Re: Resolution 68-21 – Accepting the Lowest and Best Bid for the Annual Retaining
Wall and Decorative Wall Maintenance Program (21-022-CIP)
Summary
On October 26, 2021, two (2) bids were received and publicly opened through Bid Express by Division
of Engineering staff for the Annual Retaining Wall and Decorative Wall Maintenance Program (21-022-
CIP). The Annual Retaining Wall and Decorative Maintenance Program (Program) provides funding for
maintenance of the City’s retaining and decorative walls. The Program is part of the City’s overall
asset management efforts, and as such the Division of Asset Management and Support Services
creates the annual Program work plan. The focus of the Program is to address and prioritize structural
problems while also focusing on the aesthetics of the wall.
The 2021 Program involves replacement of the deteriorated and delaminated stone veneer on the
Oak Meadow Drive structure over the North Fork of Indian Run within the Oak Park subdivision. For
reference, please find a location map for this Program provided below.
The Engineer’s estimate for this Program is $140,000. The budgeted funds for the Annual Retaining
Wall and Decorative Wall Maintenance Program in the 2021-2025 Capital Improvements Program
(CIP) are $125,000 from account AT21E.
2K General Company, Inc. submitted the lowest and best bid of $148,000. Staff has reviewed all bids
and a summary of the bids received is listed below.

All bids received were higher than the Engineer’s estimate. Staff has determined this is likely the
result of the unknown amount of effort involved to remove the existing stone veneer, as well as the
necessity of working over the active waterway. The additional funds necessary for this work are
available from unencumbered funds from other 2021 projects and programs within the CIP.
Due to lowering temperatures and the lead time in obtaining synthetic stone, the work for this
Program is expected to commence in the Spring 2022 and will be complete by May 20, 2022.

The typical and customary communication methods will be used to convey construction information
with the residents throughout the duration of this work. The City will have a designated Engineering
Project Inspector assigned to the work for this Program who will provide coordination and be available
to answer any questions throughout the performance of the work.
Recommendation
Staff has thoroughly reviewed the bid submitted by 2K General Company, Inc. Previous experience
with 2K General Company, Inc. has been favorable, including the recent completion of the World War
II Memorial for the Grounds of Remembrance at Veterans Park. Staff is confident 2K General
Company, Inc. will perform well on this project.
Staff recommends Council approval of Resolution 68-21 accepting as lowest and best the bid of 2K
General Company, Inc. in the amount of $148,000 and authorizing the City Manager to enter into a
contract with 2K General Company, Inc. for this Program.
