McDaniel, City Manager Date: October 5, 2021 Re: Resolution No. 58-21, Resolution Declaring Sole Source and Authorizing the City Manager to enter into an Agreement with the Fishel Company/Columbus Fibernet/Dublink LLC to Deploy and Splice Certain Fiber Optics Background As part of the construction of roadways and utilities associated with the re-construction of Riverside Drive and development of Riverside Crossing Park and Bridge Park, the City constructed a multi-conduit system designed to accommodate and carry fiber optics. This forward-thinking deployment is consistent with the deployment of other such conduit systems throughout other portions of Dublin, known as dubLINK. Typically, the Fishel Company/Dublink LLC. is franchised under the City’s Right of Way Management Ordinance and constructs, manages and operates a multi-conduit system and charges for leases of these conduits to multiple telecom/internet providers at rates approved by Dublin City Council, thereby minimizing disruption to much of the City’s rights of way. Additionally, the City of Dublin deploys its own fiber optic bundle throughout this conduit system. This bundle of fiber is referred to as dubLINK. In the case of the areas being addressed herein, the City chose to construct and retain ownership of its own multi-conduit infrastructure due to the complexity of the built environment. Previously this year, Council authorized a revised lease schedule for dubLINK fiber and extension of the maintenance of dubLINK fiber by the Fishel Company/Dublink LLC. As part of that Agreement, the City will have the Fishel Company/Dublink LLC. manage the conduit and fiber optics in this specific area. While conduit has been constructed in this area, the City has not yet deployed its own fiber optics in this particular conduit system. In the last 18 months the City completed connectivity creating a fiber loop to this area. This included connection along Bridge Street between Franz Road and Riverside Drive to include crossing the River and some fiber optics in the immediate are of Bridge Park. Now is the time to complete the deployment of City-owned fiber optics to this area, some of which will also complete connectivity and complete additional loops in the immediate area. Staff has sought a quote from the Fishel Company/Dublink LLC. for the deployment and splicing of fiber optics in the City-owned conduit in this area. The total cost for deployment and splicing is $189,345. Collectively this amount exceeds bidding threshold requirements. The scope of work for this project is attached with details and associated costs. Staff is of the opinion that these prices are consistent with the market and previous worked performed. It is important to also note that additional conduit capacity owned by the City will be available in the area. The City will be able to allow access to this conduit at a significantly reduced rate in order to incent competition and capacity while minimizing construction activity and negative impacts on the infrastructure. The justification for declaring sole source and waiving competitive bidding is as follows: 1. The Fishel Company/Columbus Fibernet/Dublink LLC built, manage and maintain the Dublink conduit system and City-owned dubLINK fiber optic since its inception. 2. Council recently passed a revised lease structure and authorized a maintenance agreement for the same to manage and maintain the dubLINK fiber system going forward, as well as, the conduit system within the area under consideration. 3. Having Fishel Company/Columbus Fibernet/Dublink LLC construct this portion of the system is in the City’s best interest because they will manage the system after the fact and insure all connection points to various laterals are properly constructed. 4. It is imperative, as in the past, that only Fishel Company/Columbus Fibernet/Dublink LLC conduct the splicing to the existing active fiber optics which they have been and will continue to manage. This is the most sensitive part of this project. Please contact me with any questions you may have. City of Dublin, Ohio Scope of Work: Fiber Installation for Blocks of Bridge Park Submitted August 24, 2021 Columbus FiberNet 1366 Dublin Rd. Columbus, Ohio 43215 Executive Summary Thank you for the opportunity to provide you with a statement of work for various buildings located within the Bride Park District. Below is a detailed scope of work and proposal for each intersection for your review. A-Block Fiber Installation: Construction:  Call OUPS at least 48 hours in advance of excavation  Gather Material  Mobilize to Jobsite  Rod pathway from Dublink MH buildings within A-Block (A2, A3, A4) approx. 1,500 ft  Pull in new 96F SM Corning  Restore area to like condition with seed and straw  Demobilize from site Splicing and Testing  Supply material new 96F SM Corning Fiber, term. panel, and LC connectors for A2, A3, and A4. A1 to have already been populated with but not terminated.  