Re: Ordinance 84-21 – Adjusting Ward Divisions and Boundaries
Summary
In accordance with Section 9.04 of the Revised Charter for the City of Dublin, Ohio, City
Council is charged with reviewing the division of wards and associated boundaries no less than
every 10 years. In order to meet this requirement, Council passed Ordinance 21-21 in May of this
year maintaining the existing ward boundaries as the 2020 US Census Data release had been
delayed due to the COVID Pandemic. Ward Boundaries had last been reviewed in May, 2011. The
2020 US Census Data has since been released and Staff has reviewed potential scenarios for the
re-division of wards with the assistance of an analysis tool provided by Esri, the developer of Arc
GIS. Options & potential scenarios were presented to City Council during the November 1, 2021
Council Workshop and direction was provided to staff on the scenario to be further developed and
presented to Council for consideration for approval.
While the Revised Charter only provides two criteria for the division of the City into wards; that
wards be substantially equal and lines be drawn in accordance with certain specified parameters,
Council expressed desire for staff to review the ward boundaries in terms of the current splitting of
individual neighborhoods by ward boundaries and previous “carve outs” that have been confusing
to residents. With this in mind the following describes the proposed adjustments to all four ward
boundaries. The elimination of splits and carve outs does limit the ability to bring a more complete
balance between the wards, but it will serve to limit confusion in the future.
Current Status – Dublin current population is 49,328 per the 2020 US Census. Wards have
become and are projected to continue becoming more imbalanced through the year 2026, as
reflected in this chart. The map below illustrates the current ward boundaries.

Recommendation

WARD BOUNDARY DESCRIPTIONS
November 4, 2021
All ward boundary lines shall be contiguous with the centerline of public roads, rights-
of-way, streams, and rivers, unless otherwise noted by specific description, and
elsewhere shall follow existing county, township or corporate boundaries.
WARD 1
All population located in the incorporated area of the City of Dublin, Counties of Franklin
and Delaware, Township of Washington, State of Ohio, further described as being all of
that property situated south of Interstate 270 which lies east of the Scioto River; all of
that property situated north of Interstate 270 which lies east of the Scioto River; and all
of that property situated on the west side of the Scioto River bounded as follows: North
of Interstate 270 from the Scioto River west to Post Road, then west with Post Road to
Emerald Parkway, then north with Emerald Parkway to Coffman Road, then north with
Coffman Road to Brand Road, the northwest with Brand Road to the easterly property
line of 5584 Brand Road, then north with the easterly line of 5584 Brand Road to the
southwest corner of the Brandon subdivision, then north to the northern border of the
Brandon subdivision, then east to the western border of the Tree Tops of Brandon
subdivision, then northwest with the western borders of Tree Tops of Brandon, Woods

that property situated southeast of Interstate 270 which lies west of the Scioto River; all
of that property situated west of Interstate 270 which lies south SR 161/US 33.

All population located in the incorporated area of the City of Dublin, Counties of
Franklin, Union and Delaware, Township of Washington, State of Ohio, further
described as being all of that property situated in Delaware County; all of that property
situated north of Mitchell-Dewitt Road which lies west of Hyland-Croy Road; all of that
property situated north of Brand Road which lies West of Muirfield Drive; and all of that
property situated south of Brand Road and west of Muirfield Drive bounded as follows:
from Brand Road south along Avery Road to the extension of the south property line of
7400 Avery Road, then east with the south property line of 7400 Avery Road and
