The meeting of the Dublin Village Council was called to order by
Mayor James E. Lewis at 7:30 P.M. on Monday, March 5, 1984. Roll
call was as follows: Amorose, present; Close, present; Headlee, present;
Lewis, present; Maurer, absent; Sutphen, absent; Thornton, present.
Mr. Smith, Law Director, and Mr. Sheldon, Village Manager were also
present. Village Staff members in attendance were Mr. Warner, Village
Engineer, and Ms. Prushing, Finance Director.

Mr. Close moved to accept the minutes of the February 20, 1984 meeting.
The motion was seconded by Mr. Thornton. The vote to approve the
minutes was 5-0.
Mrs. Headlee made a motion to approve the bills, seconded by Mr.
Thornton. The vote to approve the bills was 5-0.
Tabled Ordinance No. 01-84 - Sections 6 and 7 - Cemetery and Forestry
Commission. There were no recommendations for appointments to the
Cemetery and/or Forestry Commission.

Ordinance No. 10-84 - Amendment to Village Codes Re: Blights, etc.
Second Reading. Mayor Lewis announced that since this Ordinance is
an amendment to a Village code a Public Hearing will be held March
19, 1984 at 7:30 P.M. Before that time the Law Director will distribute
his comments with regard to the conversation at the Council Meeting of
February 20th which may be considered in the way of amendments. At
the Public Hearing the Ordinance could be treated as a third reading
or Council could decide to postpone the third reading until the meeting
of April 2, 1984. Mr. Smith noted that he had received several calls
from residents expressing their concerns regarding certain sections
of the Ordinance and Mr. Smith said he would address those concerns
at the Public Hearing on March 19, 1984.

~oard of Zoning Appeals. First Reading. Introduced by Mrs. Headlee.
Resolution No. 05-84 - Authorize Preparation of Plans for a Petitioned
Waterline on Shier-Rings Road. First Reading. Introduced by Mrs.
Headl ee .
Accept Final Plat - Muirfield Phase 17, Part Two. Mr. Thornton moved
for acceptance; Mr. Close seconded the motion, and the vote for
acceptance was 5-0.

Capital Improvements
Mr. Sheldon outlined the five projects which the Village Staff feels
should hopefully be completed in fiscal 1984.
1. Projects A-1 and A-2: The looping of the waterline on Rings Road
with the Frantz Road waterline. The looping of the waterline on
Post Road with the waterline serving Muirfield, River Forest,
Donegal Cliffs, etc. which is fed by the Summitview Road waterline.
2. Project A-7: Construction of the Upper Scioto West Branch Sewer
to eliminate our main sewage Pump Station.
3. Projects B-1 and B-2: Rehabilitation of the Scioto Bridge to
four (4) lanes and improvements to related intersections as
required.
4. Project C-7: Further improvements at Avery Park.
5. Project D-1: Expansion of the Municipal Building.

The written recommendations of the Staff have been received by Council-
members. Mayor Lewis mentioned that the bond counsel said that
acceptance of the recommendations would not have an adverse affect
with regard to the inside millage; that Dublin can proceed with the
projects wihout any vote additions. He also recommended, after
reaching a conclusion on the 1984 capital improvements, consideration
of scheduling a meeting in June for a review of the status of the
recommendations for 1985.
Mr. Close raised a question regarding the pending O.D.N.R. Grant and
improvements at Avery Road Park. Mr. Sheldon recommended that the
Village go ahead with the improvements at Avery Road Park and use
the grant money elsewhere.
Mrs. Headlee spoke regarding the looping of the present waterline
system from Post Road via Avery Road to Muirfield with a 12" main. Mr.
Sutphen recommended, in a memorandum to Councilmembers, that the main
should be 16". The Fire Chief of the Washington Township Fire Depart-
ment, Mr. Daines, agrees that a 16" main should be installed. The
difference in cost, as per Mr. Sutphen's memorandum, would be approxi~
mately $119,750.00.
Mr. Warner, the Village Engineer, made the following observations and
comments:
A 12" line constructed from Post Road to Glick Road would provide a
fire flow of 2,000 gallons per minute. This is not the only waterline
that will eventually be looped into that area. The long range planning
indicates that a 16" waterline up Dublin Road will tie into this system;
hopefully a 12" line up Coffman, up Brand, which would tie into the
development in the area would be looped and tied into the same system.
Also, eventually in the future, when construction and development
warrants it, construction of another storage tank in the Muirfield
area to provide for fire flow back-up in that area. Presently there is
a million gallon water tank on Post Road with only one user at present.
Tieing the 12" line into Muirfield will provide some immediate protection
from fire into the Muirfield area. You could fight two or three fires
off of that tank.
Concern was expressed regarding the issue of whether or not the 12" line
would be adequate in the future, with anticipated development. It was
also mentioned that in the foreseeable future there would be an additiona
two lines serving the area and additional lines coming off the Coffman
Road line east of the existing line. A new water pump station serving
a great deal of the development that is forecast for both the east
side and west side of Coffman Road. Mayor Lewis noted that a contract ha
already been entered into to go forward with the engineering design for
the installation of the waterline. Therefore a decision needs to be
made whether the line will be 12" or 16" before the Village can enter
into a contract for actual construction. It was also mentioned that
the Village is within 1,000 to 2,000 homes of the limit on Summitview
Road. Therefore installation of either a 12" or 16" line does becomes
important. It was decided that Councilmembers need further information
before an intelligent decision can be made. Mayor Lewis restated Mrs.
Headlee's motion to accept the priorities of the Staff with regard to
the Capital Improvements for 1984 with the condition that judgment be
reserved on the size of the Avery Road waterline until the meeting of
March 19, 1984. Mr. Close seconded the motion. The vote on the motion
was unanimous for passage.

Council Roundtable Discussion
1. Mayor Lewis mentioned the St. Patrick's Day festivities to be
held from March 15th through March 17th.
2. Mr. Close commended the Street Maintenance Department for their
snow removal during the recent snowstorm.
3. Mrs. Headlee said that she has been working with the Franklin
County Board of Health to perhaps have additional programs here
in Dublin. She also has been investigating park land dedication
and the possibilities of getting matching funds.
4. Mr. Thornton mentioned the "green striping" of the Village streets
on Saturday.
5. Mayor Lewis mentioned the joint meeting of the Columbus Chamber
of Commerce and the Dublin Chamber of Commerce as well as other
suburban communities. The Dublin Chamber of Commerce, as well
as the Community Improvement Corporation, with the blessing and
support of Council, would like to form a committee for a little
more active participation with the Columbus Chamber of Commerce
and with the Development Committee for Greater Columbus, as well
as some promotional efforts on the Village's own behalf. Mayor
Lewis has asked them to prepare a statement outlining their
objectives and method of operation for members of Council.
