CALL TO ORDER
Ms. Amorose Groomes called the Monday, January 10, 2022 Regular Meeting of Dublin
City Council to order at 7:00 p.m. at the Dublin Municipal Building.
PLEDGE OF ALLEGIANCE
Ms. Kramb led the Pledge of Allegiance.
OATHS OF OFFICE
Newly elected Council Member representing Ward 1, Amy Kramb took the oath of office,
administered by Ms. Amorose Groomes. Ms. Kramb was accompanied by her family
members.
Re-elected Council Member representing Ward 2, Jane Fox took the oath of office,
administered by Timothy Redman, Attorney at Law. Ms. Fox was accompanied by her
family members.
Re-elected Council Member representing Ward 3, John Reiner took the oath of office,
administered by his daughter, Genevieve Mills, Attorney at Law.
Re-elected Council Member representing Ward 4, Cathy De Rosa took the oath of office,
administered by Jennifer Readler, Attorney at Law. Ms. De Rosa was accompanied by her
family members.
ROLL CALL
Present were Ms. Alutto, Ms. Amorose Groomes, Ms. De Rosa, Ms. Fox, Mr. Keeler, Ms.
Kramb and Mr. Reiner.
Staff members present were Mr. McDaniel, Ms. Readler, Ms. O'Callaghan, Mr. Ranc, Mr.
Rogers, Chief Paez, and Ms. Weisenauer.
ADJOURNMENT TO EXECUTIVE SESSION
Ms. Amorose Groomes moved to adjourn to executive session to consider the appointment
of a public official.
Mr. Keeler seconded the motion.
Vote on the motion: Ms. De Rosa, yes, Ms. Fox, yes; Mr. Reiner, yes; Ms. Amorose
Groomes, yes; Ms. Kramb, yes; Mr. Keeler, yes; Ms. Alutto, yes.
The meeting was reconvened at 7:47 p.m.
ELECTION OF MAYOR
Ms. Amorose Groomes moved to nominate of Council Member Jane Fox to a two-year term
as Mayor.
Ms. Alutto seconded the motion.
Vote on the motion: Ms. Kramb, yes; Mr. Keeler, yes; Ms. Amorose Groomes, yes; Mr.
Reiner,, yes; Ms. Alutto, yes; Ms. Fox, yes Ms. De Rosa, yes.
ELEC17ION OF VICE MAYOR
Ms. Alutto moved to nominate of Council Member Cathy De Rosa to a two-year term as
Vice Mayor.
Ms. Amorose Groomes seconded the motion.
Vote on the motion: Mr. Reiner, yes; Ms. Fox, yes; Ms. De Rosa, yes; Ms. Kramb, yes; Ms.
Alutto, yes; Mr. Keeler, yes; Mayor Amorose Groomes, yes.

CITIZEN COMMENTS
Ms. Weisenauer stated that an online comment was received. She read the comment into
the record.
Sandy Grimwade, Tarton Drive, Dublin wrote:
For I would like our great council to consider amending the city charter so
only those who are voted at -large may be considered for mayor and vice -
mayor candidacy. If a council member is elected to such a position as a ward
representative only a small percentage of the city has actually voted for them.
I think it is not the best representation of our democracy. Please take this
recommendation into serious consideration. It is we the people who you are
elected to serve and we should all have the ability to vote such a figure to our
fine city.
CONSENT AGENDA
• Approval of Minutes of December 6, 2021 Regular Meeting
• Approval of Minutes of December 7, Special Council Meeting
• Notice to the Legislative Authority regarding the Addition of a New Member to the
LLC for Kona Craft Kitchen LLC, 6757 Longshore Street, Dublin, Ohio 43017. They
have a D5A Permit.
• Notice to the Legislative Authority for a New D5A Permit to Stonehenge F & B LLC,
5021-5227 Upper Metro Place, Dublin, Ohio 43017.
Hearing no request to remove an item from the Consent Agenda, Mr. Reiner moved to
approve the four items on the Consent Agenda.
Ms. Alutto seconded the motion.

Ordinance 91-21
Authorizing the City Manager to Execute and Accept Necessary Conveyance
Documents and Contracts to Acquire Certain Property Located at 7250
Riverside Drive, Identified as Franklin County Parcel Number 273-008411-00
From Hamdy A. Helal and Azza A. Elmorsy, Husband and Wife, for the Public
Purpose of Constructing a New Waterline Extension, and Shared -Use Path
Which Shall be Open to the Public Without Charge
Mr. Ranc stated that there have been no changes since the first reading of this Ordinance.
Staff recommended approval.
There were no public comments.

Mr. Ranc stated that there have been no changes since the first reading of this Ordinance.
Staff recommended approval.