Prep new 96F SM fiber to go into a new midspan splice case  No splicing is considered within this SOW as there are no active connections to be made  Terminate (12) fibers using LC connectors per building and Label  All work to be performed during normal daylight hours  OTDR and Power Meter will occur unidirectional since there is no Z location to test from. A-Block Total Installation Cost $ 41,250.00 B-Block Fiber Installation: Construction:  Call OUPS at least 48 hours in advance of excavation  Gather Material  Mobilize to Jobsite  Rod pathway from Dublink MH buildings within B-Block (B2, B3, B4/5 are joint) approx.. 1,150 ft  Pull in new 96F SM Corning  Restore area to like condition with seed and straw  Demobilize from site Splicing and Testing  Supply material new 96F SM Corning Fiber, term. panel, and LC connectors for A2, A3, and A4. A1 to have already been populated with and terminated.  Prep new 96F SM fiber to go into a new midspan splice case  No splicing is considered within this SOW as there are no active connections to be made  Terminate (12) fibers using LC connectors per building and Label  All work to be performed during normal daylight hours  OTDR and Power Meter will occur unidirectional since there is no Z location to test from. B-Block Total Installation Cost $ 37,480.00 C-Block Fiber Installation: Construction:  Call OUPS at least 48 hours in advance of excavation  Gather Material  Mobilize to Jobsite  Rod pathway from Dublink MH buildings within C-Block (C1, C2, C3) approx.1,650 ft  C4/C5 does not appear to be serviced by Dublink based on the maps we have to bid from.  Pull in new 96F SM Corning  Restore area to like condition with seed and straw  Demobilize from site Splicing and Testing  Supply material new 96F SM Corning Fiber, term. panel, and LC connectors for C1, C2, C3  Prep new 96F SM fiber to go into a new midspan splice case  No splicing is considered within this SOW as there are no active connections to be made  Terminate (12) fibers using LC connectors per building and Label  All work to be performed during normal daylight hours  OTDR and Power Meter will occur unidirectional since there is no Z location to test from. C-Block Total Installation Cost $ 41,995.00 D/H-Block Fiber Installation: Construction:  Call OUPS at least 48 hours in advance of excavation  Gather Material  Mobilize to Jobsite  Rod pathway from Dublink MH buildings within D-Block (D1, D3, D4/5) approx.. 5,600 ft  Block H goes to a pull box based on the maps we have to bid from and does not show lateral connections to buildings.  Pull in new 96F SM Corning  Restore area to like condition with seed and straw  Demobilize from site Splicing and Testing  Supply material new 96F SM Corning Fiber, term. panel, and LC connectors for D1,D3, D4/5  Prep new 96F SM fiber to go into (3) new midspan splice case  No splicing is considered within this SOW as there are no active connections to be made  Terminate (12) fibers using LC connectors per building and Label  All work to be performed during normal daylight hours  OTDR and Power Meter will occur unidirectional since there is no Z location to test from. D/H-Block Total Installation Cost $ 68,620.00 Exceptions & Clarifications This quotation is based on the following:  City of Dublin’s Request for Quotation.  No Site Survey conducted by CFN .  All work will be performed during normal business hours.  Dublink was built by others and is understood to have pull string already available  Dublin will work with CFN to achieve continuous access to the buildings through Crawford Hoying or other landlords to allow for work to happen without interruptions.  This quote is based on prevailing wage rates. We have included the following:  A full-time on-site project supervisor for the duration of the project.  Delivery cost for tools, equipment, and materials to the project site. We have excluded the following:  Providing and/or installing cable tray in ceilings and hallways.  Providing and/or installing fire-stopping products other than those used to seal the conduit sleeves that Team Fishel uses.  Any Right of Entry required and associated costs will be sought by Dublin and any fees to CFN will be paid as a cost plus markup through CFN and are not included within this SOW.  We have excluding pricing for rock ground conditions, should rock be encountered, we will stop operations until a change order can be agreed up. CFN reserves the right to re-price should portions of this proposal be changed. Likewise, alterations or deviations from this proposal shall be executed only upon signed approval, which may result in additional charges above and beyond the original estimated figure(s). All agreements are contingent upon acts of natural disasters, strikes, accidents or delays beyond the control of Columbus FiberNet. This proposal is based on soft soil ground conditions. Should rock conditions be encountered work will stop until a change order is agreed upon. This proposal is based on current Prevailing Wage rates. Confidential Information: This proposal and price information is confidential and proprietary, for use only by The City of Dublin and shall not be disclosed to others.
