher than the original Engineer’s Estimate, the increased
costs are consistent with the overall market. Further, staff feels this is an important project to complete
at this time. This project will help relieve the surcharging issues currently occurring in the Deer Run
Sanitary Sewer System. Regarding the Project funding, please refer to the memo and Ordinance 03-22
presented to Council for first reading at the February 14, 2022 Council meeting. Once Ordinance 03-22 is
adopted at the second reading on February 28, 2022, the necessary funding to the Project will be
established and available.
The work for this project is expected to commence in March 2022 with an interim completion date of
November 11, 2022 to complete the work on Dublin Road. The final completion date for all Project work
is April 14, 2023. Work restrictions are in place so no construction will occur and Dublin Road is restored
to at least pre-project conditions between May 20, 2022 and June 6, 2022 for the Memorial Golf
Tournament.
Maintenance of traffic will consist of four major phases, as follows: Phase 1 - Emerald Parkway to Brand
Road; Phase 2 - Brand Road to Brandonway Drive/Bellaire Avenue; Phase 3 - Brandonway Drive/Bellaire
Avenue to Amberleigh Way/Ashford Road; and Phase 4 - Amberleigh Way/Ashford Road to Glenaire
Drive. Access to properties on Dublin Road will be maintained at all times. All maintenance of traffic
phases are to be completed by November 11, 2022 with all lanes open to traffic on Dublin Road. Traffic
will be reduced to one lane, one direction on Dublin Road during each phase of the Project.
Dublin Road will be closed to through traffic for a period of three days at Limerick Lane due to the force
main alignment requiring work in both traffic lanes. This closure will be communicated in advance of its
occurrence and a plan-designated detour will be posted. The typical and customary communication
methods will be used to convey construction information to residents and motorists throughout the
duration of the work for this Project.
Recommendation
Staff has thoroughly reviewed the bid submitted by Elite Excavating Co. of Ohio, Inc. Previous
experience with Elite Excavating Co. of Ohio, Inc. has been favorable, including these recent projects:
Water Line and Sanitary Sewer Extensions – Areas 4A, 4B, 4C and Bright Road Cul-De-Sac Project

(2020); and Rings Road Waterline Extension and Tuswell Drive Waterline Relocation (2017). Staff is
confident Elite Excavating Co. of Ohio, Inc. will perform well on this Project.
Staff recommends Council approval of Resolution 07-22 accepting as lowest and best the bid of Elite
Excavating Co. of Ohio, Inc. in the amount of $4,982,213.00 and authorizing the City Manager to enter
into a contract with Elite Excavating Co. of Ohio, Inc. for this Project.