INTRODUCTION/PUBLIC HEARING/VOTE — RESOLUTIONS
There were no Resolutions for consideration.
OTHER
• North Riverview Street Properties — Advisory Committee Process
Ms. O'Callaghan provided an update on the properties purchased by the City on North
Riverview Street. At the March 1, 2021 City Council Work Session, staff provided an
overview of the zoning, historical significance, and overall condition of each property.
Staff also presented next steps and proposed the formation of an Advisory Committee to
help guide the process moving forward and City Council was supportive of such a process.
The Advisory Committee will report back to Council as a whole. Staff envisions a
competitive Request for Proposal (RFP) process with the Advisory Committee providing
input into the development of the RFP and recommending the RFP to Council for approval
to advertise. The Advisory Committee will also review and evaluate proposals received and
recommend a selection, or multiple selections, to Council for approval before an
opportunity is awarded. City Council designated Mayor Fox and Council Member Keeler to
serve as Council's representatives on the Advisory Committee.
During the April 26, 2021 City Council Meeting, staff provided an update on the acquisition
of the properties and the formation of the Advisory Committee. Staff indicated the
following individuals were selected and agreed to serve on the Advisory Committee:

Gary Alexander, Architectural Review Board Member
Tom Holton, President, Dublin Historical Society
Frank Leary, Bridge Park West Homeowners Association Representative
Megan O'Callaghan, Deputy City Manager/Chief Finance and Development Officer
Brad Fagrell, Director of Building Standards
Jennifer Rauch, Director of Planning
Staff also indicated the Advisory Committee will be supported by a historic preservation
consultant and Law Director on an as -needed basis and will start their work after the City
closes on the properties. Council was supportive of the creation of the Advisory Committee
and process.
Following the City's closing on the properties in late October 2021, staff contacted the
Advisory Committee members and confirmed their interest in serving on the Advisory
Committee. Staff plans to convene the Advisory Committee for their first meeting to
include a visit to the properties and walk-through of the structures in late January 2022.
There were no public comments.
Council had no questions regarding the process or next steps.
• Work Session Schedule for 2022
Mr. Rogers provided proposed dates for work sessions in 2022 for Council's consideration.
Ms. Alutto has a conflict on the January and February dates, so staff will provide new
dates -to Council.
Mr. Reiner moved to approve the dates on the work session schedule for 2022 absent the
two dates yet to be scheduled in January and February.
Ms. Alutto seconded.

STAFF COMMENTS
Mr. McDaniel congratulated the re-elected and newly elected Council members. He also
congratulated new and re-elected Council leadership. He thanked Council Member Kramb
for spending time with staff to introduce her to City operations.
He also shared that the State of the City is planned for March 10, 2022 at the Wendy's
International Conference Center.
He stated that several events will be coming around St. Patrick's Day and more
information will be coming on those. He wished everyone a Happy New Year.
Mayor Fox wished Mr. McDaniel a happy birthday. Ms. Weisenauer was also
acknowledged for her birthday.
COUNCIL COMMITTEE ASSIGNMENTS AND OTHER ENTITY LIAISON

Mayor Fox read the proposed new Committee Chairs and members as well as Council
representatives to various entities:

Mr. Ruiner moved to approve the appointment of the Council committee chairs, members,
and representatives to entities as read.
Ms. Alutto seconded the motion.

COUNCIL ROUNDTABLE
Ms. Alutto stated she is looking forward to spending a new year with everyone.
Ms. Amorose Groomes congratulated the re-elected Council members and the newly
elected Council member. She also congratulated Council leadership and stated that she
looks forward to a great couple years.
Vice Mayor De Rosa welcomed Ms. Kramb and congratulated Mayor Fox. She looks
forward to a great year.
Ms. Kramb stated that she is grateful to be sitting among Council and was appreciative of
the warm welcome.
Mr. Keeler welcomed Ms. Kramb and wished everyone a happy new year.
Mr. Reiner wished Mr. McDaniel and Ms. Weisenauer a happy birthday. He thanked Ms.
Amorose Groomes for all her hard work as Mayor. He congratulated Mayor Fox and Vice
Mayor De Rosa.
Mayor Fox welcomed Ms. Kramb. She is grateful to her Ward for re-electing her so she
can continue in public service. She stated she is humbled and honored to have the
support of her fellow Council Members to represent them and promote the shared goals
and visions of this Council. She shared that politics should not define government, public
service should. She stated that the work she has witnessed from her fellow Council

Members models what commited public service looks like. She thanked her colleagues for
upholding true statesmanship. She stated that they are wise, skillful and respected in
these positions. She thanked staff for their work. She thanked Ms. Amorose Groomes and
Vice Mayor De Rosa for the work they put in for the last two years during the pandemic.
She thanked Ms. Amorose Groomes for her encouragement and friendship. She stated to
her children, grandchildren and everyone watching, the importance of public and
community service. She quoted Desmond Tutu who said, "do your little bit of good where
you are, its those little bits of good put together that overwhelm the world."
